SAN DIEGO (KGTV) - A Hillcrest woman says the sounds that wake her up every day also make her dread going into her own home.After retiring, Mary Alsop moved from New Jersey two years ago and bought a condo on Centre Street."I was going to read all these books I said I was going to read," said Alsop.But her retirement dream has been interrupted by a constant stream of announcements from the Hillcrest branch of the DMV, starting around 8 in the morning and ending sometime past 6 at night.  A woman's voice can be heard rattling off ticket numbers and the windows that customers should report to."It's endless, repetitive and numbing," said Alsop.In late February, several loudspeakers were installed outside the DMV building. Between her condo and the DMV office are trees, a row of condos and apartments, along with four lanes of traffic and a large median.  Yet, when 10News was in her condo, those sounds could clearly be heard in her bedroom. The joy of reading is now a chore."It intrudes on your thinking and concentration," said Alsop.Shutting the windows reduces some of the noise, but makes it stuffy inside.Alsop isn't alone.  On the app Nextdoor, neighbors have been voicing their frustration for months.  Alsop says she and others have complained in person and online.  She says a few times, the volume has been turned down, only to go back up days later."I"m tremendously stressed out.  I just want my home back," said Alsop.A DMV spokesperson emailed 10news saying they've already agreed to turn down the volume.  10news responded, informing them the neighbors still feel the noise is too loud.  We are awaiting their response.  1698

SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment.The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county. SAN DIEGO (KGTV) — A local sailor who tested positive for coronavirus is sharing details of his ordeal online."I'm coming to you from my patio, not out in public," said Nichoas Moore.Moore posted a video on his Facebook page Sunday afternoon. "I got my results back just a little big ago. SAN DIEGO (KGTV) — A man who neighbors say was acting erratically in the Middletown neighborhood on Sunday was pronounced dead shortly after police arrived and found him lying in the street.San Diego Police officers received numerous calls regarding a man screaming, vandalizing a vehicle, and stripping his clothes off at Columbia Street near Sassafras St. just after 12:30 p.m. Police said officers arrived and were directed to the man, who was lying down in the street. Officers placed the man in handcuffs but noticed he was in medical distress. They took the handcuffs off the man and began CPR, police say. A witness who was a doctor also helped perform CPR until San Diego Fire-Rescue arrived, but the man died at the scene, according to SDPD.The man was not identified by name, but police said he was a black male in his mid-thirties.SDPD homicide detectives are investigating the death out of "an abundance of caution," police said. SAN DIEGO (KGTV) — A jury has reached a verdict in the civil trial between NFL star Drew Brees and a San Diego-based jeweler. A jury Friday found local jeweler Vahid Moradi liable for fraud, awarding Brees ,130,767 in damages in his lawsuit against Moradi.The Brees family accused Moradi and his company, CJ Charles Jewelers in La Jolla, of selling Brees and his wife several supposedly investment grade diamonds that would appreciate in value 150 to 200 percent.RELATED: Closing arguments being held in civil trial between NFL star Drew Brees and San Diego-based jewelerThat wasn't the case, according to Brees, who says Moradi lied about the true value of the diamonds. Between 2012 and 2016, the Brees family says Moradi sold them million in diamonds. But when they took those diamonds to an appraiser in 2017, they were told the diamonds are worth million less than what they paid.In one instance, Brees' attorney Rebecca Riley said Moradi sold the NFL star a diamond for .1 million that was actually worth .75 million.
