SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. SAN DIEGO (KGTV) - President Donald Trump started a five-day treatment of Remdesivir Friday, according to Navy Commander Dr. Sean Conley.Gilead Sciences is a California-based company, with offices in Oceanside, making the experimental drug Remdesivir. That drug saved San Diegan Troy Kahle's life and has saved others."I did survive and I did have the five-day treatment," Kahle said. "I feel like I'm back 85% which is fantastic," said Kahle.The drug does help patients in certain circumstances, according to doctors.Dr. Christian Ramers, Chief of Population Health at Family Health Centers San Diego, said Remdesivir slows down the production of the virus. He said new information created by a supercharged immune system.He said the virus triggers the immune system to respond with force, creating damaging inflammation. Ramers said that's why the president and other patients are taking a cocktail of medications to battle the viral spread and inflammation. That inflammation leaves scarring in the lungs and lasting effects."If I over exert myself I have an asthma attack, with the wheezing and I've never had asthma before," Kahle said.He hopes by sharing his story to prevent at least one person from suffering the way he has."Please take it seriously, wear a mask, socially distance wash your hands use hand sanitizer. SAN DIEGO (KGTV) — Pacific Beach residents were seen running for their lives as a pickup truck slammed into several parked vehicles early Thursday.Witness video captured the incident, showing a pickup truck revving its engine, screeching its tires, and slamming into vehicles. Witnesses said at least nine vehicles were damaged. Another video showed neighbors holding the driver down on the ground until police arrived, one neighbor holding the man down in a headlock. Someone nearby could be heard yelling, "don't hurt him," at the group.Police arrive to detain the driver, but it's not clear what led to the dangerous incident.One neighbor who helped hold down the driver said his first reaction was to prevent anyone for getting hurt."My first reaction he needed to get out of the car and restrain him so he didn't hit anyone else," said James Scherr.The driver was taken to a nearby hospital by police for minor injuries. "We just can't wait until the exhibit gets going, as well as the theater. We've missed everyone so much."The Fleet Science Center is a hands-on museum, and because of that, major safety precautions will be in place.
