SAN DIEGO (KGTV) — San Diego County has seen possible early signs of a COVID-19 resurgence, after four community outbreaks were reported Friday.Dr. Wilma Wooten, the county's public health officer, said the county has recorded four community coronavirus outbreaks in the last seven days.One of the newly reported outbreaks included an unnamed restaurant. That outbreak remains under investigation, Wooten added."We had only about three community outbreaks in the month of May," Wooten said.Of the county's 56 active outbreaks, 13 are in the community setting, which have included office buildings, churches, parties, and "unauthorized weddings" in the past.One of San Diego County's 13 triggers which could cause the county to reverse loosened restrictions includes seven community outbreaks in a week. SAN DIEGO (KGTV) — San Diego City Council leaders will consider several measures aimed at lessening the impacts of the coronavirus pandemic in San Diego.Among the legislation are measures that place a moratorium on evictions due to non-payment from loss of wages due to COVID-19, prevent immigration enforcement operations at hospitals and other healthcare facilities, and provide relief from utility shutoffs or late fees because of non-payment due to coronavirus.“The COVID-19 pandemic is already causing harm throughout our communities and across our regional economy, impacting vulnerable families, individuals, and businesses,” City Council President Georgette Gómez said. “We must act immediately to protect those who most are at risk of devastating financial hardship.”The council will also request Gov. Gavin Newsom implement a temporary moratorium on residential evictions due to loss of wages caused by the outbreak.Council leaders also plan to request Mayor Kevin Faulconer enforce earned sick leave and minimum wage ordinances, place a temporary ban on vehicle habitation fees and impounds, and work with hotels to offer rooms to unsheltered individuals and families. 1187

SAN DIEGO (KGTV) - Safe Walkways, a group of San Diegans concerned over the misuse of motorized scooters, submitted proposals to the Mayor Kevin Faulconer's office Tuesday.They’re asking for stricter enforcement when it comes to use of motorized scoots on sidewalks and walkways.“It’s dangerous for the people who ride them,” said Dr. Jonathan Freeman, who submitted the proposals. “The riders try to avoid riding on the road, so they ride on sidewalks and walkways like this, and they put pedestrians in danger.”Safe Walkways has launched its NOW campaign, which stands for “Not On Walkways”. The group is asking the city to require companies that own the scooters, and the riders to obey laws or face penalties.They want companies to require scooter users to provide an image of a unique valid driver license to open a user account.They say if terms aren’t met, they want the city to make sure the company loses its rights to operate in San Diego.Freeman said walkers and people with disabilities have been greatly affected by the use of scooters on sidewalks and other walkways.Right now, police can ticket people who ride scooters in banned areas, like sidewalks, but Freeman said that hasn’t stopped many people from doing it.Other San Diegans say the scooters have helped tremendously when it comes to getting around town efficiently.It’s unclear if the city will enforce new rules in response to the proposal.Below is the list of proposals sent to the Mayor’s office by the group.THE SAFE WALKWAYS PROPOSALS FOR TERMS TO BE INCLUDED IN THE CITY’S PROPOSED REVOCABLE PERMITTING AGREEMENT GOVERNING MOTORIZED SCOOTER RENTAL COMPANIES SUBMITTED TO THE MAYOR OF SAN DIEGO ON JANUARY 2ND. 2019.The Mayor proposes that rental motorized vehicle companies sign a revocable permitting agreement setting out terms to be met. ? If the permit is revoked, the company shall remove their motorized vehicles, such as motorized scooters and motorized bicycles, or have them removed.Placing motorized scooters on sidewalks contravenes multiple regulations and encourages users to drive on sidewalks. For pedestrian safety, motorized vehicles must not be placed on any walkwaysWe propose that the permitting agreement include the following requirements: 1. ONE DRIVER’S LICENSE, ONE CONTRACT, ONE MOTORIZED VEHICLE.a. Companies shall require an image of a unique valid driver’s license to open a user account. b. The company shall display a unique identifier, visible at a distance in daylight and after dark, on each of its vehicles.b. The company shall provide a means for images showing misuse or misplacement of a uniquely identifiable vehicle to be reported immediately by the public to the company, with simultaneous notification sent to the City for verification.c. Using this public reporting system, the company shall permanently close within 24 hours of receipt of the report the account of any user found to have failed to obey State or City laws while using its vehicle.d. Each month the company shall report to the City the number of reports received and accounts closed.7. SAN DIEGO (KGTV) -- San Diego Police are searching for two men believed to be involved in a robbery at San Diego State University Monday night. The robbery happened at 6:42 p.m. near the intersection of Lindeo Paseo and College Avenue. At this point it is unclear if the victim was a student or a community member. The victim told police they were pushed by one of the suspects while walking on the sidewalk. That same suspect then took their cell phone. Both men were last seen walking southbound on College Avenue. The victim described the suspects as follows:  601

SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. San Diego is currently in the second tier, red or "substantial," reserved for counties with four to seven cases per 100,000 and 5% to 8% testing positivity. Wednesday, the county reported that one of those metrics, case rate, neared 7 cases while positivity sat at 4.2%.
