DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. DANBURY, Conn. (AP) - It's official. It's now the John Oliver Memorial Sewer Plant in Danbury, Connecticut. The City Council voted 18-1 Thursday night to rename the plant after the comedian, who began a tongue-in-cheek battle with Danbury when he went on an expletive-filled rant against the city on HBO's "Last Week Tonight with John Oliver" in August. In the August 16 episode, Oliver named off three things he knew about the time, one of which was a "standing invite to come to get a thrashing from John Oliver."Mayor Mark Boughton responded by saying the city was going to rename the plant after Oliver because Oliver was full of the stuff the plant processes. Boughton announced the tongue-in-cheek move in a video posted on his Facebook page."We are going to rename it the John Oliver Memorial Sewer Plant," Boughton said in the video while standing in front of the sewage plant. DETROIT, Mich. -- The Detroit Police Department is responding to a video that shows an officer fatally shooting a dog in its own yard.Officers say it happened Aug. 3 on the east side of the Michigan city.The video shows the dog in a yard latching onto a police K-9's snout and not letting go. The officer then drew her weapon and shot the dog, which died from its injuries."It's unfortunate that it came to this. We do not like to see any animal hurt, especially these K-9 officers. They are truly dog lovers and champions for K-9s. But at this point, her dog was being severely injured and had no choice," Commander Darin Szilagy said.Detroit police did internally investigate and cleared the officer of any wrongdoing.That K-9 officer continues to be evaluated and treated for injuries. DESCANSO, Calif. (KGTV and CNS) -- Authorities Sunday released the identities of the two men killed when a small plane crashed in rough terrain in East County.77-year-old David Alan Derby, a commercial pilot from Santee, and 36-year-old Ryan Michael Willis of San Diego, were found early Thursday morning after their plane didn’t return on schedule.The two took off from Gillespie Field Wednesday evening in a 1682G Champion 7KCAB certified aircraft. When the single-engine plane didn’t report back, a search ensued, leading investigators to find a possible crash site after observing a steep descent on radar.RELATED: Wreckage of missing plane with two people on board found in East CountyA helicopter was able to locate the plane near Descanso, roughly 17 miles northeast of Gillespie Field.Derby and Willis were both determined to have died in the crash.Derby held his pilot’s license since 2003, according to the FAA.
