Just before 2 a.m., a motion-activated light flashes, but these vandals are undeterred. With another man and a person on a bike nearby, someone in a cap and hoodie casually begins spray painting the back wall of a home. For more than 40 seconds, he tags the wall, before he and his cohorts leave.It appears they weren't done. 10News found similar tags on fences, and garage door after garage door. A block away at Euclid Elementary, there was more graffiti. Montano's place was spared, but her home has been hit several times before. She says tagging - including the school - is a weekly occurrence."Tagging leads to other activities that aren't safe. My concern as a parent and resident is the children's safety and them walking to school, feeling safe. It allows other people to treat our neighborhood like crap. If we don't take pride in our neighborhood, who else is going to?" said Montano.The City of San Diego offers rewards up to 0 for the arrest and conviction of graffiti vandals. 1364

SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." "If he gets away with it, he's going to continue doing it and we don't want anybody else to have to go through what we've gone through," Sharon Taylor said. 3085

SAN DIEGO (KGTV) – Monday, community leaders demanded reforms following the release of body camera video showing San Diego police officers shooting a robbery suspect over the weekend.Monday, SDPD said he was in the ICU with life-threatening injuries.“I'm asking for SDPD to put an aggressive plan together to ensure that [with] any officer-involved shooting that within 48 hours to 72 hours a video from the body worn camera footage is released,” said Rev. Shane Harris with the People’s Alliance for Justice.Body camera video released on Sunday by SDPD shows the moment leading up to Saturday's shooting. Police said they were patrolling Downtown when they saw Leonardo Hurtado Ibarra in a red jumpsuit and recognized he was wanted for a robbery.From a street camera, Ibarra is seen reaching in his waistband and raising his arms toward officers. Under Ibarra, body camera footage shows what police said was a gun wrapped in a bandana.“They went in guns blazing and this is not the training that they have,” said community activist Tasha Williamson on Monday. She added that the police should have called for back-up before the confrontation.“People are saying he pointed the gun at the officer and we're simply saying how is that because the officer on video show him running sideways behind the suspect to a cover which was the vehicle,” she said.“They used verbal commands. They followed what their training is and they did an exceptional job,” said former SWAT commander and lethal force instructor Ray Shay when he spoke to ABC10 News on Sunday.“It's unfortunate the gentleman was shot but you'll see that the police officer- after shooting the suspect and getting him handcuffed- immediately calls for an ambulance and here are these two young officers doing CPR to try to save the life of the man who just tried to kill them,” he added.Activists are now urging SDPD to release videos of future shootings as quickly as they did they this time and to release videos before still images.“We want a whole perspective of a situation. Not a half-perspective,” added Harris.Harris also wants the DA’s Office to form a special unit to investigative police misconduct and officer shootings. He’s also calling for more officer training on racial and implicit bias.ABC10 News asked SDPD about the calls for reforms and we are waiting for a reply.SDPD is still investigating Saturday’s shooting. SAN DIEGO (KGTV) — Naval aviators and Marines from NAS North Island and Camp Pendleton are helping firefighters battle the Valley Fire.They joined four aircraft from the Army National Guard who came nearly straight from fighting fires in Northern California, according to Army National Guard officials."Due to the increased fire activity throughout the state of California up to and including Southern California, we are extremely short on resources, private, state, and federal resources. So we've enacted our emergency response agreement with the military here in San Diego including the Navy out of North Island and the Marine Corps out of Camp Pendleton and Miramar," Cal Fire Capt. So much of Southern California supports what we do here and so it's good to give back to the local community," Pilot John Findley said. The crews flying out of Pendleton have years of training to qualify for this mission. It takes hundreds of hours of maintenance to keep the helicopters running during these missions.Thursday, the fire had burned about 17,565 acres and was 32% contained. The fire has destroyed 20 "habitable structures" and 17 "minor structures" and resulted in two injuries, though it was not clear if the victims were firefighters or civilians. 3137
