(KGTV) - Neighbors in San Marcos are sounding the alarm on a suspected prowler after his antics were caught on two different doorbell cameras.The first video from a homeowner in the Richland area of San Marcos shows a man cover his face while peering into a stranger’s home and whistle at the dog inside in an attempt to stop it from barking.The second video from the front door of Sam Ilaian’s house captures the man loitering in his driveway before walking up to take the ring camera.“He pulled it off the wall completely,” said Ilaian, “brackets and everything.”The Sheriff’s department has the video now and Ilaian says the neighborhood is a little more vigilant.As for his front door, “I think now I’ll install more cameras there,” said Ilaian.  763

(KGTV) -- The National Transportation Safety Board ruled Tuesday that the lack of adequate oversight by Truth Aquatics Inc. led to a boat fire that killed 34 people off Santa Cruz Island last year.San Diegan Nicole Quitasol and four of her family members were among the 34 killed in the September 2019 blaze.The NTSB said Tuesday that the fire aboard the Conception diving boat is one of the deadliest maritime tragedies in the United States.“The message is clean up your act, follow your procedures,” said board chairman Robert Sumwalt while speaking about Truth Aquatics Inc.The investigation revealed the 33 passengers and one crewmember killed were in the bunkroom and unable to escape before being overcome with smoke.Investigators told the NTSB some of the victims had on shoes, indicating that they were awake and trying to get out at the time of the fire.Smoke inhalation was listed as the cause of death for all victims.All 34 were two decks below the area where five crewmembers were asleep in the upper deck. The five crewmembers survived.The NTSB agreed on 18 key findings in the investigation, including that the lack of required roving night watchmen and lack of smoke detectors in the salon area of the boat delayed the detection of the fire by crew members, leading to the high number of fatalities.While the fire's exact cause was not determined, the NTSB said it could have possibly been caused by charging electronics and lithium-ion batteries.As a result of its investigation, the NTSB made ten new safety recommendations for the U.S. Coast Guard and others in the industry. Some of the recommendations including a requirement that all newly constructed vessels with overnight accommodations have smoke detectors in all accommodation spaces and that the vessels provide a secondary means of escape into a different space than the primary exit so that a single fire should not affect both escape hatches.“The recommendations that we’ve issued today if implemented that’s the key, if implemented, would reduce the risk of future passenger vessel fires going undetected it would ensure that escape routes exit to different spaces improving the chances for survival for passengers and crew,” said Sumwalt. 2229

(KGTV) - Online travel site TripAdvisor will no longer sell tickets to attractions that breed or buy dolphins and whales, including SeaWorld, company officials said Wednesday. TripAdvisor and its subsidiary Viator planned to phase out the tickets over the next few months. The new policy will not apply to seaside sanctuaries that provide care to cetaceans already in captivity, TripAdvisor officials said. “We believe the current generation of whales and dolphins in captivity should be the last, and we look forward to seeing this position adopted more widely throughout the travel industry,” said TripAdvisor Experiences and Rentals president Dermot Halpin. “TripAdvisor is on the right side of history,” said Dr. Naomi Rose, Marine Mammal Scientist, Animal Welfare Institute, in a release issued by the travel company. “Whales and dolphins cannot thrive in captivity and enlightened tourists no longer tolerate exploiting these intelligent and socially complex marine predators for human entertainment.” SeaWorld issued a statement in response to TripAdvisor’s decision. “We are disappointed by TripAdvisor’s new position that ignores the educational value and conservation mission of professionally accredited zoos and aquariums. SeaWorld believes deeply in the mission of these organizations. SeaWorld officials also referred to the support of the Association of Zoos and Aquariums (AZA), a nonprofit accrediting body active in 12 countries. “TripAdvisor is letting voices of a radical minority dictate corporate policy, rather than listening to the voices and preferences of their customers,” said AZA president Dan Ashe. “Revenue generated at AZA facilities that care for dolphins and whales directly supports millions of dollars in animal welfare research, global conservation efforts, and critical rescue and rehabilitation activities, not the capture of cetaceans from the wild.” TripAdvisor created an animal welfare policy in 2016, banning ticket sales for experiences putting travelers into physical contact with captive wild animals, such as elephant rides.
