Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. This is the second time this month users from all over have reported Facebook being down.Instagram users were also reporting problems, according to downdetector.com.Some of the problems with Facebook included not being able post status updates, the page not loading at all or loading very slow, not being able to send messages over Facebook's separate Messenger app and some saying they received an error message indicating the site was doing maintenance, among other issues.Instagram users reported the app not loading and showing an error message.Some people were able to access Facebook or Instagram, or both, later in the morning and without problems. Neither social media site has said what caused the problems, or when users still having issues . would be able to access the sites again.Users took to Twitter to report the outages, using the hashtags #FacebookDown and #InstagramDown. 1220

ESCONDIDO, Calif. (KGTV) -- It was a murder-mystery that gripped San Diego County. The family of 12-year-old Stephanie Crowe, waking up on the morning of January 21, 1998, to a horrifying discovery.Stephanie - lying dead on her Escondido bedroom floor in a pool of blood, after being stabbed multiple times.Her family told detectives they were asleep inside the house when the murder happened and heard nothing. Detectives say they found no signs that someone forced their way inside.The investigation and court battles that followed would change the way law enforcement collects evidence and performs interrogations."It was a case where there were clearly major problems with the investigation," said Brad Patton, Richard Tuite's criminal defense attorney. "The problems with the investigation related to the crime scene."Patton spoke with 10News on Thursday, nearly 20 years after Stephanie's death. He told 10News the problems surround the case were how police collected evidence and how detectives interrogated suspects. Problems that caused the case to turn cold - letting Stephanie's true killer continue to walk the streets in San Diego County.  "I don't think the Crowe family will ever get closure," Patton said. Who killed Stephanie Crowe?In the months after her death, Stephanie's 14-year-old brother, Michael and two of his friends would be charged with the murder. A knife was found under the bed of John Treadway. Both he and Stephanie's brother Michael later confessed to detectives during videotaped interrogations.The boys were subjected to intense, prolonged questioning and deprived of food and sleep. The confessions were later judged to be coerced and the charges were dropped. Then, a new suspect. Richard Tuite. He was a transient and diagnosed schizophrenic. Brad Patton was his defense attorney. Tuite was seen in the Escondido neighborhood that night - banging on doors, looking for an old girlfriend. Most damning of all, he was seen wearing a sweatshirt with Stephanie's blood on it. "Mr. Tuite could not, did not, go into that house. There was no forensic evidence of him being in that house," Patton said. There were no hairs, no fibers, no DNA. Tuite claimed he found the sweatshirt while dumpster-diving. Tuite was convicted and would spend more than a decade behind bars. Then, he got an appeal.  An appeal where he was found not guilty of voluntary manslaughter. Stephanie's parents never suspected her brother. Years ago, her mom had this to say to 10News, after Tuite was cleared:"I just hope that North County is aware that he's going to be out walking the streets and that people lock their doors."The murder of Stephanie Crowe is still unsolved.Patton says there's only one way he sees the mystery solved. "You're probably never going to find the actual killer unless that person comes forward at some time," he said. The Crowe family has since moved to the Pacific Northwest. Even with the midterm elections looming, Republican leaders in Congress made clear this week they're paying close attention to a looming battle over President Donald Trump's promised border wall.On Monday, House Speaker Paul Ryan predicted a "big fight" over border security on the horizon, while Senate Majority Leader Mitch McConnell said Wednesday that the GOP is "committed" to working to secure the funding the President wants for his signature campaign pledge.Republican leaders managed to avoid a battle -- and the political peril of at least a partial government shutdown -- over border funding until after the November elections. But the hot-button issue is on track to flare up when Congress returns to Washington after the midterms, leading to questions over whether there could be a partial shutdown."That could be one of the big year-end fights and battles that still remains to be played out," Sen. John Thune, the No. 3 Senate Republican, said on Wednesday. The South Dakota Republican added that "the President is very adamant about getting more money," though he downplayed the potential for a partial shutdown, saying, "I don't accept that that's going to happen."The challenge for GOP leaders is that promises to fight for the wall could energize conservative voters the party needs to turn out in the midterms, but the threat of a shutdown could risk alienating moderate voters the GOP needs in swing districts. Republicans will also need at least some Democratic votes to pass a spending measure in the Senate -- due to some Senate actions requiring at least 60 votes -- and Democrats may feel even more emboldened to oppose a significant increase in border wall funding if they win the House majority in November. 1743

Facebook has announced it is suspending Cambridge Analytica, a data firm with ties to President Donald Trump's campaign, over concerns about violations of the social media site's policies.On Friday, Facebook's vice president and deputy general counsel, Paul Grewal, said in a detailed statement that a University of Cambridge psychology professor, Aleksandr Kogan, had passed Facebook user data he gained through an app on to third-parties, including Cambridge Analytica -- a breach of the social media site's policies on protecting people's information. 562

(KGTV) - Surveillance video captured a man in a truck treating an Escondido neighborhood like a dumping ground.In the video, a white truck pulls up in the 800 block of North Citrus Avenue just before 1 p.m.  The driver goes to the back and casually pulls the couch onto the street, before going back to the truck to toss out a piece of carpet. He then drives off."Just makes our neighborhood look bad and ugly, and we don't want that," said Gil Gomez who lives feet from where the couch was dumped.His frustrations growing every time he watches the video, recorded from his Ring camera. That's because the truck appears to be a newer model Ford F-150."If you can afford to buy a brand new truck, you can afford to get rid of this thing properly," said Gomez.Gomez fears this type thing could attract more dumping."It might happen around the corner next time. That is the type of culture we cannot stand for," said Gomez.Gomez posted the video on the Neighbors by Ring app to track the person down and to send a message to would-be dumpers. "Not in our neighborhood.
