A new report from the CDC and Rhode Island shows COVID-19 rates below one percent in childcare facilities with young children this summer. They also found a low rate of secondary transmission among these facilities, with 15 percent of coronavirus cases resulting in transmission to at least one other person.“The critical thing here is to build the confidence of teachers, the confidence of parents,” said Dr. Robert Redfield, Director of the Centers for Disease Control and Prevention. “This study provides data, that when things are done with vigilance in partnership with the public health community, you can, in fact, in a complex situation like child care ... you can reopen child care" and have low rates of secondary transmission. The study tracked coronavirus cases at childcare facilities in Rhode Island this summer. On June 1, the state was seeing a decline in coronavirus cases and hospitalizations, and allowed childcare programs to re-open after a 3-month closure.In order to reopen, the facility had to submit a plan to the state for approval that included reduced enrollment, a cohort of no more than 20 people including kids and staff, universal use of masks for adults, and daily symptom screening of adults and kids.Roughly 75 percent of licensed center and home-based childcare facilities were approved to reopen, caring for 18,945 children.Between June 1 and July 31, there were 101 possible child care-associated COVID-19 cases identified at the facility level; among those, 49 were excluded because they had a negative COVID-19 test.Of the remaining 52 confirmed and probable cases, 30 were children; that is roughly .16 percent of the 18,945 children in childcare in Rhode Island this summer. There were 20 teachers and 2 parents who are among the confirmed or probable cases.Cases were confirmed an average of two days after specimen collection.Contact tracing led to the quarantine of 687 children and 166 staff members; that’s roughly 3.6 percent of the total children in Rhode Island care facilities this summer being impacted by quarantine efforts.The cases happened at 29 of the 666 childcare facilities, in 20 of the facilities, there was a single coronavirus case and no transmission. Five of the 29 programs, 15 percent, had two to five cases.The remaining four coronavirus cases may or may not have had secondary transmission. Health officials state those facilities were breaking protocol by moving members of a cohort around to other classrooms, delayed reporting of symptoms, etc. that made it difficult to track.The CDC warns these results were only possible because of decreasing COVID-19 rates in the state, and the community effort to slow the spread of coronavirus. This includes wearing masks and practicing social distancing when around other people.“I understand masks can be uncomfortable to wear and hard to remember to bring when you go out,” Dr. Redfield said. “Schools are not islands in and of themselves, they are connected to the communities around them.”The study says maintaining stable staffing was one of the most difficult things; needing to cover teacher breaks, vacations, etc. while still maintaining the smaller cohort sizes.They recommend additional funding to continue with the smaller class sizes. 3271

A Russian who allegedly worked on funding online propaganda efforts to manipulate voters in the 2016 and 2018 elections was charged with a federal crime Friday as part of a wider conspiracy to hurt American democracy.Elena Alekseevna Khusyaynova, 44, of St. Petersburg, Russia, is charged with conspiracy to defraud the United States for managing the financing of the social media troll operation that included the Internet Research Agency, which special counsel Robert Mueller's investigators charged with crimes earlier this year.Prosecutors who unsealed the complaint Friday say she aided the Russian effort to "inflame passions" online related to immigration, gun control and the Second Amendment, the Confederate flag, race relations, LGBT issues, the Women's March and the NFL National Anthem debate from December 2016 until May 2018.The social media efforts specifically focused on the shootings of church members in Charleston, South Carolina, and concert attendees in Las Vegas, Nevada, the Charlottesville "Unite the Right" rally, which left one counterprotester dead, and police shootings of African-American men, the complaint says.The criminal charge says the Russians' online manipulation effort focused on multiple political viewpoints and candidates, but frequently zeroed in on the Republican Party's most well-known leaders.In one effort to spread an online news article about the late Sen. John McCain's position on a border wall to stop illegal immigration, an alleged conspirator directed others to "brand McCain as an old geezer." A public housing building in Cleveland Heights, Ohio has become a target for at least one scammer posing as a nurse and offering free cancer screenings. But instead of giving people help, she walks away with personal information.One victim, Azzizat Crumble said she was flipping through the channels on Saturday when she heard a knock on the door."Opened the door and she said she was from Stephanie Tubbs' and they were going around doing cancer screenings," Crumble said.The woman was dressed in scrubs and even offering an incentive.  "If we were to agree to it, we would get a 0 gift card to Walmart in the mail," Crumble said.Crumble said it's not uncommon to see nurses in her assisted living building, so she agreed."She was like, 'Before we do it, I am going to need to see your ID and Medicaid card.' So I went and got it and she wrote the information down in a notebook," Crumble recalled.The woman then proceeded to swab Crumble's cheeks and was on her way within 10 minutes."And then she was like, 'Okay, well you will receive your card within five to seven business days," said Crumble.Crumble said she didn't think anything of it until she saw a sign on a bulletin board in the hallway of her complex. "Scam alert: If anyone comes to your door asking for your personal information, call the police immediately," Crumble said the sign read.Crumble said her social security number was on the Medicaid card she gave the woman, so she has since been monitoring her credit activity.Police say this is an on-going investigation. They believe at least four people were targeted, two of which handed over their personal information. Police say they do have a person of interest and potentially two others.  1848

A Texas jail guard suffered a heart attack two years ago, and if not for a group of inmates, he could have lost his life, WFAA-TV reported.Gary Grimm of Weatherford, Texas is thankful for those inmates who gave the now 52-year-old retired jail guard a second-chance at life."Instead of overtaking me and taking my gun, and killing me or taking a hostage and escaping, they looked at me as a human being," Grimm told WFAA. The inmates reportedly had to knock down a locked gate to get to Grimm after they realized he was having a medical emergency. The group of eight inmates were able to get the attention of others in the jail, who were able to help Grimm seek medical attention. Grimm never got the opportunity to personally thank the inmates as they were transferred to other institutions."I get emotional. If they wished harm for me, all they had to do was sit there and do nothing," Grimm told WFAA. Grimm said he treated inmates the way he would want to be treated. Perhaps, that is why they came to his aid when he needed it."I don't care if they're a drug user, hot check writer, or child molester. They're still a human being. I don't have to like what they did, but it's not my position to be the judge and jury," Grimm told the station. 1275
