In late September, after racist slurs were found on the message boards of five black cadet candidates at the Air Force Academy Preparatory School, the school's superintendent was angry.Lt. Gen. Jay Silveria told cadets to line up and pull out their phones to remember his message, and he forcefully denounced racism and intolerance."If you're outraged by those words, then you're in the right place. That kind of behavior has no place at the Prep School," Silveria said.The speech was posted on Air Force Academy's Facebook page and quickly went viral. The Air Force launched an internal investigation to find the culprit.But on Tuesday, Air Force Academy officials said that one of the black cadet candidates actually wrote the racist messages."We can confirm that one of the cadet candidates who was allegedly targeted by racist remarks written outside their dorm room was actually responsible for the act," the Academy said in a written statement. "The individual admitted responsibility and this was validated by the investigation."The vandalism was written in black marker on a dorm whiteboard with the phrase "go home (expletive)."Lt. Col. Allen Herritage, director of public affairs with the Academy, said that the cadet responsible admitted his guilt when confronted. The individual has "received administrative punishment" and is no longer at the preparatory school, Herritage said.The four other students that were the target of the vandalism are still at the Prep School, which is on the same campus in Colorado Springs, Colorado, as the Air Force Academy. The Prep School helps ready about 240 cadets each year to enter the academy.'This is our institution'Silveria, the Academy's superintendent, made clear in his speech in September that there would be no tolerance for racist rhetoric at the Academy."If you can't treat someone from another gender, whether that's a man or a woman, with dignity and respect, then you need to get out," he said. "If you demean someone in any way, then you need to get out. And if you can't treat someone from another race or different color skin with dignity and respect, then you need to get out.""This is our institution, and no one can take away our values," Silveria added. "No one can write on a board and question our values. No one can take that away from us."Although the hateful graffiti was revealed to be a hoax, the Air Force Academy affirmed that same message of dignity respect in a statement on Tuesday."Racism has no place at the Academy, in any shape or form. We will continue to create a climate of dignity and respect for all, encourage ideas that do so, and hold those who fail to uphold these standards accountable."Silveria said in a statement on Tuesday that his speech remained relevant despite the investigation's outcome."Regardless of the circumstances under which those words were written, they were written, and that deserved to be addressed," he said. It’s a sight to behold. Three of the most influential men in the Confederacy--Jefferson Davis, Robert E. Lee and Stonewall Jackson-- are carved into granite that is 400 feet above the ground. Talk to people in their 60s or 70s, they’ll say it was a place where the klan was ignited, and if you talk to people under 40, some people love to run up there, but for most of us, it’s a reminder of white supremacy,” said Bates. “It’s a reminder that white supremacy is still going strong in 2020."As smaller monuments of Confederate leaders are torn down across the country, many wonder: should Stone Mountain be next?“The mountain does have a dark history; we don’t deny that,” said Bankhead. “We wish we could turn back the clock and change it, but we can’t, so we have to face it as it is."That dark history fostered in the 1900s by the Venable family. They owned the mountain and signed off on the carving. They were known members of the Ku Klux Klan and granted the group an easement to gather on the mountain for years.“The Venables would allow the Klan to have rallies here,” said Bankhead. From initiations to burning crosses on the top of the mountain, this site was closely tied to the group until the state bought the park in 1958.Dr. Martin Luther King Jr. even mentioned the mountain in his iconic “I Have a Dream” address saying, “Let freedom ring from Stone Mountain Georgia.”“That’s how deeply rooted the racism spurring from the mountain is,” said Bates.The carving was started in the early 1900s, but the first man who carved, Gutzon Borglum, eventually left the project to carve Mount Rushmore.The second carver, Augustus Lukeman, began on the project in 1925 and removed what Borglum had created. The funds for the project ran out in 1928 with the Great Depression. The carving remained untouched for decades.The state bought the park in 1958 and revived the carving project in the height of the Civil Rights movement. The carving was finished in 1972.The sight of the figures hang heavily over Bates’ head. She said she hasn’t been to the mountain in years. “My spirit was unsettled the first time I set foot there,” she said.Tens of thousands of people have signed a Change.org petition to remove the figures from the mountain. Bates is working with local leaders through a task force to see that change realized.“To see people who fought to continue enslaving my people turned into a hero, it makes me feel like I shouldn’t be here. It makes me feel like this government wants us to go back in history,” she said.Bankhead said this conversation of changing the memorial is an ongoing discussion. He said the Stone Mountain Memorial Association agrees the memorial is problematic and not inclusive. He said the association is now figuring out how to make the narrative of this mountain more inclusive.“It’s not like a statue,” he said. “You can’t move it, so it would present a unique problem to remove it, environmentally and financially, so the park is trying to do a better job of telling a better story that’s all-inclusive,” he said. They have not released plans of what that would look like yet, but Bankhead said it is in the works.“The best thing for them to do would be to remove the Confederate generals and replace them with civil rights leaders,” said Bates. “We are in the birthplace of civil rights."The monument and the park are protected by state law, so for any changes to be made, the state would have to sign off. Bates and Bankhead said they are committed to re-writing the story of this mountain to have a more inclusive future.“We’re not saying this will be easy,” said Bates. “Georgia owes its residents the removal of this unless they’re saying we live in a racist state. If we don’t live in a racist state, then prove it.” 4193

