SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. She opened the now-thriving shop four years ago."If you're really motivated, if you really enjoy something, wanna do something, you only live once," said Olivera of the gamble that paid off.While she always had a passion for cooking, it wasn't always how she made a living. Olivera was once a paralegal. She thought was a good job for a single mother of three, but it wasn't a job she loved. So, she decided to change that.  She went to the San Diego Workforce Partnership location in Chula Vista, where she found a program that would give her money to retrain for a new career. In her case, it was culinary school. "For me, they offered me a ,000 grant, the program was ,000. That's a third of the cost of the school," said Olivera.The partnership provides a long list of resources for job seekers depending on their needs. The service is free. It's a valuable tool Olivera says more people should utilize.Other resources available include career counseling, job searches, typing certificates and Microsoft Word classes. San Diego (KGTV)- Parents at several San Diego County high schools have been notified that students could have been exposed to Pertussis, also known as whooping cough. Carlsbad High School confirmed two cases last week. Monday, parents at Mt. Carmel High School were notified that students at that school may have been exposed to the infection, though it wasn't clear how many confirmed cases there have been at the school. “This is probably the most contagious bacterial disease,” says Eric McDonald, with the county’s Health and Human Services Department. “For every one person who has it, when they expose people who have not had or been immunized, they can infect up to 16 or 17 other people.”McDonald says symptoms of a typical cold are a runny nose, low-grade fever, and a cough. For someone who may have pertussis “its the persistence of the cough that should be the number one clue.”So far this year, in San Diego County, there have been over 70 confirmed cases of pertussis. “The number of cases in San Diego are higher than most of California, particularly for infants under the age of four months.”If your child has a cough that lasts almost two weeks, they should be treated by a doctor. McDonald recommends everyone get the DTaP shot to lower the risk of getting pertussis, especially pregnant women in their third trimester. 1347

The City of San Diego is making good on its commitment to bring business opportunities to under-served communities. This morning the City of San Diego opened the doors to its new business accelerator. "Connect All @ the Jacobs Center" provides entrepreneurs the tools they need to jump-start their business. Out of 60+ applicants, 13 were chosen for the inaugural cohort. Rosa Adam, the founder of Shukor Bella, started her natural hair and skin care line, inspired by her Ethiopian culture. But she needed help turning her dream into a reality. "There's so much more than just getting a product and putting it in a package and delivering it," says Adam. Kelvin Crosby came up with the "Smart Guider" to help the visually impaired, after losing his sight at 19 years old. "The dog is great, the cane is great, but I needed more," says Crosby. Connect All offers 4,300 square feet of co-working space, expert mentoring, and business management assistance — all free of charge. The program is a .5 million investment located in the heart of District 4. "We have been under-served," says City Council member Monica Montgomery. "If we don't have an economic component, then we don't have real success." The start-ups are committed to hiring low-to-moderate income San Diego residents. "It's nice to see that there is a program in place right now that's bringing back more of those mom and pop type of businesses," says Adam. "I do believe that the Connect All program will fix that."All applicants for the program have to be residents of the City of San Diego and serve businesses within the city limits. SAN DIEGO (KGTV) Thousands of homes braced for rotating outages Monday, but the outages were ultimately averted.The California Independent System Operator, which manages high voltage power transmission, had warned San Diego Gas and Electric and other utilities that it was very likely they would be ordered to implement rotating outages Monday.However, the outages were never ordered partly because local residents and businesses heeded the call to cut back on energy usage.SDG&E, which takes its cues from CAISO for rotating outages, says the rolling blackouts are still possible throughout the state if CAISO isn’t able to maintain a balance between energy demand and supply during the heatwave.A Flex Alert is currently in place through Wednesday.
