California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. (KGTV) - The purchase of a dream home nearly turned into a nightmare for a Carlsbad family, as they narrowly avoided a costly escrow scam.In late July, Greg Shoman and his wife were just days from closing on a four-bedroom home when he thought he got an email from his escrow officer with wiring instructions for the down payment to be sent that day. In the email, the escrow officer said she was busy and could only talk by email, before sending him a calculation of the closing costs. "You see so many emails and documents during the process, and you start to become numb to it ... Everything on the email - from the masthead to the signature - looked like the emails we had been receiving from the escrow company during the process," said Shoman.Shoman went to his bank to wire the money. His bank happened to be the same bank the money was to be transferred to, and the bank confirmed the routing number matched a non-business account in Wisconsin, not a California escrow company. After a call to the real escrow company, he learned the emails were fakes."Surprised and angry, and then ultimately relieved you didn't give away several hundred thousand dollars," said Shoman. Shoman isn't alone. According to the FBI, Americans lost 0 million to real estate fraud last year. In many cases, the scammer identifies pending home sales through the MLS and real estate sites and hacks the emails of someone involved in the sale, before sending out false wiring instructions."Be aware, be vigilant, and call your escrow company. (KGTV) — U.S. history from the Mayflower through the American Revolution is on display in Carlsbad.The Green Dragon Tavern and Museum, off Interstate 5 at Palomar Airport Road, offers a full-service restaurant and a chance to look at original documents from the country's Colonial Period."Not a lot of families have the money or time or resources to be able to travel back east and experience these things first hand," says Green Dragon General Manager John Lek. "A lot of our guests say they feel like they're in Boston or New England without having to leave San Diego."The museum's artifacts are all part of a private collection owned by a local man, who asked not to be identified. He wanted to share his collection with the rest of San Diego, and put them on display at the restaurant.Among the items are documents signed by 14 of America's founding fathers. That gives visitors a chance to see the signatures of Benjamin Franklin, Thomas Jefferson, Samuel Adams, John Hancock and more.Lek says just seeing these items can give people a deeper link to their past."There is something authentic and something that really settles in when you have a direct connection with our forefathers," says Lek.The museum has been open for five years. Right now, everything fits within a single room. But there are plans for expansion.Lek says the museum will open a second room with more interactive and hands-on technology, as well as more artifacts from America's past.Admission to the museum is free, and it's open anytime the restaurant is open.
