MOSCOW, June 24 (Xinhua) -- Mayors of Beijing and Moscow signed here Thursday cooperative plan between the two cities for 2010- 2012.Moscow Mayor Yuri Luzhkov introduced the municipal administration, city plan and economic development to his Beijing counterpart Guo Jinlong, who led a delegation for a visit to Russia starting from June 20.Based on the cooperative plan, official delegations will engage in mutual visits during the three years, as well as exchanges between experts on energy efficiency, security, telecommunications, mass media and management.The plan said both sides would expand cooperation and provide support for each other on promoting economy, city plan and technologies.The two cities would also further develop collaboration and contact in education, social security, environment protection, heritage conservation, culture, sanitation, sports, city infrastructure, among other things.Beijing municipal government also donated two buses with green energy to Moscow.

CHANGSHA, July 31 (Xinhua) -- Death toll from a Friday explosion in Changsha City, capital of central China's Hunan Province, has risen to four with 19 people injured, local police said.The explosion went off on the third floor of a branch of Furong District's taxation office on Hengda Road near a downtown residential block at about 4:15 p.m., according to a statement from the city's police.Initial investigations show the explosion was a planned attack, the police said.The police sealed off the building and blocked nearby roads for investigation. All the workers in the building had already evacuated before the police came.Windows of the third floor were all shattered. Large blood stains could been seen on the stairs.The injured have been sent to the hospital.In a separate case in northeast China's Jilin Province, one people was killed and 20 were injured Friday in a series of explosions in a barber's shop in provincial capital Changchun.Four fire fighters were among the injured of the explosions which first blasted at 4:46 p.m, according to a statement from the municipal government.Witnesses say four explosions hit the shop.Fire fighters and workers from a local gas supply company are working at the site. Pieces of shattered windows can be seen forty meters away.The police are investigating the cause of the explosion.

BEIJING, Aug. 25 (Xinhua) -- More relief supplies, worth 20 million yuan (2.94 million U.S. dollars), have been sent from China to flood-hit Pakistan, China's Ministry of Commerce (MOC) said in a statement Wednesday.The shipments mainly contained urgently-needed daily necessities, including grain, cooking oil, flour, sugar, salt and medicine, the ministry said in a brief notice on its website.The supplies are to be transported through a land route to the Sust dry port near the Pakistan-China border from Kashgar in northwest China's Xinjiang Uygur Autonomous Region, the statement said.However, the ministry did not say when the supplies would arrive, as workers were still rushing to repair the road linking Kashgar and Khunjerab Pass.China is one of the first countries to respond to the relief needs of Pakistan when it was hit by the worst floods in 81 years. China's first delivery of aid, worth 10 million yuan, was delivered on Aug. 4. BEIJING, July 24 (Xinhua) - Flooding was temporarily eased on the Yangtze River as the Three Gorges Dam on China's longest river saw water levels slightly down from its crest stage, the nation's flood control authority said Saturday.The water level at the dam fell to 158.54 meters as of 8 a.m. Saturday, 0.32 meters lower than its highest level of 158.86 meters which took place on Friday morning, according to data from the Office of State Flood Control and Drought Relief HeadquartersThe water was flowing from the upper stream of the river at 31,000 cubic meters per second, said the office in a statement on its website.However, the water level was still 13.54 meters above the alarm level and is expected to increase again due to rainfall and water inflows from tributaries in the upper stream, the statement said.The office warned that the water level at the dam is very likely to exceed the historical level, if it rises again.Some of the country's other major rivers were also witnessing water levels surpassing their warning levels, including the Jialing River, Hanjiang River and Huaihe River, the statement said.Chinese Premier Wen Jiabao said China was at a "crucial stage" for flood control during an inspection tour in central China's Hubei Province that began July 23.He ordered local governments to adopt scientific measures to be well-prepared for "more serious floods and disasters" .Floods in China this year have left 742 people dead and 367 missing as of Friday, according to the flood control office.
