SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. SAN DIEGO - A hot air balloon with 14 passengers and a pilot on board made an unplanned landing in Rancho Pe?asquitos Sunday night.The balloon set down on a hillside at Pe?asquitos Drive and Del Diablo Way west of Interstate 15 about 7:15 p.m.The community jumped in to help, keeping the basket stable and helping the passengers exit safely, according to the San Diego Police Department.Witnesses helped the pilot bring the basket down to the street where it could be picked up by the owner, police said. (KGTV) - Street racing could return to SDCCU Stadium, after just a couple month's hiatus.RaceLegal, a non-profit that has run drag races in the stadium parking lot for 21 years, says they have new leadership and new funding. They hope to resume racing soon.But, organizers say they're having trouble getting permission from the City of San Diego to use the venue."This is really important for the community," says Lydia Denecochea, RaceLegal's Executive Director. "It saves lives."RaceLegal started in the late 1990s as a response to a rash of street racing crashes and deaths. Denecochea says giving people a safe, controlled environment to race has made the roads safer across the city."It's a human characteristic that we are competitive, and many of us love speed. It'll never go away," she says.The non-profit group joined forces with city leaders, the San Diego Police Department and the San Diego Sheriff to give drivers an alternative. People could even volunteer at events to satisfy community service requirements from traffic tickets.The number of deaths from street racing fell from 16 in 2000 to just two in 2018. Injuries also saw a drastic drop-off in the same time frame, from 39 to only one."It works," says Denecochea. "In 2000, we had carnage on our roads."But a lack of funding led the non-profit to close in early 2019. In a statement, they said, "The City is in communication with RaceLegal on the potential resumption of legal racing at the stadium. However, concurrently the City is in discussions with other race producers to ensure that legal racing at the stadium continues to provide a safe option for the San Diego community."Councilmember Scott Sherman's office says they've also been in touch with RaceLegal and with the stadium to resolve the issue.One potential roadblock is the pending sale of SDCCU Stadium and the land around it to San Diego State University. SAN DIEGO, Calif. (KGTV) -- Elected officials, community activists, and law enforcement came together Monday to launch a new "Peace Movement" with the ambitious goal of ending violence in San Diego. Organized by District 4 City Councilmember Monica Montgomery, the goal is to find solutions to address the underlying root causes of violence and build trust between police and the communities they protect."It doesn't happen overnight," Montgomery told 10News. "It's continued understanding. It's getting in places where we're uncomfortable. It's listening to things that maybe we don't agree with all the time. Those are the things that will help us understand each other."San Diego Police Department chief David Nisleit said he's on board with the effort, specifically calling on people in communities beset by crime to come forward when they have information that could help investigators bring perpetrators to justice. Some community members are reticent to contact police. "We'll get there. There's no doubt in my mind we'll get there," Nisleit told 10News. "I'm going to focus on this as a positive step. We'll build those community partnerships. We'll work together. We're already doing that, we're just going to do it on a larger scale."Another speaker at Monday's press conference launching the initiative was Bishop Cornelius Bowser. As a former gang member himself, Bowser has tried to take a leadership goal in bridging the divide between residents and law enforcement. "I'm willing to lead the way and take those risks," Bower said. "But the struggle with me is when I try to do that, I need law enforcement to understand this and get my back. I need the community to understand this and get my back."Bowser says building relationships with both sides means walking a fine line, as the very appearance of a strong relationship with either side could encourage distrust from the other. He says the important thing is having the right people at the table having real conversations. He also believes developing trust will be a slow process. "You have to get one person at a time. You're not going to be able to go into a meeting and change 100 people in a meeting."One part of the new "Peace Movement" initiative is getting rid of gang graffiti.
