SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced litigation today against opioid manufacturers including Purdue Pharma for what she called their role in the country's ongoing opioid addiction crisis.The federal lawsuit also names members of the Sackler family, the owners of Purdue Pharma. Elliott's lawsuit is aimed at forcing the defendants to fund rehabilitation and drug-education programs in the city and recoup the funds the city has spent on medical treatment for opioid abuse and homelessness caused by opioid abuse.Purdue Pharma officials could not be reached for immediate comment on the lawsuit.With the lawsuit, Elliott said she expects to join more cities, counties and states to form a multi-district litigation.``Opioid manufacturers have profited handsomely from the human suffering they intentionally inflicted through manipulation and deceit,''Elliott said. ``While San Diego will long deal with the destructive consequences of their greed, we intend to hold them accountable for funding drug treatment and education programs that will protect the health and safety of San Diegans.''Elliott's office plans to prosecute the pharmaceutical companies and the Sackler family for allegedly violating the state's ``unfair competition''law and for violating the federal Racketeer Influenced and Corrupt Organizations Act. The mercury in the western valleys is forecast to top out in the low-to-mid 90s through Wednesday as well, while highs near the foothills will remain in the mid-to-high 90s through at least Thursday.Borrego Springs set a high temperature record on Thursday, according to the NWS. SAN DIEGO (CNS) - The Port of San Diego announced Monday a three-year pilot project to test the use of concrete tide pools as a shoreline stabilizing tool. The concrete company ECOncrete will analyze the efficacy of its concrete tide pools as a possible replacement for traditional shoreline-stabilizing tools like rock armoring. The concrete tide pools will also serve as ecosystems for aquatic animals and organisms that live in natural tide pools. The tide pools interlock like puzzle pieces and are made of low carbon concrete that, according to the company, is environmentally safe and tailored to the environment in which its placed. ECOncrete plans to install 72 of the concrete tide pools across three areas of Harbor Island's shoreline, according to the Port of San Diego. ``ECOncrete's Coastal Star tide pools have great potential to provide many benefits for San Diego Bay,'' said Port of San Diego Board Chair Garry Bonelli. ``The Port looks forward to seeing if they can provide shoreline stabilization, help guard against coastal flooding, and improve the ecology of our bay water.'' The project is the eighth approved in the Port of San Diego's Blue Economy Incubator, which is intended to streamline the process in which businesses can launch pilot projects for so-called blue technology. The port launched the incubator program in 2016 as a way to collaborate with businesses focused on restoring ecosystems, improving water quality and fisheries and monitoring the environment. ECOncrete plans to monitor the tide pools every six months to examine how they could replace current shoreline stabilizers in the San Diego Bay. The best-case scenario, according to the company, would be protecting the city from rising water levels due to climate change while also protecting and sustaining local marine life. ``We are eager to help protect the city's coastlines while increasing resilience and rejuvenating the marine ecosystem of the area,'' said ECOoncrete CEO Shimrit Perkol-Finkel. ``The newly developed Coastal Star tide pool in partnership with the Port of San Diego will help change the way our future coastlines look and function.'' 2162

  

SAN DIEGO (CNS) - San Diego County public health officials have reported 445 new COVID-19 infections and four deaths from the illness, raising the county's total to 42,414 cases and 734 deaths.Two women and two men died between Sept. 7 and Sept. 10 and their ages ranged from the mid-50s to late 80s. All had underlying medical conditions.Of the 8,531 tests reported Friday, 5% returned positive, moving the 14-day rolling average of positive tests to 4.5%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,627.Of the total positive cases in the county, 3,278 -- or 7.7% -- have required hospitalization since the pandemic began, and 777 -- or 1.8% -- were admitted to an intensive care unit.County health officials reported no new community outbreaks on Friday, lowering the number of outbreaks in the past week to 13.The number of community outbreaks remains above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.Of Friday's cases, another 32 were tied to San Diego State University, raising the total number of confirmed infected students on- and off- campus to 598 since the fall semester began Aug. 24About 75% of students testing positive live in off-campus housing not managed by the university, with 73% of the cases among the freshman and sophomore classes.The university extended its stay-at-home order for students, directing them to stay in their current residences, except for essential needs, through 9 a.m. Monday. Violations of the order may result in disciplinary action, the college said.Luke Wood, SDSU's vice president for student affairs and campus diversity, said the university was working with a security company to enforce public health code regulations.The City of Chula Vista announced Friday it was distributing 25,000 reuseable cotton masks printed with the city logo and website. "Effective immediately, we are implementing a pause in our face-to-face learning model and moving to virtual distance learning (while maintaining the same class schedule). This will allow time for the community to separate, practice physical distancing and reflect on the importance and privilege of our time together on the OLP campus."The two confirmed student cases are unrelated, the school said. Students at the school will switch from online education to a hybrid model on Sept. 17, with students attending class two days a week in two separate cohorts separated by last name alphabetically.State guidance declares that if 5% of students or staff in a classroom test positive for COVID-19, it should be closed. Additionally, a school should close if there are multiple cases in multiple classrooms, or if 5% of the student body or staff test positive for the illness.San Diego Unified School District and other school districts in regions disproportionately impacted by COVID-19 have stated they will not return until the pandemic lessens. Before schools were able to reopen, nearly 50 schools -- mostly private and/or religious -- petitioned the county to open early for in-person instruction.State data released Tuesday showed San Diego County losing some ground in its fight against COVID-19, with the number of new cases per 100,000 people reaching 6.9 and the percentage of positive tests at 4.2%, close to slipping into the "widespread" tier like much of the rest of the state.The county is in Tier 2 or the "substantial" tier, the state's second-most strict. With a slight bump in new cases per 100,000, San Diego could find itself closing recently opened businesses.The numbers for the widespread tier -- which every other Southern California county besides Orange County finds itself in -- are 7 or more new cases per 100,000 and more than 8% positive testing. SAN DIEGO (CNS) - San Diego County public health officials have reported 540 new COVID-19 infections and one new death related to the illness, raising the region's total to 59,656 cases and 908 deaths as the county continues to await news on whether it will sink into the dreaded purple tier of the state's four-tiered COVID-19 reopening plan.State officials reported Wednesday that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate had dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple, or most restrictive tier of the reopening plan. Last week's unadjusted case rate was 7.8 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that more restrictive tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a slow but steady increase in infection numbers.If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said."Cases are increasing in the region and it is vital that we take this virus seriously and recommit ourselves to the strategies that are proven to work," she said Thursday. "Wear a face covering when you go out in public, stay six feet away from others and avoid crowds and large gatherings."The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand.