Which will hopefully get his team on the field and playing underneath the lights come fall.“Before they workout, we take their temperatures,” May said of his student athletes. “Right now, we are limited to groups of 20, including coaches.”Those coaches are required to wear masks and those groups of players are split up by positions -- and won’t interact in the weight room or on the field.“At least the quarterbacks and receivers can be together,” said Lions receiver Leo Blackburn. Blackburn has earned a scholarship to play football at nearby Georgia Institute of Technology next year.Before playing on Saturday afternoons, however, he wants to end his high school career with the guys he grew up with on Friday nights.“This football program is like a family,” he said. “It’s more than just football.”Millions of high school students play football across the country. Each state has its own set of guidelines when it comes to playing and practicing during this pandemic.Blackburn’s mother is a nurse fighting COVID-19 on the frontlines. So, he knows all about coronavirus concerns while watching from sidelines.“She has to take risks and then come home to her family just to make money,” he said. “Just wear your mask so we can put our helmets on.”That decision isn’t up to staff or students. At anytime, any state could call an audible and decide to keep fans out of the stands or even end the season.“We just hoping we have a season, period,” Blackburn said. “We really don’t care about fans, we’re just trying to bring this state championship home.”While playing in an empty stadium doesn’t bother Blackburn, a canceled season could cost communities something much more than just a game.“Without football in the South,” May said. “I think we would be in a world of hurt.” 2180

  

In mid-July, California’s department of transportation, known as CalTrans, was supposed to break ground on a highway construction project that was expected to take 18 days.The work was to repair and repave 800 feet of the busy 101 Freeway that connects San Francisco to the mainland, but the work never started because the project wrapped up in April, months before it was originally expected to begin."In the Bay Area, it was one of our busier years,” said CalTrans spokesman Bart Ney.The only reason contractors were able to start and complete the project months ahead of schedule was because of COVID-19.“We had to reduce traffic in normal situations by 30%, which was going to be very difficult,” said Ney. "In this case, we already had about a 40% traffic reduction because of people staying home for COVID-19.”In Colorado, something similar happened as plans to add an express lane through the main mountain corridor were able to accelerate a month.“It was over a 50% drop in traffic,” said Colorado Department of Traffic spokeswoman Presley Fowler.In April, the Federal Highway Administration says Americans drove 40% fewer miles than they did during the same time in 2019. It allowed projects in Nevada, Arizona, Wisconsin, Texas, Virginia, and Florida to all start ahead of schedule as well.The reduction in traffic didn’t only speed up work timelines, it also increased safety for workers as they could work during daylight hours that typically would have been off limits because of rush hour traffic. It also allowed states to save taxpayers millions in worker payroll.“You would quantify that impact in numbers in the tens of millions of dollars,” said Ney of the Highway 101 project.But as some states sped up their projects, others had to apply the brakes to theirs. The reduction in traffic volume hurt states in the pocket when it comes to gas tax revenue. Starting in March, states started seeing their biggest loss in gas tax revenue in decades as some had to defer billions in repair projects, saying they were short billion in funding.To help, Congress has been working on a transportation bill since road work was left out of the CARES Act, but that still has not passed.As states have reopened their economies, traffic volume has resumed to around 80% of its pre-COVID-19 levels. That will help with gas tax revenue. But at the same time, it will take some projects out of the fast lane. 2421
