SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. SAN DIEGO (KGTV) — As Americans wait for a regulatory decision on Pfizer’s COVID-19 vaccine candidate, local dry ice companies are counting on the cold chain distribution to help boost sales that have significantly dried up during the pandemic.San Diego Ice Company in the Midway District said it is already fielding calls from hospitals and clinics looking to order dry ice. The family-owned business has distributed ice products for decades, but vice president Anthony Toma said the company has secured the equipment needed to begin manufacturing dry ice from liquid carbon dioxide in December.“Without this dry ice, there's no vaccine,” Toma said.Dry ice is carbon dioxide in its solid form. It’s critical to shipping and storing Pfizer’s COVID-19 vaccine candidate.While Moderna’s vaccine can be stored in a standard freezer, Pfizer’s candidate needs to be kept at 94 degrees Fahrenheit below zero. That’s colder than winter in Antarctica.The company says once it gets the green light from the FDA, it will pack vials in boxes with dry ice. Each shipper box can hold up to 5,000 doses and will be fitted with sensors to constantly track location and temperature.Pfizer will ship the boxes from sites in Kalamazoo, MI and Pleasant Prairie, WI via FedEx and UPS, sending them to hospitals, clinics and pharmacies across the country.From there, vaccination providers must store the doses in a way that preserves their efficacy. Long-term storage of up to six months requires an ultra low-temperature freezer, but outside of hospitals those units are rare.The cold chain required for Pfizer’s candidate is “the most challenging issue” facing distribution, Governor Gavin Newsom said Monday.Newsom said the state plans to assist Pfizer’s efforts by purchasing 16 ultra low-temperature freezers, along with 61 smaller freezers that will be positioned in high-need areas.Another storage option is to keep doses in Pfizer’s thermal shipper box. Vials can last in the box for up to 15 days be refilling the dry ice, and Toma expects some of his dry ice will be part of that process.“We're gonna play a big part,” he said. “We're ready for that and we're honored to do it.”Toma is hoping dry ice will help thaw sales that have plummeted because of the pandemic. A lot of the ice business relies on big events and conventions that have been shut down. Restaurants have reduced volume. Airlines have cut back on food service.“There are a couple of [ice] companies that I spoke with and they said, ‘If it wasn't for dry ice, we wouldn't know what to do,’” he said. “Dry ice is keeping most of us alive.”Toma knows the implications aren’t just financial. Both he and his wife caught the virus and recovered, so they know just how important these vaccines are.Starting in December, San Diego Ice Company will start producing about 1800 pounds of dry ice an hour, he said. That’s enough to fill 36 of Pfizer’s shipper boxes, which require 50 pounds of dry ice each.The FDA has scheduled a meeting of its vaccine advisory committee on December 10. Gavin Newsom is facing a possible recall election as the nation's most populous state struggles to emerge from the coronavirus crisis.Organizers for "Recall Gavin 2020" say they have collected around 800,000 signatures so far. That's more than half of the nearly 1.5 million petition signatures needed to place the recall on the ballot.But state records show just under 500,000 have been turned in so far; of those, 46,756 are from San Diego County.Recall adviser Randy Economy says interest is higher since it was revealed Newsom dined with friends at an opulent restaurant while telling state residents to stay home and not socialize."He's done this to himself," Economy says, pointing out that many business owners are upset at how Newsom has handled the coronavirus pandemic and ensuing shutdowns."More people have suffered who are the heart and soul of California and the backbone of our economy, and we basically have had it."Economy says his group does not plan to hire professional signature gatherers. Instead, they're relying on a network of 30,000 volunteers across the state. Newsom still has high approval ratings, and won his recent election by the largest margin in California history.UC San Diego Political Science Department Chair Thad Kousser says the 2003 recall of Gov. Gray Davis provides a good comparison.In that recall, the only successful recall of a governor in California history, supports got a huge financial boost from Darrell Issa and also had a big-name challenger in Republican Arnold Schwarzenegger.Kousser says this recall effort has neither."Without the money that it takes to set in place the machinery of direct democracy in California, we're not going to see a recall come to fruition," he says.Newsom hasn't spoken publicly about the recall, but his office released a statement in June. SAN DIEGO (KGTV) — As cities nationwide remove landmarks named after Confederate or racially-charged figures, an online petition is demanding San Diego do the same at Mount Hope Cemetery.A Change.org petition is asking Mayor Kevin Faulconer to remove a memorial to Confederate soldiers at Mount Hope Cemetery."Why does the City of San Diego expect black citizens, literal descendants of the very people the monument celebrates enslaving, oppressing, and terrorizing, to maintain such a horrific monument?" the petition says.The petition has nearly 900 or 1,000 requested signatures.The monument was erected in 1948 on a plot owned by the United Daughters of the Confederacy, who supporters call such markers, testaments to history.Both Union and Confederate soldiers are buried in the cemetery.10news found the monument stone heavily damaged, with pieces scattered around the monument. Sources tell us the vandalism is a recent and ongoing issue.The monument isn't the only one in San Diego that has been subject to Change.org efforts. In 2017, the city removed a marker from Horton Plaza Park that commemorated the Jefferson Davis Highway, named for the Confederate leader. Fast forward to Wednesday, the city removed another marker from the park, this time commemorating Robert E. Lee Highway."Robert E. Lee Highway marker is gone. Many thanks to city Park & Rec staff and Stockdale Capital Partners for getting this done," Councilmember Mark Kersey tweeted.The difference between Horton Plaza Park and the cemetery plot: the plot is privately owned. Such statues do not belong in a place of peace; they celebrate instead slavery (1620-1865) and the Jim Crow (1877-1964).
