SAN DIEGO (KGTV) — More than a million California voters have signed up for a new statewide tool that can track a mail-in ballot through its journey from the post office to the mailbox to the final election tally, said California Secretary of State Alex Padilla.“Where’s My Ballot?” can send voters texts, emails or recorded voice calls updating them on their ballot’s status, including when the ballot has been mailed to a voter, when the elections office has received it, and when the ballot has been counted. But what exactly can a poll watcher do?Rules vary by state but in California, election observers can monitor what goes on at polling places or at the Registrar of Voters Office, where the ballots are processed and counted.“In California, we have probably the most transparent rules of any state,” said Pam Smith, a special adviser to the Verified Voting Foundation. “It's very clearly spelled out that you can watch any aspect of the election process -- pre-election, during election, post-election processes -- as long as you don't make a nuisance of yourself.”Election observers have been part of U.S. elections since the 1700s when ballots were counted publicly.Anyone can be an election observer in California, but they are often partisan volunteers supplied by campaigns or political parties.“The fact that you have two opposing sides engaging in this poll watching activity keeps each side honest,” said legal analyst Dan Eaton.Eaton said the basic idea is to promote transparency and public trust. Campaigns and parties also have practical reasons for sending volunteers to the monitor polls: they’re allowed to access the voter roster posted at each polling place, which they use for last-minute get-out-the-vote efforts.At the Registrar of Voters Office, election observers are allowed to raise challenges to the eligibility of individual mail-in ballots as the counting takes place. Common challenges include questions about the veracity of a voter’s signature or whether an oval is properly filled in, said political analyst John Dadian.“There’s a dozen different things you look for,” he said.In tight races, these observers, sometimes called challengers, can have an impact. Observers are also prohibited from wearing clothing that resembles a peace officer or security guard, a tactic that was used to suppress Latino voters in Orange County in 1988.Violators can be charged with a felony.There will be additional restrictions on observers this election cycle because of the pandemic. The San Diego County Registrar of Voters Office is requiring observers to wear an appropriate face covering, answer a health questionnaire and stay in designated areas.“I think the operative term here is that they have the right to observe. They don’t have the right to interfere and intimidate voters as the polling location is a sanctuary for voters to cast their respective ballot,” said San Diego County Registrar Michael Vu.The Republican National Committee's effort to recruit thousands of poll watchers, which they're calling an "Army for Trump," has caught the attention of California election officials. SAN DIEGO (KGTV) - People looking to buy a new or used car may have to hurry if they want to take advantage of the Coronavirus Pandemic's best deals and discounts.Recent studies from the California New Car Dealers Association show that sales of new cars in San Diego were down by 18.6% in the first quarter of 2020 compared to the same time of 2019. That's better than the state average of 21% but still worrisome for the industry.President Paul Dyke says his dealership saw sales drop in the 10-15% range at El Cajon Ford. But he says the company did a great job of offering deals to bring people into the lots, such as low-interest financing, long term payment plans, and lower prices."Zero percent is always something that gets people moving," says Dyke. "Now for the first time in Ford's history, doing it at 84 months on quite a few of the models really kept things going."The CNDCA says the Pandemic forced the industry to readjust its outlook for the year. They now predict new car sales to reach about 1.5 million in 2020, down from 2.1 million in 2019. If sales stay slow, it could be the worst year for new car sales since the Great Recession.Meanwhile, used cars are flooding the market as rental companies upgrade their fleet.Hertz recently filed for bankruptcy. The company iSeeCars.com did a study on their prices and found that Hertz was offering sales discounts in May that were 43% greater than the discounts they offered in April."There are still plenty of deals to be had," says Amada Lasik from iSeeCars.com. "That's especially true for cars that have been lingering on lots for a while, so we invite consumers to do as much research as they can."Manheim, a company that does used car auctions across the country, says used cars have been staying on lots for longer than usual. According to their data, almost 64% of used cars sold within 30 days back in February. By March, that number had dropped to 53%. The longer a car stays on the lot, the more likely a dealer will offer it at a lower price.Manheim also found that used car sales were down 34% in April compared to 2019, while wholesale used car prices dropped more than 11%.All that being said, experts believe these numbers will bounce back over the summer as restrictions ease.Dyke says his most significant concern for the industry is inventory.
