SAN DIEGO (KGTV) -- A water contact closure was extended Sunday to include the Silver Strand due to flows from the Tijuana River. According to the county, a water contact closure was issued Saturday for Imperial Beach. The closure was extended north to include the Silver Strand. “Sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary as a result of recent rainfall,” the Department of Environmental Health said. SAN DIEGO (KGTV) — After a bitter primary, voters are getting a clearer picture of who will move on in the race to replace Congressman Duncan Hunter in East County's 50th Congressional District. Democrat Ammar Campa-Najjar and Republican Darrell Issa, a former Congressman, are leading the field. With 100 percent of precincts reporting, Campa-Najjar had 34 percent of the vote; Issa had 25 percent, former San Diego City Councilman Carl DeMaio had 21 percent, and State Senator Brian Jones had 11 percent. There are still about 350,000 provisional and mail-in ballots to be counted. It is unclear how many of those would include district voters. On Wednesday, Campa-Najjar and Issa began taking at aim at one another in anticipation of facing off in the November runoff. Campa-Najjar pointed out at that Issa does not live in the 50th Congressional District, and said he was part of an older political establishment. "He's been going around the county trying to find a seat for himself. He fled his own seat and now wants to run in this district. It's not up for grabs, it's not for sale. We're going to vote for someone who is from the district," Campa-Najjar said. Meanwhile, Issa said he is very connected to the 50th District, and has represented swaths of it in the past. "At the end of the day, I can't take him as seriously, as long as he isn't voting for a Republican speaker that's going to, in fact, move a conservative, positive agenda, which I will," Issa said. Campa-Najjar is pitching a moderate agenda that he says can bring together those who are both pro-choice and pro-life, and those who are pro-and anti-gun rights. That does not bode well when he faces one Republican in November."That would say, 'Hey, politics is going to go back to normal, if that's what we see in a month (when final votes are counted),'" said Thad Kousser, who chairs the political science department at U.C. San Diego. The primary ends a bitter campaign period in which Issa and DeMaio took out blistering ads against each other over who was more loyal to President Trump. SAN DIEGO (KGTV) - A vandal targeted at least a dozen vehicles at a popular shopping center in University City on Friday, flattening tires across one of the parking lots."It's very upsetting," said Camille Bsaibes.Bsaibes showed 10news a Toyota RAV4 with a flat tire. The vehicle belongs to his son. Bsaibes, who owns Amardeen restaurant, located in the Renaissance Towne Centre, experienced his own flat tire Friday while driving his van. Bsaibes didn't notice it until he was one the road."When I was driving, I was shaking ... wondering why it was shaking," said Bsaibes.Bsaibes pulled over and found three of his tires flat. His total bill to replace tires? Nearly 0. That day, three of his employees also felt their tires go flat as they were driving home from work. They were all parked in the same back lot. It was a similar story for four employees of the L-Transformation beauty boutique. In all, at least 12 vehicles from 4 of the businesses were hit in one day. It happened in broad daylight at the busy shopping center, sometime between 11 a.m. and 3 p.m."The tire shop said somebody used a long, sharp object and punctured the side of the wheel," said Bsaibes.The flat tires weren't immediately obvious and didn't become a problem until the vehicle were on the road. Many working at the shopping center wonder if that was on purpose. Was the vandal hoping to cause havoc on the roads? "I'm glad everyone is safe. It could have been worse. SAN DIEGO (KGTV) -- A San Diego woman said a scammer used the military to trick her into paying for a phony apartment rental."We were looking to move during this tough time, which is kind of already more stressful than it normally would be,” said Maci, who declined to use her last name.She searched various websites and thought she found a good deal on Craigslist for a place downtown on Market Street. Through email, the supposed owner said his name was Matthew Sherman, a sergeant stationed at Naval Station Rota in Spain. He said he was looking for a long-term renter and sent Maci a link with photos and an Airbnb site that looked legitimate."Along with the presence of the military, presence of the Airbnb website, I felt safe in the process,” Maci said.She exchanged emails and text messages to get more information about the apartment. She wired ,600.“There was this sense of pressure because I was so worried that this great deal was going to disappear,” Maci said.It turns out that the listing was fake. Maci said the profile photo used by the man pretending to be Sgt. Sherman was a real soldier who passed away in an accident in 2018. “It really just sad heavy on my heart because this person's family doesn't realize his photo's being used for criminal activity,” Maci said.When Team 10 contacted “Matthew Sherman,” the response via email was similar to what Maci received. When questioned if the listing was legitimate, he stopped responding.It was an expensive lesson for Maci, but one she wants to share so others do not fall for it.
