BEIJING, Dec. 2 (Xinhua) -- China cannot use its 3.2 trillion U.S. dollars in foreign exchange reserves to rescue other countries, a senior diplomat said on Friday."The argument that China should rescue Europe does not stand, as reserves are not managed that way," Vice Foreign Minister Fu Ying said at the Lanting forum, a gathering of Chinese officials, scholars and social groups held by the Ministry of Foreign Affairs to discuss international issues and foreign policy."China is not absent from international efforts to rescue Europe; it has been a positive and healthy participant," Fu said.Since the outbreak of the European financial crisis, China has dispatched more than 30 procurement delegations to Europe, helping to boost imports from the continent, Fu said.Fu added that there are many misunderstandings about the use of China's foreign reserves. "Foreign reserves are not domestic income or money that can be disposed of by the premier or finance minister," she said."Foreign reserves are akin to savings, and their liquidity should be ensured," Fu said."Foreign reserves are not revenue and cannot be relocated randomly. The satellite Glonass-M was put into the orbit under control at 03:55 Moscow time (2355 GMT on Sunday)," said Colonel Alexei Zolotukhin.Zolotukhin told reporters that the rocket was launched at 0:15 Moscow time (2015 GMT, Sunday) from the Plesetsk Space Center in northern Russia.The Russian Space Forces said the launch was initially scheduled for Saturday but was postponed due to high winds.Glonass is the Russian equivalent of the U.S. Global Positioning System (GPS), which is designed for both military and civilian use. NEW DELHI, Oct. 1 (Xinhua) -- Suspected encephalitis has killed over 100 children in the northern Indian state of Bihar since June, reported local media Saturday.At least 51 children in Bihar's Gaya district died of the epidemic in the last seven weeks, in the wake of the death of 55 children in a similar outbreak of the brain disease in another district of the state earlier, reported Indo-Asian News Service.Most of the children belong to a caste known for its absolute poverty.According to district health officials, all children have died at Anugrah Narain Medical College and Hospital in Gaya, about 100 km from the state capital Patna.The children reported high fever, followed by bouts of unconsciousness and convulsions.So far, more than 220 children with suspected encephalitis were admitted for treatment, with over two dozens of the children still battling for life, according to the report.Earlier, Indian Health and Family Welfare Minister Ghulam Nabi Azad has said clinical and epidemiological data suggested that there was an outbreak of acute encephalitis syndrome, resulting in 150 cases and 55 deaths, mostly among children, from early June to mid-July in the Muzaffarpur district of Bihar.
