SAN DIEGO (KGTV) - The victim of a hit-and-run crash in South Park is calling for the City of San Diego to make streets safer. “It's been really difficult not being able to walk for seven weeks and having to be able to walk again, dealing with the side effects of the concussion and getting my brain working right,” said Vicki Granowitz. Surveillance video recorded one year ago shows Granowitz at the crosswalk of Grape and Fern streets. Before she can safely cross, a car hits her. Witnesses rushed to help as the car took off. Police later tracked down the driver, who pleaded guilty to the crash. Tuesday morning, Granowitz teamed up with Circulate San Diego for a news conference. The group wants the city to expand safety efforts under Vision Zero, Mayor Faulconer’s initiative to make the streets and sidewalks safer, and reduce traffic-related deaths and severe injuries to zero by 2025. 10News received a statement from the mayor’s office saying they are making investments for traffic projects. SAN DIEGO (KGTV) - The young woman killed while walking on Interstate 8 in the College Area Saturday was a San Diego State University Student, the Daily Aztec reported.The California Highway Patrol said the woman was on the right hand shoulder of westbound I-8 at Waring Rd. just before 8 p.m. when she was struck and killed.Officers shut down most lanes of the freeway to investigate the crash.The San Diego County Medical Examiner's Office identified the woman Monday as 20-year-old Jasmine Madarang.The Daily Aztec reported she was last seen at a Kappa Alpha tailgate party before SDSU's game against Stanford.CHP investigators are looking into the cause of Madarang's death. 706

The office of the county clerk put out a statement Wednesday urging couples wishing to tie the knot to make an appointment. “We are excited to offer walk-in services at our historic downtown office on the waterfront for Valentine’s Day and don’t want couples to miss their chance at Valentine’s Day wedding,” said County Clerk Ernie Dronenburg. SAN DIEGO (KGTV) - The Secretary of the Interior stated in no uncertain terms in a letter sent to the San Diego County Board of Supervisors Thursday federal law supersedes state law. This was in reference to an ordinance the San Diego County Board of Supervisors passed in November banning recreational shooting, saying it was unconstitutional.Currently the law states you can shoot at targets on BLM land, "as long as it is done in a safe manner, without damaging natural resources or improvements on public lands." There is a section that states you may not fire any plastic pellets, exploding, tracer or steel core rounds. This is to prevent wildfires.RELATED: San Diego County Board of Supervisors approves recreational shooting ban near DulzuraCounty Supervisor Diane Jacob said the goal of the ordinance was also to prevent wildfires, coming after the Gate Fire in May of 2017, sparked near an area known for target practice."She immediately blamed the fire on the shooting and she had no evidence," Executive Director of San Diego Gun Owners PAC Michael Schwartz said. He also said the board never spoke to the federal government."When he [the Secretary of the Interior] found out the entire department said no this isn’t something we’re going to stand by at all," Schwartz said. The Secretary of the Interior sent a statement to the Board of Supervisors Thursday citing the Supremacy clause in the Constitution and, "law enforcement personnel have no authority to enforce unconstitutional pronouncements of law."RELATED: After Gate Fire, recreational shooting ban hits public landsJacob fired back with this statement: "The BLM decision is unfortunate and frustrating because this area is highly prone to wildfire, and we've already learned the hard way that shooting at this spot poses a significant risk to life and property. I appreciate the BLM's offer to discuss this issue further because it's critical that we do all we can to put public safety first."Schwartz, glad to see the powerful statement, said, "it’s not ambiguous it’s very clear, no this isn’t going to happen, its out of your jurisdiction."Schwartz says the regulation has been put on hold after that letter reached the board. "The gun owners consider this a huge win, it shows what activism can do and when people band together and get involved we can stop unconstitutional regulations by elected officials abusing their power," he said, adding he hopes to see the ordinance removed from the books. 2485
