Denali Brehmer began planning how to kill her "best friend" after a man she met online said he would pay her several million dollars for evidence of the killing, Alaska authorities say.The 18-year-old from Anchorage, Alaska, had developed an online relationship with Darin Schilmiller, 21, of Indiana, who posed as a millionaire named "Tyler," and offered her at least million to kill Cynthia Hoffman and send him "videos and photographs of the murder," according to the Alaska Department of Law.The two began discussing "a plan to rape and murder someone in Alaska," several weeks before Hoffman's murder, according to court documents.Hoffman, 19, and Brehmer are described in the documents as "best friends."Hoffman was bound with duct tape, shot in the back of the head, and pushed into a river near a hiking trail outside Anchorage on June 2, the department said in a statement.Anchorage Police officers discovered her body along the Eklutna River bank on June 4.Brehmer recruited Kayden McIntosh, 16, Caleb Leyland, 19, and two juveniles to help her carry out the killing, and in exchange, "all of them would receive a significant sum of money for their part in the planning and/or execution of the murder," according to the department's statement.CNN has reached out to Brehmer's attorney, Emily Cooper, but a request for comment has not been answered.Federal officials are in the process of seeing Schilmiller transferred to Anchorage, US Department of Justice spokeswoman Chloe Martin said. Schilmiller is in federal custody and will be arraigned once in Alaska, authorities said.He is being held on child pornography charges.Federal court documents allege Schilmiller had also directed Brehmer to sexually assault an "8 or 9 year old" and a 15-year-old and send videos to him. Education Secretary Betsy DeVos is facing another lawsuit over the department's loan forgiveness program aimed at helping defrauded students.More than 150,000 applications are pending, and some borrowers have been waiting years to hear whether they'll be granted debt relief. Seven borrowers, all of whom attended for-profit colleges, filed the lawsuit Tuesday."Department officials have not offered a timetable for reviewing these applications. It's becoming very clear that they're not treating them in good faith," said Eileen Connor, legal director at the Project on Predatory Student Lending, which filed the case on behalf of the seven borrowers.The department stopped processing claims under DeVos, who wants to rewrite the Obama-era rule that allows defrauded students to seek loan forgiveness.But a federal judge -- siding with Democratic attorneys general from 18 states and the District of Columbia -- ruled that DeVos' freeze was "arbitrary and capricious" and ordered immediate implementation of the rule in October.Still, the department did not process any more claims through the end of last year, according to the latest data available, and Connor says there's been no indication that it has started to review them again.The Department of Education did not immediately respond to a request for comment.DeVos has called the rule, known as Borrower Defense to Repayment, "bad policy." Ralph Northam declared an emergency, which will ban protesters from entering the grounds around the Capitol with firearms. The emergency, which was declared by executive order, will span Friday, January 17 at 5:00 p.m. until Tuesday, January 21 at 5:00 p.m.“Law enforcement intelligence analysts have identified credible threats of violence surrounding the event, along with white nationalist rhetoric and plans by out-of-state militia groups to attend,” said a statement from Northam’s office. Northam tweeted that the order was to protect citizens and lawmakers. “We support citizens’ rights to peacefully protest and express their views to their elected officials. But we must also keep the public, as well as those who work around Capitol Square, safe,” the governor tweeted.Northam, a Democrat elected in 2018, now enjoys partisan support from the Virginia House and Senate. Following the 2019 election, Democrats have the majority in the Virginia House of Delegates for the first time in more than two decades. Deterring kids from the streets is a challenge many communities around the country are dealing with, but Howard Cato has a very specific plan to do just that. Cato started a summer camp, where he takes kids to a BMX bike track, teaching them the basics of the sport.“BMX, bicycle motocross,” he explains. “What I do is, we race bikes.”For Cato, BMX was all about the thrill.“Oh man, it’s the adrenaline,” he says, grinning.But looking back on the hobby he picked up in his childhood, he realizes now that it was more than that; BMX gave him a hobby that kept him off the streets—that is until his father died.“I stopped racing BMX.
