Each San Diego Police division will have a Designated Online Transaction Space (D.O.T.S.) where carrying out online or private sales and exchanges of goods. The space will be in view of the station’s front door and in a well-lit area. “Online platforms have become an epicenter for scam artists and predators looking to take advantage of innocent people. In a world filled with online transaction uncertainty, D.O.T.S. offers certainty. I am pleased to see my pilot program expand citywide. You truly cannot put a price tag on peace of mind,” stated Councilmember Chris Cate. SAN DIEGO (KGTV) - San Diego Police announced Friday the arrest of a man suspected of sexually assaulting a woman in East Village.Gary Cushinberry, 51, dragged the woman into some bushes near 13th Street and Island Avenue about 11:30 p.m. on November 5, police said. After the assault, Cushinberry ran west toward Island Avenue, police said.The woman had been walking alone to her car when she was attacked.The San Diego Police Department’s Sex Crimes Unit released a composite sketch of the suspect the following day. Through tips and leads, investigators identified Cushinberry as the suspect.Police found Cushinberry Friday morning in the 200 block of 17th Street. He was arrested on several sex assault charges and taken to San Diego County Central Jail.Officers also confirmed that Cushinberry had an outstanding warrant for theft in Allen County, Indiana.Police are asking anyone with information to call the SDPD Sex Crimes Unit at 619-531-2210. 975
SAN DIEGO (KGTV) - San Diego lifeguards towed the remains of a beached whale from Blacks Beach to Fiesta Island Monday, hours after two whales were spotted off Orange County.Lifeguards found the grey whale on the shore about 11 a.m. It was towed from the Torrey Pines area to Mission Bay and arrived at 3:30 p.m.Experts with the National Marine Fisheries will perform a necropsy to determine why the whale died.The discovery came within an hour of a rare sighting in Seal Beach in Orange County.Two whales appeared to be stuck in one spot between a sandbar and the shoreline, near the end of the San Gabriel River Trail.Witnesses called California Department of Fish and Wildlife officials to check on the animals, KABC reported. 752
SAN DIEGO (KGTV) — San Diego City Council leaders will consider several measures aimed at lessening the impacts of the coronavirus pandemic in San Diego.Among the legislation are measures that place a moratorium on evictions due to non-payment from loss of wages due to COVID-19, prevent immigration enforcement operations at hospitals and other healthcare facilities, and provide relief from utility shutoffs or late fees because of non-payment due to coronavirus.“The COVID-19 pandemic is already causing harm throughout our communities and across our regional economy, impacting vulnerable families, individuals, and businesses,” City Council President Georgette Gómez said. “We must act immediately to protect those who most are at risk of devastating financial hardship.”The council will also request Gov. Gavin Newsom implement a temporary moratorium on residential evictions due to loss of wages caused by the outbreak.Council leaders also plan to request Mayor Kevin Faulconer enforce earned sick leave and minimum wage ordinances, place a temporary ban on vehicle habitation fees and impounds, and work with hotels to offer rooms to unsheltered individuals and families. 1187
