CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province. Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province. The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province. However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. We don't know when any of them might explode," said Chen Yanpeng, a resident of Jilin's Yushu City, who has participated in the salvage work."In addition to retrieving the barrels, people should also consider why this has happened," Cheng said.

HUZHONG, Heilongjiang, July 1 (Xinhua) -- More than 20,000 firemen are battling lighting-triggered forest fires in northeast China as continuous hot weather undermines their efforts, forest fire prevention authorities said. The fire, spotted Saturday, continued to spread Wednesday due to high temperatures after having weakened overnight, said Sun Zhagen, deputy director of China's National Forest Fire Prevention Headquarters. The forest fire first occurred in a part of the Greater Hinggan Mountains in Inner Mongolia Autonomous Region and then extended to the neighboring Heilongjiang Province.Rescuers were still struggling to put out the fire at more than 30 sites in the two regions, said a spokesman with the fire fighting headquarters at Huzhong, a major fire site.Further, another 6,000 fire fighters and additional equipment would be sent to control the fire in Heilongjiang, said the spokesman."As it is too hot to get close to the scene to put out the fire, we have to build fire barriers during the day and battle the blaze at night," said Pang Zhiqiang, a forest policeman.Sparks are being buried under the burnt debris of wood, often as deep as 30 cm and easily set on fire again by wind, said rescuers at Huzhong District."We felt thirsty, dizzy and had trouble breathing after staying in the burnt forest for just 10 minutes", one fireman said. Each of the rescuers, carrying about 25 kg of equipment on his back, could only carry four bottles of drinking water, a rescuer with the Heilongjiang forestry police force told a Xinhua reporter. "If the bottle water is not enough, we drink the river water, though there are worms in it."Some thirsty fire fighters said they even dug into the ground and breathed in the moisture. Also, many rescuers have become exhausted after remaining awake and working for four days.Temperatures in the Greater Hinggan Mountains Region have been hovering over 37 degrees Celsius recently and seven counties and districts have witnessed record-high temperatures, said Na Jihai, chief of the Heilongjiang Provincial Meteorological Bureau.Temperatures in Huzhong District hit 39.7 degrees Celsius Saturday, Na said.Fire-control experts in Inner Mongolia also said such an extremely-hot weather was rarely seen over the past six decades. The two regions have dispatched three aircraft and 10 cloud seeding rockets to conduct artificial precipitation operations, according to local meteorological departments. The dry and hot weather will continue for the next three days, but a light rain is forecast for Thursday, according to the National Meteorological Center of China Meteorological Administration."This is a battle between human beings and nature. We have to work hard to win," Sun Zhagen said.
BEIJING, June 9 (Xinhua) -- Chinese police will begin a special four-month campaign to crack down on the production and use of counterfeit automobile license plates on Thursday.Police around the country will target trade in fake license plates, registration papers and other license plate-related crime, the Ministry of Public Security said Wednesday in a statement on its website.Violators sometimes forge license plates for military and government vehicles to enjoy privileges like free expressway charges. Some drivers use stickers to cover their license plates to cheat police. The campaign will begin June 10 and finish Oct. 10.Police carried out similar campaigns during the 2008 Beijing Olympic Games and the National Day holidays in 2009 to create better traffic conditions.Statistics with the ministry show police nationwide seized about 267,000 counterfeit license plates in the 2008 campaign and 183,000 fake plates in the 2009 campaign.
YICHUN, Heilongjiang, Aug. 25 (Xinhua) -- The government of Yichun, a city in northeast China's Heilongjiang Province, has corrected Tuesday night's plane crash death toll to 42, saying one dead body that was torn apart in the disaster was formerly counted as two.A local publicity official said earlier on that 43 dead bodies were retrieved.According to the death roll released by the city government, the dead were aged roughly from 12 to 55, calculated from their birth dates indicated in their ID numbers. Among them, however, was a Chinese holding a passport and three crew members whose ID numbers were not available.Rescuers wrapped up the bodies early on Wednesday and have transported them to the city's funeral homes for families to identify them. The ERJ-190 jet, manufactured by the Brazilian aerospace conglomerate Embraer with maximum passenger capacity of 108, crashed near the runaway of Lindu airport of Yichun at 9:36 p.m. Tuesday, some 40 minutes after it took off from the provincial capital Harbin.Ninety-one passengers, including five children, and five crew members boarded the plane, sources with the Civil Aviation Administration of China (CAAC) said.Officials in Yichun confirmed a group of officials from Ministry of Human Resources and Social Security were also on board, including a vice minister and six division chiefs. Most of them survived with injuries, and the vice minister Sun Baoshu was in critical condition.
