SAN DIEGO (KGTV) -- A man and a woman were struck by a trolley while riding scooters in Sherman Heights Tuesday night, according to police. According to authorities, the incident happened at 24th and Commercial Street just before 6:30 p.m. Police say the pair were riding Bird scooters west in between two sets of tracks. When a trolley came up behind they pair, they bumped into the side of one of the trolley cars. Both were taken to the hospital. Emergency crews said the woman only suffered minor injuries while the man had "more severe" injuries.  585

SAN DIEGO (KGTV) -- A person is back in ICE custody and in isolation after they were taken to Sharp Chula Vista Medical Center to be evaluated for possible coronavirus symptoms.The individual was in the custody of U.S. Immigration and Customs Enforcement when officials determined the person needed to be taken to Sharp Chula Vista, the county said. SAN DIEGO (KGTV) - A plan that has the potential to triple Mission Valley's population by 2050 will be voted on by the San Diego City Council Tuesday.The city will vote on the final draft of the proposed Mission Valley Community Plan. It replaces the last plan that was written back in 1985. Supporters say it will help address the region's housing crisis. "One of the biggest problems we've had in the city is our community plans haven't been updated in decades. So, whenever developers come in and want to build housing they have to get conditional use permits and that takes sometimes over years to get accomplished, and that drives the cost of housing up," said councilman Scott Sherman whose district includes Mission Valley.Currently, Mission Valley is zoned mixed-use and residential. The new plan would rezone it to almost all mixed-use. Developers would be able to build up to 145 housing units per acre, instead of 73 units per acre. "Apartments and condos, density around mass transit, that's the whole idea, we need housing so let's make it more dense around transit oriented hubs, cause we have the trolley that runs right through Mission Valley," said Sherman. People who work in Mission Valley are worried that traffic will be a nightmare in an area already known for gridlock. "It's already congested as it is, so to build more, where?" asked Eni O'Donnell. "It depends on how well they plan integrating it all in, if you bring in 50,000 people overnight, then obviously, that's not going to work," said Archie Kordestani who lives in Civita. The plan includes several new bike and pedestrian bridges, connectors to help with traffic, and more transit stops along the trolley's green line. "Busing, biking, trolleys, I think these are the ways to go," said Kordestani.The project also includes 160 acres of park space and two schools. SAN DIEGO (KGTV) -- A judge is expected to decide whether to release a sexually violent predator into the Jacumba Hot Springs area.Joseph Bocklett, a convicted repeat sex offender, had a placement hearing Monday morning. Because of COVID-19 restrictions, it was held virtually. ABC 10News wasn’t given permission to record it, but we did monitor what happened inside of the courtroom.The Department of State Hospitals wants to put the 75-year-old Bocklett in a home in Jacumba -- after a Judge denied a proposal to move him into a home in Pauma Valley.Bocklett was convicted of three sexual offenses over a 19-year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Though the public wasn’t allowed to physically be inside of he courtroom, they’ve been working to make sure their voices are heard, protesting this recommendation.They have got pages of signatures from residents in the East County. A few of them gathered near the courthouse holding signs expressing their concerns about the possibility of another sex offender being placed in their community.Among that group Melissa Woodall and her daughter. Woodall said rural East County shouldn’t always be the first choice when it comes to placing sexually violent predators.Woodall said, "It’s awful, it really is. There are so many people who have been put into our community who are predators.”The judge says he’ll take a few days to review the letter that were submitted and the testimony that was given before he makes his decision. 1696

SAN DIEGO (KGTV) - A man accused of sexually assaulting women at knife-point across San Diego will face trial.On Tuesday, Judge Maureen F. Hallahan bound over eight felony counts against 19-year-old Seth Roberts.Three of his alleged victims gave testimony on Tuesday, describing their encounters with him.The first was an 18-year-old woman who said she had dated Roberts for about two months last year. They had been living in Oklahoma but both decided to hitchhike to California in October. RELATED: Former pro skateboarder convicted of rape and murder granted paroleThe woman, whose name was not released, said they stayed in Los Angeles for a week before coming down to San Diego where they were staying in a tent at a campground.She told the judge Roberts forcibly raped her one morning, holding her hands above her head.“I was telling him it was wrong, saying it was rape,” she said.After, she said Roberts left to go to work and she called a Lyft car which drove her all the way to Arizona where she called police and reported the alleged rape.The second victim said she met Roberts while walking near the beach in Pacific Beach in November of 2018.“He seemed like a very nice person,” she said through an interpreter.RELATED: Police searching for additional victims in sex assault caseThe woman said she is from Brazil but had been living in Washington, DC working as an au pair for a family.She traveled with them to San Diego for vacation and bumped into Roberts on her day off.She said he began making small talk and told her his roommate had a Brazilian girlfriend. He convinced her to walk with him towards his apartment to meet her.But she said before they made it there, he directed her to an area on the side of a home and pulled out a knife.She told the court that Roberts put his hand down her pants and inserted his finger into her anus while holding a knife to her throat.“I thought of my family. I thought of my dreams, how much I wanted to come here,” she said. “I could have never imagined this would happen to me.”A third woman also testified, saying Roberts raped her in her home at knife-point after she refused his advances.Roberts is being held on ,000,000 bail.
