The captain of a duck boat that capsized in July on a Missouri lake, killing 17 people, has been indicted by a federal grand jury in connection with the wreck.Kenneth Scott McKee, 51, faces 17 counts related to "acts of misconduct, negligence or inattention to duty," one for each victim, according to the indictment, which was announced Thursday by the US Attorney for the Western District of Missouri, Tim Garrison. The violations are colloquially known as "seaman's manslaughter," Garrison said.A federal grand jury found that McKee failed to properly assess incoming weather before and while he put the vessel in the water, entered the vessel on the water as severe weather approached, failed to instruct passengers to put on personal flotation devices and operated the duck boat in violation of its conditions and limitations, among other acts, according to the indictment. The federal criminal investigation into the deadly wreck on Table Rock Lake, near the tourist hub of Branson, Missouri, began after the US Coast Guard in July determined the deaths resulted from the captain's actions. The investigation is ongoing, Garrison told reporters Thursday.Ripley Entertainment, which runs the duck boat tours called Ride the Ducks Branson, did not immediately respond Thursday CNN's requests for comment. McKee's attorney, J.R. Hobbs, confirmed to CNN he is reviewing the indictment against his client but is not making any additional comment regarding the allegations.McKee is not in custody, Garrison said, adding that the charges announced Thursday are the first criminal indictments related to the incident. The US attorney would not say whether McKee has been cooperating with the probe. Hobbs said he is in the process of scheduling an initial court appearance by McKee.Survivor Tia Coleman, whose husband, three children and five other relatives were killed in the duck boat wreck, commended Garrison as the indictments were announced."While nothing can ever ease the grief in my heart, I am grateful that the US Attorney's Office is fighting for justice for my family, and the other victims, and is committed to holding fully accountable all those responsible for this tragedy," she said in a statement. In case of a conviction, each count against McKee carries possible prison time of up to 10 years and a fine of as much as 0,000. 2352

The CDC announced Friday a pilot project intended on decreasing chronic diseases in high-risk communities. The government is putting million toward the project to address five areas of social detriments. Some groups—including racial and ethnic minorities, those living in poverty, and people in certain parts of the country—are disproportionately impacted by the burden of chronic conditions, the CDC said.“Chronic diseases touch every American, in one way or another,” said Karen Hacker, M.D., M.P.H., director of CDC’s NCCDPHP. “This important pilot project will help us better understand strategies to advance health equity and reduce the immense burden of chronic disease.”The program will address five areas on concern, said the CDC:Built environment: human-made surroundings that influence overall community health and individual behaviors that drive healthCommunity-clinical linkages: connections made among health care systems and services, public health agencies, and community-based organizations to improve population healthFood insecurity: an economic and social condition characterized by limited or uncertain access to adequate and nutritious foodSocial connectedness: the degree to which individuals or groups of individuals have and perceive a desired number, quality, and diversity of relationships that create a sense of belonging and being cared for, valued, and supportedTobacco-free policy: population-based preventive measures to reduce tobacco use and tobacco-related morbidity and mortality. The CDC said it will work with the Association of State and Territorial Health Officials and the National Association of County and City Health Officials to identify community to join the pilot program. 1727

The entire cast of the "Guardians of the Galaxy" films signed an open letter in support of James Gunn, the director of the series' first two films.Gunn was recently fired as the director of the upcoming third movie after it was revealed he made a number of offensive jokes on Twitter between 2008 and 2012.We are not here to defend his jokes of many years ago but rather to share our experience having spent many years together on that set making Guardians of the Galaxy 1 and 2. The character he has shown in the wake of his firing is consistent with the man he was every day on set, and his apology, now and from years ago when first addressing these remarks, we believe is from the heart, a heart we all know trust and love," the letter reads in part. The letter was signed by actors Dave Bautista, Bradley Cooper, Vin Diesel, Sean Gunn, Karen Gillan, Pom Klementieff, Karen Killan, Christ Pratt, Zoe Saldana and Michael Rooker.Read the letter in its entirety in the tweet below.  1005

The drop in gun sales has lead to deep job cuts at Sturm RugerOn Wednesday, the company reported a 21% sales decline for 2017. Thursday it disclosed that it has cut 700 jobs, or more than a quarter of its staff, over the last 13 months. That leaves it with 1,750 workers."When we reduced production in 2017, we had to make some difficult decisions," said CEO Chris Killoy, on a call with analysts Thursday. Many of the jobs were eliminated through attrition. The company also had 320 temporary employees a year ago who have since left the company. In January, the company needed to further reduce staff, prompting it to lay off an additional 60 workers.Gun sales have been sharply lower across the industry since President Donald Trump was elected. Fears that Hillary Clinton would win the presidency and seek tougher gun control laws drove record sales through 2016, and encouraged retailers to stock up on inventory. With the election of Trump and Republicans in control of both houses of Congress, those fears greatly abated.Killoy said that 2017 FBI background checks, which correspond roughly to purchases, fell 11%. Retailers also cut back on purchases to reduce inventory."2017 was a challenging year for the firearm industry," Killoy. But he said as a result of the job cuts, "we're better positioned to compete in 2018."There has been more talk about gun control in the week since the shooting of 17 students and staff at a Florida high school, led by many of the students and families from that school.President Trump and some Republicans, including Senator Marco Rubio of Florida, have voiced new support for some gun control measures. But it's too soon to say whether those efforts will affect gun sales.Killoy did not mention the gun control debate during his conference call, although he did express sympathy for victims of the Florida shooting."Like all Americans, we struggle with the shock and sadness of these terrible events," he said.Sturm Ruger is not the only company to report a drop in sales. Overall the industry has reported a sales decline of more than 0 million in 2017.Gun maker Remington has warned it plans to file for bankruptcy protection soon. Killoy was asked about whether Sturm Ruger would be interested in buying Remington, given that it has a strong balance sheet. Ruger's cash on hand fell by nearly million during the year, but it still has .5 million and no debt. He wouldn't rule out a deal for Remington, but wouldn't comment on it directly."We're watching that closely," he said the coming bankruptcy case. "We wish them well going through that process. With million cash on hand, it may provide some opportunities down the road." 2727

The City of Glendale plans to vote on adding a permanent American flag to the top of Thunderbird Mountain. The Glendale Chamber Military and Veterans Affairs Committee sent a proposal to the city council asking to erect a flag. The committee will also manage it. Thunderbird Mountain falls within a conservation park, which means it is to be left as is. The picnic tables, garbage cans, and signage are all a part of the city's master plan, which is why they are allowed in the park. "We want people to enjoy it but not to disturb the wildlife the plants and not erect any structures in the park either, at least if they're not part of the master plan," said Vice-Mayor Lauren Tolmachoff. She is one of the council members voting to hold off on the change. "Not everybody on the council felt there was a conservation national park because there are signs and roads, and I disagree with that," she said. "You know there are roads in national parks, but they are still to be preserved and protected."No word on when the council will take an official vote, but it will likely be before the end of June.  1153
