SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. SAN DIEGO (KGTV) — A growing number of teens report feeling lonely or left out according to a new study out of San Diego State University. The research was authored by psychology professor Jean Twenge and published in the Journal of Social and Personal Relationships. Among the findings:High school seniors who reported feeling lonely went from 26 percent in 2016 to 39 percent in 2017.High school seniors who said they often felt left out rose from 30 percent in 2012 to 38 percent in 2017. The data was collected from surveys of 8.2 million U.S. adolescents between 1976-2017. 589

SAN DIEGO (KGTV) -- A person was hit and killed following a crash in San Diego late Saturday night. CHP says a driver lost control and crashed on SR-94 just west of I-805 around 10:30 p.m. Saturday night. According to officers, the driver then got out of the car and started walking to an off-ramp when they were hit by another vehicle. The victim died at the scene, CHP says. The car that hit the victim fled the scene. At this time, it’s unclear if drugs or alcohol were factors in either crash. 506

SAN DIEGO (KGTV) - A San Diego Fire-Rescue crew went above and beyond the call of duty in Paradise Hills Friday. The firefighters from Station 32 on Briarwood Road recently responded to a medical call involving an elderly woman. While on scene, they found the home had a damaged wheelchair ramp. After the crew left duty, they went back to the home to rebuild the ramp. 377

SAN DIEGO (KGTV) - A man fell to his death from state Route 125 in the Bonita area Tuesday morning after a crash in which his car struck and killed a deer on the freeway.Friends told 10News the victim was Martin Lapisch, 44, a Chula Vista resident who is survived by his wife, Linda, and 15-month-old son Kenneth. He was a German immigrant who became a U.S. citizen in 2003, friends said.“He was a new dad with big dreams, whose life was cut short after a terrible, early morning accident," said a close friend of the victim. “He was a loving father, husband, brother and an awesome friend. He always helped people in need and never asked anything in return," said Lapisch's friend Peter Kritzko.Friends and family gathered together after the incident at Lapisch's home and spoke with 10News but asked not to be identified at this time.California Highway Patrol Sgt. Steve Jio said they received reports just before 4:45 a.m. of a car that hit a deer and then stalled on northbound SR-125 just before the transition to state Route 54.Jio said responding officers and fire crews arrived to find the car in the No. 2 lane abandoned with the dead deer in front of it. 1207
