SAN DIEGO (CNS) - San Diego County health officials have reported a record 736 new COVID-19 cases Saturday and five more deaths as nonessential businesses moved to outdoor-only when the county went from the red to the purple tier of the state's four-tiered coronavirus reopening plan.The data increases the total caseload since the start of the pandemic to 63,681, with the death toll rising to 926. This is the fourth consecutive day that more than 600 new coronavirus cases were reported by the county.On Wednesday, a record 661 COVID-19 cases were reported in the county - - surpassing the 652 cases reported Aug. 7. Another 620 cases were reported Thursday."We have not seen cases this high in months, and it's a clear indication that COVID-19 is widespread," said Dr. Wilma Wooten, the county's public health officer."These totals also show people are not following the public health recommendations that we know work to prevent getting and passing COVID-19."Wooten added that in the weeks following Halloween, this record case jump is a warning sign people "need to follow public health guidance throughout the upcoming holiday season."This comes as state data has landed the county in the most restrictive tier of the state's COVID-19 reopening plan. The restrictions associated with the purple tier went into effect just after midnight Saturday.Many nonessential businesses are now required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers can remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. Offices are restricted to remote work.Remaining open are essential services, personal care services, barbershops, hair salons, outdoor playgrounds and recreational facilities.The county's demotion from the less-restrictive red tier is the result of two weeks of case rates that exceeded the threshold of 7 per 100,000 residents.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.State officials reported Tuesday that San Diego County had an unadjusted new daily coronavirus case rate of 10.0 per 100,000. The adjusted case rate dropped to 8.9 per 100,000. Last week's unadjusted case rate was 8.7 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.Even as the number of cases continues to climb, the testing positivity rate for the region continues to decline. From last week's data, it dropped to 2.6%, a 0.8% decline. It still remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.3% to 6.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.Of the 14,663 tests reported Friday, 4% returned positive, increasing the 14-day rolling average of positive tests to 3.8%.Of the total number of cases in the county, 4,154 -- or 6.6% -- have required hospitalization and 947 patients -- or 1.5% of all cases -- had to be admitted to an intensive care unit.Four community outbreaks were reported Friday. The number of community outbreaks in the past week increased to 48.The county launched a COVID-19 case rate map Thursday showing how cities and communities are being impacted by the novel coronavirus. The interactive map allows users to identify the case rate per 100,000 residents in cities and communities or by ZIP codes.The map also shows where each area falls under the different state tiers and whether their case rate and testing positivity are going up or down. SAN DIEGO (CNS) - San Diego Gas & Electric warned its customers Tuesday that a new wave of scammers is targeting them and threatening to cut off their service unless they pay their utility bills immediately with prepaid cards.The most common tactic reported is scammers impersonating SDG&E's billing department and asking for payment via Green Dot MoneyPak, a way of sending cash via prepaid or bank debit cards.According to the utility, in these scams criminals typically threaten immediate power shutoffs to scare customers into making an immediate payment. Once customers purchase prepaid debit cards or make wire transfers based on the scammer's instructions, they are asked to call another phone number to provide the card information, which allows the thieves to steal the money.It can be especially confusing for victims, according to an SDG&E statement, as the phone number scammers use might play a recorded message and menu options that mimic SDG&E's official customer service line, which is 1-800- 411-7343. When victims call the number provided by scammers, they might hear a recorded message that tells them they are calling SDG&E's business line. They are given different menu options, including one to pay their bill or to report a gas leak or power outage.Utility officials say SDG&E will never:-- call a customer to proactively ask for payment information during the call. Customers may receive communications directing them to pay their bill via their MyAccount at sdge.com, use the Billmatrix system, or to call and use the automated pay-by-phone option at 1-800-411-7343-- request that a customer use pre-paid debit cards for payments or cryptocurrencies to pay their bill-- send emails with an online payment method with a QR codeIf a customer is asked for payment over the phone, it is a scam and they should hang up immediately.Utility officials say people should only provide financial information by telephone if the customer initiated the call. If asked to do so by a suspected scammer, they should hang up and call SDG&E directly to verify information about the account. Customers can also view their account status, including bills and payments, through SDG&E's mobile app or via sdge.com/myaccount."Criminals work year-round to come up with new ways to defraud people," according to a company statement. "SDG&E works hard to make sure customers know what to do if they are targeted. Unfortunately, scams are on the rise, especially during times of uncertainty and crises like with the pandemic."Victims of fraud are urged to call SDG&E immediately at 1-800-411-7343 to report it. 2656

