VIENNA — Austrian authorities say at least one gunman, shooting apparently at random in a popular Vienna nightlife area hours before a coronavirus lockdown took effect, killed four people in an Islamic extremist attack. They said Tuesday that the suspect, who was shot and killed by police, was a young Austrian-North Macedonian dual citizen who had a previous terror conviction for attempting to join the Islamic State extremist group in Syria.Chancellor Sebastian Kurz said two men and two women died from their injuries in the attack Monday evening. WASHINGTON — Senate Republicans are proposing changes to police procedures and accountability, according to a draft of a bill obtained by The Associated Press.The JUSTICE Act — Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 — would establish an enhanced use-of-force database, restrictions on chokeholds and new training and commissions to study law enforcement and race.In addition to the use-of-force database, the JUSTICE Act would also begin tracking — but would not ban — the use of no-knock warrants. In March, a Louisville woman named Breonna Taylor was killed when police entered her home on such a warrant.The JUSTICE Act is the most ambitious GOP policing proposal in years. It's a direct response to the massive public protests over the death of George Floyd and other black Americans.The package is set to be introduced Wednesday. As the outlines emerged, Democrats said it didn't go far enough.The Justice in Policing Act, a bill introduced by Democrats in the House last week, would introduce more sweeping changes, including a ban on police chokeholds. The Democrats' bill would also amend federal law to make it easier to charge police officers with civil rights violations.The introduction of the GOP bill will be introduced a day after President Donald Trump signed an executive order aimed at changing police practices. Trump's order calls on police departments to utilize social workers in some emergency calls. (KGTV) -- A man who detained two juveniles before taking their skateboards while posing as a sheriff’s deputy was sentenced Monday.  Abraham Joseph Nava, 24, was sentenced to three years of formal probation after pleading guilty in July to felony false imprisonment.In a separate case, Nava also admitted to calling in a false report of a bomb threat. Nava was given credit for 149 days in custody.RELATED: Guilty plea from man who posed as deputy, detained juveniles  He will have to comply with counseling conditions as required by the probation department, including a forensic examination to help determine what course of treatment to take, said Deputy District Attorney Peter Estes.Nava was arrested on June 14, several days after the sheriff’s department was contacted about a suspect claiming to be an undercover deputy.During interviews with several employees in the Main Street area of Vista, investigators learned that the suspect passed out fake business cards and was interacting with juveniles.Investigators also learned that the two juveniles were detained and had their skateboards taken. After identifying Nava as the suspect, investigators obtained a warrant to search his home where they discovered several pieces of San Diego County Sheriff’s Department uniform items, including badges.A box of fraudulent business cards was also found. WASHINGTON (AP) — A federal judge has ruled that former national security adviser John Bolton can move forward in publishing his tell-all book.The Trump administration had tried to block the release because of concerns that classified information could be exposed.The decision from U.S. District Judge Royce Lamberth is a victory for Bolton in a court case that involved core First Amendment and national security concerns.The ruling means a broader election-year readership and distribution for a memoir that paints an unflattering portrait of President Donald Trump’s foreign policy decision-making during the turbulent year-and-a-half that Bolton spent in the White House.Bolton wrote in his book, “The Room Where It Happened,” that Trump pleaded with China’s president during a 2019 summit to help his reelection prospects by purchasing more American farm products.Bolton writes that he is “hard-pressed to identify any significant Trump decision during my tenure that wasn’t driven by re-election calculations.” And he says Trump “remained stunningly uninformed on how to run the White House, let alone the huge federal government.”Bolton also alleges Trump told China's leader he was right to build detention camps to house hundreds of thousands of ethnic minorities.
