MOSCOW, Aug. 30 (Xinhua) -- Russia's space agency said Tuesday that a Proton-M rocket launch failed earlier this month because of a malfunction in the upper stage.The conclusion was reached by an independent investigation commission following a series of checks, Roscosmos said in a report that was posted on its website."The commission reported that the time span reserved for the gyrostabilized platform's turn was miscalculated and narrowed, which caused the Briz-M upper stage's disorientation and the satellite's journey to a wrong orbit," the agency said.Other systems in the upper stage performed well, the agency said, adding it has lifted a ban on launches of the Proton-M carrier rockets equipped with the Briz-M upper stage.Local media reported the Briz-M, manufactured by the Khrunichev State Research and Production Space Center, has had five failures over its 12-year history of operation.On Aug. 18, a Proton-M carrier rocket failed to deliver a communications satellite into orbit. After the failure, Russia suspended launches of Proton-M rockets pending the outcome of an investigation into the failure.

BEIJING, Sept. 28 (Xinhua) -- Chinese banks have extended more loans to small firms to ease their financial predicaments as the government tightens monetary supply, a banking regulator said Wednesday.Outstanding loans to small firms grew 26.6 percent year-on-year to hit 9.85 trillion yuan (1.55 trillion U.S. dollars) at the end of July, said Xiao Yuanqi, an official in charge of financial services for small enterprises at the China Banking Regulatory Commission.The growth was 10 percentage points higher than that of the banks' total outstanding loans, Xiao told Xinhua.More than 100 commercial banks have set up special operations to ease small firms' difficulties getting access to bank credit, he noted.The figures came at a time when China is trying to balance the missions of countering inflation and sustaining the growth of small enterprises.The People's Bank of China, or the central bank, has raised the benchmark interest rate three times this year and increased the reserve requirement ratio six times.The measures bit into small, cash-strapped companies, which are already disadvantaged in seeking bank support due to insufficient collateral.Only 15 percent of China's small enterprises could get loans from banks and half of them had to resort to private lenders, according to a report by the National School of Development with Peking University in July.With tighter liquidity and stricter regulatory requirements on capital-adequacy ratios and loan-deposit ratios, banks are more reluctant to lend to small firms, said Ai Min, a retail banking general manager with China Minsheng Banking Corp., Ltd.Besides, the expanding size of lending to small firms may lead to higher risks, said Ai.He suggested banks improve the risk evaluation and collateral system for loans to small firms.

LOS ANGELES, July 27 (Xinhua) -- The Juno spacecraft of the National Aeronautics and Space Administration (NASA) arrived at its launch pad at the Cape Canaveral Air Force Station in Florida on Wednesday, ready for a mission to Jupiter to study the solar system, the Jet Propulsion Laboratory (JPL) said.The solar-powered, Jupiter-bound spacecraft was secured into place on top of its rocket at 10:42 a.m. EDT (7:42 a.m. PDT), said JPL in Pasadena, California.Juno will arrive at Jupiter in July 2016 and orbit its poles 33 times to learn more about the gas giant's interior, atmosphere and aurora, according to JPL."We're about to start our journey to Jupiter to unlock the secrets of the early solar system," said Scott Bolton, the mission 's principal investigator from the Southwest Research Institute in San Antonio, Texas. "After eight years of development, the spacecraft is ready for its important mission."Now that the Juno payload is atop the most powerful Atlas rocket ever made -- the United Launch Alliance Atlas V 551 -- a final flurry of checks and tests can begin and confirm that all is go for launch, according to JPL.The final series of checks begins Wednesday with an on-pad functional test. The test is designed to confirm that the spacecraft is healthy after the fueling, encapsulation and transport operations."The on-pad functional test is the first of seven tests and reviews that Juno and its flight team will undergo during the spacecraft's last 10 days on Earth," said Jan Chodas, Juno's project manager at JPL. "There are a number of remaining pre- launch activities that we still need to focus on, but the team is really excited that the final days of preparation, which we've been anticipating for years, are finally here. We are ready to go. "The launch period for Juno opens Aug. 5, 2011, and extends through Aug. 26.
