Daniel Dorado is testifying in his defense.Eight women have come forward saying Dorado drugged and sexually assaulted them over the course of a decade. The owner of the Voce del Mar restaurant in Birdrock faces 35 felony charges for allegedly raping women after drugging their drinks. This time of year also can signal a slowdown in the real estate market - and an opportunity for buyers.Germaine LaValade took advantage, and is about to own his first home. He’s in escrow for a four-bedroom home in North Pacific Beach, listed for .17 million. LaValade, a software engineer, said a big reason the seller chose him was because the sale would close before the end of the year for tax purposes.“Because we are renters right now we didn’t have any house to sell to buy this one,” LaValade said.A motivated seller is just one of the advantages a homebuyer may have in these winter months - far removed from peak summer season. Another help - interest rates, which have been on the rise, tend to soften as activity slows nationwide.“We’re seeing a lot of prices are coming down from the all-time highs that they were,” said San Diego realtor Gary Kent. “We’re probably off as much as 5 percent from the peak, peak, peak of the market.”But prices are still high in San Diego County. SAN DIEGO (KGTV) - Dozens of voters were left off the roster at a San Diego County polling place on Election Day, leading to frustration and delays.The problem was reported Tuesday morning at Pacific Trails Middle School at 5975 Village Center Loop Rd in Carmel Valley.Poll workers received an incomplete roster which omitted 46 names, Registrar of Voters Michael Vu confirmed. SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June.
