HANOI, July 21 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Wednesday urged East Asia Summit (EAS) to continue to serve as a platform for macro-level dialogue in the region.EAS, as a leaders-led forum, could be a forward-looking platform for countries in the region to explore ways to push for strong, continued and coordinated growth in the region, said Yang at the East Asia Summit Foreign Ministers' Informal Consultations.The consultations drew foreign ministers from ten ASEAN ( Association of Southeast Asian Nations) member states, China, Japan, South Korea, India, Australia, and New Zealand.Participants pose for group photos during the East Asia Summit Foreign Ministers s'Informal Consultations in Hanoi, capital of Vietnam, July 21, 2010 0EAS has served as a dialogue platform among different countries in the region on major issues in the past year, including the effect of the international financial crisis, said Yang.Yang said the world economy is recovering, however, the momentum needs to be further sustained. Countries in the region could make better use of the platform to achieve sound and fast growth.Yang said EAS has pushed forward cooperation on finance, disaster mitigation, trade, education and climate change in the region.Yang said China would intensify education cooperation with other EAS countries. In the coming five years, China will provide 400 more government scholarship each year to developing countries in the EAS framework.Yang also illustrated China's position on region architecture development at the meeting.Yang said the development of regional architecture is conducive to the peace, development, cooperation and prosperity of East Asia. Yang reaffirmed that ASEAN should maintain centrality in regional framework.ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

The 15-nation Council began the meeting on Wednesday morning to discuss a report by UN Secretary-General Ban Ki-moon on how to prosecute and imprison Somali pirates."China supports the activities carried out to combat Somali piracy in accordance with the international law and the resolutions of the Security Council," Li said. "At present, naval operations of the countries concerned to combat piracy and to protect navigation have played a very positive role in safeguarding the safety of international navigation.""At the same time, the issue of how to prosecute the pirates caught has come to the fore," he said. "China supports strengthening international cooperation in prosecuting the Somali pirates under the framework of the existing international law, and appreciates the work carried out by the countries concerned, particularly coastal states.""We also call upon international community to provide the necessary support to the coastal states to enhance their legal capacity, and China welcomes their report in this regard and will join others to further study the legal framework," he said."Recently, although pirate attacks off the coast of Somalia have continued, threatening the safety of international navigation, their success rate has started to decline, reflecting the initial success of counter-piracy international cooperation," he said."However, at the same time, the root causes that give rise to the piracy off the coast of Somalia have not been eradicated, and these pirates remain and their behavior is starting to change with elaborate organization and more covert methods of attack, and they have expanded their scope of operations into the Indian Ocean," he said. SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday.The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. Over two thousand soldiers and crews have been mobilized to rescue stranded residents. About 70 vehicles, 38 speed boats and six helicopters were used in the rescue operations, local officials said.BABY BORNOn Sunday, a healthy baby weighing 3.9 kilograms was born in the Women and Children's Hospital of Dandong. Hours before, her mother, 23-year-old Liu Li, was stranded at home in rural Kuandian County waiting for mid-wives to come amid heavy flooding.After learning of Liu, Liaoning Governor Chen Zhenggao first ordered helicopters to send experienced doctors to Liu and later had Liu air-lifted to Dandong. Liu was immediately admitted to the hospital as she arrived."I never thought my daughter could be born in this way. If not for the emergency rescue, we both could have died," she told reporters.She was still unable to tell her family the good news as traffic and telecommunication services have not been fully restored. But doctors at the hospital said Liu and her daughter were being well taken care of and most of her hospital fees had been waived.

  

BEIJING, June 22 (Xinhua) -- China's Ministry of Public Security has vowed to crack down on domestic and foreign online gambling organizations as a number of football gambling web sites were discovered online following the start of the World Cup in South Africa."Currently, police departments at all levels should focus on the World Cup and keep close watch on domestic and foreign online gambling groups. Dig deep for the violators behind them, seize evidence and give a hard blow to online football gambling," urged vice minister Huang Ming at a meeting Tuesday.Figures from the ministry show that Chinese police shut down 1,461 foreign gambling web sites in less than one week after the start of the 2010 World Cup."Gambling, drugs and prostitution are still rampant in some areas, causing civilians to issue strong complaints... In some places, these wrongdoings have even been conducted in board daylight." Huang added.According to Huang, law enforcement agencies at all levels will focus on entertainment venues that host prostitution, obscene performances, group gambling and drug trafficking, and violators will be severely punished.The ministry also ordered law enforcement agencies to strictly monitor local police and punish those who are slack in stopping these illegal activities in their own regions.Also at the meeting, the ministry announced a nationwide campaign on the control of guns, scheduled to end this September, in a bid to prevent gun-related crimes. CANBERRA, June 21 (Xinhua) -- The relationship between China and Australia is expected to be further boosted with over 20 documents of cooperation signed during the visit of Chinese Vice President Xi Jinping, Australia's media reported on Monday."The high-level visit of Xi and hundreds of aides has made it clear how keen the two countries are to do business," the Australian Associated Press (AAP) reported after the announcement of the deal in Canberra on Monday.According to AAP, Chinese companies will build mines, railways and port facilities in Australia under a series of deals.The new agreements are not only in the resources and energy sectors, but also include telecommunications, education and a quarantine protocol for exporting Tasmanian apples to China.Under one deal, Chinese companies will help fund an 8-billion-U. S.-dollar coal mine, railway and coal-loading terminal near Bowen in Queensland.The deal would yield 4 billion Australian dollars (3.53 billion U.S. dollars) in exports each year for 25 years, Rudd said.
