BEIJING, March 26 (Xinhua) -- China's health authorities stressed Friday a ban of hepatitis B tests for college admission and employment, saying checks, if necessary due to occupational requirements, are subjected to the Health Ministry's approval.A notice of the ministry reiterated that health institutions are not allowed to give hepatitis B virus (HBV) tests in health checks carried out for college admission and job recruitment, a policy introduced in February to prevent discrimination on HBV carriers.If candidates' liver functions must be tested to qualify special job posts, the checks must get approval from the Health Ministry, the notice said.The notice also said health institutions cannot provide HBV tests in regular health checks unless at the request of testers, in which case reports must be sealed and handed directly to testers or someone they entrust.Clinical tests must seek consent from patients and their privacy should be respected, according to the notice.Previously, an HBV test was a must on the health check list for college admission and job recruitment, and carriers were usually denied the opportunities, which caused complaints of discrimination and calls for a ban of such tests.The World Health Organization says HBV is transmitted from mother to child, through unsafe injections practices, blood transfusions or sexual contacts, and it cannot be transmitted through casual contact.

Under a consensus reached by President Hu Jintao and Obama in London in April last year, the first S&ED was successfully held in Washington in July of that year and achieved fruitful results.However, from the end of 2009 to the beginning of 2010, Sino-U.S. relations had been seriously interrupted and bilateral cooperation greatly affected by a series of events, including the U.S. arms sales to Taiwan and U.S. leaders' meeting with the ** Lama.At that time, many outside observers doubted whether Washington would be able to cease those interruptive actions and pave the way for achieving positive results at the second S&ED.In April, Hu met Obama in Washington while attending the Nuclear Security Summit. BEIJING, April 9 (Xinhua) -- Residential land prices in 35 major Chinese cities grew 8.63 percent on average in 2009, a Ministry of Land and Resources report published Friday said.Land prices for commercial buildings grew at a slower rate, 5.54 percent, while industrial land prices rose 2.04 percent.The report's release comes after land plots in major Chinese cities sold for record prices at auction, adding to concern that increased land prices have driven up housing prices.The ministry said in March residential property prices rose an average 25.1 percent from a year ago to 4,474 yuan (655.6 U.S. dollars) per square meter nationwide last year.The report also said land sales climbed 63.4 percent from a year earlier to 1.59 trillion yuan in 2009.Land supply for construction increased 44.2 percent year on year to 319,000 hectares in 2009 as the government accelerated infrastructure and property construction to boost domestic demand and ensure economic growth, the report said.

  

WASHINGTON, April 22 (Xinhua) -- The U.S. Commerce Department said on Thursday that it has set preliminary antidumping duties ( AD) on imports of certain seamless pipe from China, a move that might escalate trade disputes between the two countries.The department said it "preliminarily determined that Chinese producers/exporters have sold seamless pipe in the United States at 32.39 to 98.37 percent less than fair value."As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.The products covered by this investigation are suitable for the conveyance of water, steam, petrochemicals, oil products, natural gas, and other liquids and gasses in industrial piping systems.Imports of certain seamless pipe from China were valued at an estimated 182.3 million U.S. dollars in 2009, according to the U.S. Commerce Department.Commerce said that it is currently scheduled to make its final determination in September 2010.If Commerce makes an affirmative final determination, and the U. S. International Trade Commission makes an affirmative final determination that imports of certain seamless pipe salts from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.The new case followed the Commerce Department's initiation of antidumping (AD) and countervailing (CVD) duty investigation on Chinese aluminum extrusions on Wednesday.The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.The onset of the global recession appears to have set off an increase in trade disputes around the world.Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. Bown, a Brandeis University economics professor.That increase follows a 44 percent increase in new investigations in 2008. And China has become the main target of the rising protectionism.
