SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles. The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates. On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply. In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties. Bauman said it could result in a settlement or go back to the court for a final ruling. 1486

SAN DIEGO (KGTV) - Ring doorbell video could provide the break in the strange disappearance of rent checks in North Park.A noise caused Ken Frederick to scramble from his home just past midnight Saturday, downstairs to his business, a property management company on 30th Street. He found junk mail - removed from his mailbox - coated with a sticky substance. He ended up near the front door and found a lone check that a tenant had dropped into the overnight mail slot. He checked his surveillance video, which showed a man in a hoodie appearing to jam some sort of stick-like object into the mail slot, before he removes it and takes off."We feel violated, like someone coming into your home," said Frederick.Frederick dug into his other Ring videos and found one from early last Wednesday morning. It appeared to be the same man, same hoodie, and same stick. This time, after he takes the stick out, he appears to put something in his pocket."If you know somebody's been in your business, it makes you feel insecure," said Frederick.Frederick is checking with his tenants to see if any rent checks put in the slot have disappeared. Another property management company nearby tells 10News they have had about ten rent checks vanish since June.As for the sticky substance, it's a familiar one. In the past year, 10News has reported on thieves 'fishing' checks with glue traps out of local postal collection boxes. The ink is then washed off with a chemical solution, allowing a thief to fill in the blanks.Anyone with information on the case is asked to call San Diego Police at 619-531-2000.For renters, experts suggest either looking into online payments or making sure to drop off your rent during business hours. 1725

SAN DIEGO (KGTV) — "The Mandalorian" may take place several — fictional — lightyears away from Earth, but much closer to home, San Diegans can hear the voice of "Baby Yoda" in person. At Wild Wonders in Bonsall, two critters were used to help provide the voice of the character from Disney Plus' "Star Wars" series, affectionately known as "Baby Yoda." Kimberly Wright, co-director of the animal education center, said the alien's voice is a combination of their bat-eared fox, Acacia, and one of their kinkajous, Kima, as well as sounds from an adult and infant."They came out and he took a lot of noise from several of our animals," Wright said. "We tried about every weird sound that we had ... We didn’t know what he had planned on using."RELATED: Star Wars 'Baby Yoda' toys are coming to a store near youDavid Acord, a sound editor for "The Mandalorian," reached out to the center for animal sounds and recorded sounds from 15 to 20 of the center's more than 100 creatures, Right says. Sounds from Acacia and Kima ultimately made the cut and were used to make the infant-like squeals and giggles of "Baby Yoda.""Some of it is territorial sound and greetings and happy sounds. The high-pitched on the kinkajous is kind of territorial," Wright says. Right says after hearing clips from the final version of "Baby Yoda," she can pick out Acacia's and Kima's voices.RELATED: Here are all the Christmas movies available on Disney+"[Acord] really kind of likes to keep things as natural as possible," Wright said. "When he does his editing he likes to keep things natural."Now, Wild Wonders is reaping its own fame from its contribution to the wildly popular series. 1672
