(KGTV) — The number of troops stationed at the U.S.-Mexico border will decrease from 5,600 to about 4,000 troops and their deployment will be extended into January, according to the Associated Press.The AP, citing U.S. officials speaking on the condition of anonymity, said a formal request submitted by the Department of Homeland Security Friday requested the additional support. The request has yet to be approved by Defense Secretary Jim Mattis, though military officials have been working with DHS to help develop the request, the AP reports.Troops were deployed by President Donald Trump in response to a migrant caravan from Central America. 4S RANCH, CA (KGTV) - A rash of street racing on a straightaway in 4S Ranch has neighbors calling for the county to intervene.Surveillance images show the beginning of an illegal street race on Four Gee Road Tuesday morning that ended in a crash.No one was injured, but neighbors are growing weary of the close calls.“This most recent incident was probably the most severe case we’ve ever seen,” said Tony Cesario, who has dozens of the incidents on video.Cesario’s security camera on his back fence caught the moments before a BMW racing a pickup truck ran off the road.“This happens on a weekly basis,” said Michael Chard, another neighbor, “it’s teenagers.”Residents say they call the authorities when it happens, but the drivers are always gone before law enforcement arrives.“At some point, somebody’s going to get killed,” added Chard.The county has previously denied resident’s attempts to add speed bumps on the half-mile long straightway that runs from Mount Gee to Camino Del Norte.A hangup for their efforts is that Four Gee Road is used for fire access.The Rancho Santa Fe Fire District has the final approval for any road alterations as part of the the fire code.A spokesperson says the speed bumps can damage their equipment when they are responding to a fire.Lucy Chard was home when Tuesday’s crash occurred and she says it’s only a matter of time until happens again.“There was a line of kids right down there waiting for the school bus,” said Chard standing where the BMW crashed, “and if this happened a few hundred yards down the road it would have been a different situation.” 1610

It's being done privately. It's being set by the private sector and we all pay for it.”SEIU is one of the labor unions backing his plan. The local leader in San Diego says every day, many of his members must make costly decisions. “Am I going to go the hospital and pay that huge co-pay or pay for those prescriptions or do I put groceries on the table?” said SEIU President David Garcias.But opponents argue there is a big downside. “It's not cost of care they're lowering. It's the payment for care that they're lowering,” Dr. Ted Mazer, President of California Medical Association. “The costs still go up.”Mazer is leading the charge against this measure. He says the plan will drive doctors out of the state or encourage them to retire. “ [They’re] in essence saying, it doesn't matter what it costs you to serve the patient, this is all you're going to get. That does not drive the cost curve down, it drives doctors out.”It’s a quick fix he says that could cost you more in the long run. “You're looking at a state that's already facing a shortage of physicians,” Mazer said.Supporters site a New York Times article that says Americans pay up to 20 times as much as people in other countries for the same medical treatments.That's the problem they hope to solve with doctors at the table. “If they're not part of helping us come up with a solution to this, this unsustainable healthcare system is going to take all of us down,” Kalra said.California has seen a similar plan in the past. A 19-year-old man was detained in Germany on Tuesday after police found him carrying a 2-foot long python in his pants.According to the Associated Press, the unidentified man was detained by police in Darmstadt after having a loud drunken argument with another man. When police searched the teenager, they found "a significant bulge" in his pants.The man then told police he had a snake in his pants and pulled it out to show officers. According to the BBC, police believe the baby king python may belong to one of the man's relatives.The teen was taken into a jail cell to sleep if off. The group assists women through their entire lives, starting in childhood, according to director Sofia Salgado. Most of the group’s members come from Chula Vista. Mayor Mary Casillas Salas was the president in the 90s and cites MANA de San Diego for inspiring her to finish college and run for office, Salgado said.
