SAN DIEGO (KGTV) -- There were about 20,600 students considered homeless in schools throughout San Diego in the 2017-18 school year, but the actual number is likely higher, according to the findings of a new state audit.The report by California State Auditor Elaine Howle concluded districts across the state are not doing enough to identify homeless students and connect them with the services they need for tutoring, transportation, and school supplies. The report also faulted the state Department of Education for "inadequate oversight."The audit was requested after Department of Education data showed more than 25 percent of California districts reported having no students experiencing homelessness despite the state’s ongoing homelessness crisis.RELATED: San Diego homeless count 2019: Data shows over 8,000 living on county streets or in shelters“We cannot serve them and work to improve their educational outcomes if we don’t know who they are,” said San Diego County Office of Education Homeless Coordinator Susie Terry.California uses a broad definition of homelessness under the McKinney-Veto Homeless Assistance Act. About 75 percent of students considered homeless are living in a household with two or more family units for economic reasons, a scenario known as “doubling up,” Terry said."Doubling up" is often a last ditch-effort to avoid life in a shelter or a vehicle, and a time when services are critically needed, she said.RELATED: San Diego County ranks fourth for number of homeless in the United StatesAuditors looked at the number of students receiving free and reduced-price lunches and compared that to research showing 5 to 10 percent of those students typically experience homelessness.Using that benchmark, the San Diego Unified School District scored well, with 8,129 homeless students and an identification rate of 11 percent.Districts with less than a 5 percent identification warrant further scrutiny and state oversight, the audit said. San Marcos Unified, Oceanside Unified, and Chula Vista Elementary District all had homelessness identification rates of 2 percent or less.RELATED: San Diego city council approves .9 billion homelessness planTerry said identifying homeless students can be a challenge because districts use different approaches, and families often don’t want to be identified. “There’s a lot of fear around what’s going to happen if the school knows we’re homeless,” she said. “There are fears around if child welfare will be called, if immigration will be called, if they’re going to be allowed to continue going to school.”Each school district is required to have a homeless coordinator, but the duties are often tacked on to another position, she said.“There isn’t always time and resources available for district liaisons to do the job they need to do around identification,” said Terry. 2856

SAN DIEGO (KGTV) — Thousands of children and their families enjoyed a Christmas miracle Saturday, as Toys for Joy delivered smiles across the county.About 8,000 - 9,000 people made their way through the lines outside four locations packed with toys as part of the event, at Lincoln High School, Cajon Valley Middle School, Castle Park High School, and Guajome Park Academy in Vista.At Lincoln High School, some families camped out for the event, waking up to toys and more generous donations. Every child under the age of 11 will walk away with a brand new toy. Families got their own holiday miracle, as other stations offer gently used clothing and also bring home groceries.Toys for Joy has been a free community event for 23 years and is hosted by The Rock Church. 776

SAN DIEGO (KGTV) -- The San Diego Humane Society and District Attorney’s office are teaming up to encourage people to report suspected animal cruelty. According to the Humane Society, animal cruelty is one of the earliest and most dramatic indicators that someone may be developing a pattern of seeking power and control by abusing others. The Humane Society says when animals in the home are abused or neglected, it is a warning sign that others in the home may be in danger. “Often times when animals are being abused, people are being abused too,” said Dr. Gary Weitzman, President and CEO of San Diego Humane Society. “That’s why it’s so important to report animal cruelty and neglect when you see it.”Anyone who wants to report animal cruelty is asked to call the Humane Society at 619-299-7012. SAN DIEGO (KGTV) - The United States Postal Service is handling nearly 16 billion deliveries this holiday season, a record number.Warren Burton, a program manager at the USPS, says it is a 12 percent increase from last year.“There’s a lot of online shopping,” he said, “a lot more than last year.” As a result, the USPS processing and distribution center at Carmel Mountain Ranch in San Diego added more seasonal workers. About 1,100 people are working around the clock up from the normal staffing of close to 900.“We gear up all year for this time of the year, we know it’s going to be non-stop, high volume-high demand,” Burton added.The White House declared Christmas Eve a federal holiday this year, but Burton says that USPS will remain open on Christmas Eve.“We greatly appreciate the gesture, but we’re going to keep working so we can keep the mail going,” Burton said.He says Dec. 20 is the last day to mail out a package or holiday card to make sure it is delivered by Christmas Day using regular shipping. SAN DIEGO (KGTV) - The San Diego Padres kept their season alive Thursday with a come from behind win against the St. Louis Cardinals.The Padres lost the first game of the wild card series, but Thursday’s win forces a third game against the Cardinals.“Feeling incredible,” Padres fan Chris Pekos said after the game. “As a native San Diegan, I’ve loved The Pardes forever. We’ve waited a long time for a huge win like this.”Pekos was one of many Padres fans that watched the game in one of the downtown restaurants near Petco Park. However, large crowds, typically expected during a make-or-break game, were noticeably absent, likely due to the pandemic and social distancing rules.The Padres play the Cardinals in game three on Friday. 743
