SAN DIEGO (KGTV) - Border agents have seen a huge drop in traffic along the San Diego Sector ports of entry since the Trump Administration restricted all non-essential travel at the U.S.-Mexico border last Friday.In a conference call with reporters on Monday morning, U.S. Customs and Border Protection (CBP) revealed new details about its plan to handle the implications of the restrictions on the migrant population and the cross-border worker population. Then the individual will be [taken] back to the border and expelled to the country they came from.”There's now at least a 48-hour suspension on migrants crossing for court hearings, said a CBP spokesperson, who added that all new asylum seekers will be reviewed independently. “We're taking each case, case by case, depending on what the claim is, the nationality and the country from which they come from,” he added.“I'm particularly concerned about the asylum migrancy [population],” said Rafael Fernández de Castro, a U.S.-Mexico relations expert at UC San Diego. “In the shelters in Tijuana, sometimes there's 15, 20 [or even] 40 people sleeping in a room. That's basically a horrible story because that's a way to get a lot of migrants contaminated with coronavirus,” he added in his interview with 10News. SAN DIEGO (KGTV) -- California Highway Patrol has identified the man who died after slamming into a tree on the Sea World Drive on-ramp Saturday. CHP says 26-year-old Jacob Eugene Arnell was killed when the Cadillac Escalade he was driving at a high rate of speed overturned and hit a tree. The crash happened around 9 a.m. Saturday on the right shoulder of Sea World Drive. Arnell was pronounced dead at the scene. At this time, it’s unknown if drugs or alcohol were involved. The medical examiner’s toxicology report in pending, CHP says. Arnell was the only one inside the vehicle at the time of the crash. 618

SAN DIEGO (KGTV) — Border officials seized more than 10 tons of marijuana hidden behind a cargo shipment at the Otay Mesa Port of Entry this week.At about 9 a.m. Monday, an agent with U.S. Customs and Border Protection was inspecting a truck with a manifested shipment of "plastic garment hangers." The vehicle was referred to a secondary inspection where an x-ray machines would continue the inspection.During the secondary inspection, officers detected an anomaly which prompted another examination this time with a canine. SAN DIEGO (KGTV) -- Beaches in San Diego are expected to be packed for the Fourth of July weekend as other nearby counties shut down their beaches over coronavirus concerns.Local law enforcement agencies are prepared for the influx in beachgoers, but many are hoping and wondering if people will follow San Diego County’s facial covering and social distancing requirements.On Friday, ABC 10News crews observed visitors at Mission Beach keeping their distance from each other and most of them wearing facial coverings.Many visitors came to the beach early to secure spots for what will likely be a busy weekend.The Cotus family, visiting San Diego from Arizona, heard about Gov. Gavin Newsom closing beaches where coronavirus numbers are rising. But the family took the chance that San Diego beaches would stay open.“We figured this morning we got the kids up. OK, let’s take a chance; either we can get to the beach or we can’t. If not, there’s a pool at the hotel,” Edward Cotus said.Law enforcement agencies said they will be out this weekend reminding people about the rules. However, they say it will be up to the public to follow them.The Cotus family said they understand why people don’t like wearing the face coverings, but they believe it’s everyone’s responsibility to do their part in controlling the spread of this virus.“We all have to be responsible and just try to really implement social distancing on our own. SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. Todd Gloria, are getting involved with the project. The plan is currently under environmental review.