SAN DIEGO (CNS) - The San Diego County Registrar of Voters has received more than 560,000 ballots, it was announced Wednesday, more than three times the amount received at this point before the 2016 election.With less than two weeks remaining before the Nov. 3 election, the ballots are in the process of being put through a sorting machine that captures images of voters' signatures for comparison to ones the registrar has on file.Mail-in ballots were sent to all 1.9 million registered voters in the county on Oct. 5, even to those who had not requested one. Nearly a quarter of those have already been processed."Within minutes after the polls close at 8 p.m. on election night, the results for those early returns that were mailed in or deposited at drop- off locations before election day are counted," the registrar's office tweeted.For those who prefer to vote in person, the Registrar of Voters office in Kearny Mesa is open for early voting from 8 a.m. to 5 p.m. on weekdays. Voters also have the option to drop off their ballot at one of 126 drop-off locations around the county -- including dozens of libraries, YMCAs, county offices and The Old Globe Theater in Balboa Park.Due to the COVID-19 pandemic, in-person San Diego-area polling places will be open for four days instead of one, Registrar Michael Vu said.Vu has announced that his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.An in-person voting location tool can be found on the county's voting website, SDvote.com.Voters are instructed to bring a face mask and plan to maintain social distance."We encourage voters to act early and make voting decisions from the comfort and safety of their home," Vu said. "Mark your ballot, sign, seal and return your mail ballot to a trusted source. The sooner we receive your ballot, the sooner we can start processing it so it will be counted right when the polls close at 8 p.m. on Nov. 3."Voters can return their marked ballot in the pre-paid postage envelope to any U.S. Postal Service office or collection box.Locations of vote centers were carefully chosen and configured to allow for queuing and voting while maintaining six feet of social distance, officials said. SAN DIEGO (CNS) - The California Supreme Court on Monday upheld the conviction of a death row inmate found guilty of hiring another man to shoot and kill his fiancee in Alpine 20 years ago.Michael William Flinner applied for a life insurance policy for 18-year-old Tamra Keck, then arranged for his former employee, Haron Ontiveros, to kill her on June 11, 2000, according to the ruling.The killing occurred shortly after Flinner met Keck and began dating her.According to the ruling, Flinner named himself as the beneficiary in the insurance policy, and falsely alleged Keck was an employee at his landscaping business whose death would cause him to suffer financially. Prosecutors alleged Flinner arranged for Ontiveros to meet with Keck at a gas station, then direct her to his car in a nearby cul-de-sac under the guise of having engine trouble. Once there, he shot Keck in the back of the head.Separate juries convicted Flinner and Ontiveros of murder and conspiracy and found true special circumstance allegations of killing for financial gain and lying in wait. Jurors recommended capital punishment for Flinner and life imprisonment without the possibility of parole for Ontiveros.In the appeal, Flinner's counsel alleged his case was adversely affected by issues that included limited access to defense counsel, which was allegedly restricted by Flinner's relocation from the downtown San Diego jail to the jail in Vista. Flinner's defense attorney at the time claimed the distance to Vista and other limits on telephone communication would hurt the defense's preparation for trial. According to the ruling, the relocation was implemented because Flinner obtained the home addresses of the prosecutor and trial judge through another inmate.The state Supreme Court found the claims had no merit, as the trial court permitted increased communication between Flinner and the defense team at the defense's request.Another claim alleged juror misconduct by one panelist who sought to write a book about the trial. Flinner's counsel alleged her objectivity may have been compromised as a result. The state Supreme Court disagreed, though it noted the juror had made misconduct claims about other panelists, which the high court also ultimately ruled were unfounded. 2276
