LOS ANGELES (KGTV) — Late Saturday, Los Angeles County changed its public health order to allow indoor religious services with modifications — something that could have implications for a South Bay church's legal battle.Los Angeles County's Department of Public Health issued the changes following a ruling by the U.S. Supreme Court on Dec. 3 that places of worship in New York could reopen because coronavirus restrictions violated the First Amendment of the Constitution. The high court then sent an unsigned order to California judges to reconsider Gov. Gavin Newsom's restrictions.RELATED: Chula Vista church among churches suing over right to worshipThe updated protocols require places of worship to require masks that cover the nose and mouth worn at all times on-site and that capacity doesn't exceed the number of people who can be accommodated while observing physical distance:"All attendees/visitors must wear a face covering that covers their mouth and nose at all times when in attendance and also at any time when they could come into contact with, or when walking past others who are non-household members. All attendees/visitors must observe a six-foot physical distance between themselves and others who are not members of their household. Measures have been implemented (advance registration, counting attendees at entry) to assure attendance does not exceed the number of people who can be accommodated with the required physical distancing in the indoor space.Seating is reconfigured to ensure that all attendees/visitors are able to maintain a physical distance of at least 6 feet between themselves and others who are not members of their household.Clear pathways have been identified between parking areas and other arrival points to the service areas to minimize crowding and congregating, to allow for monitoring of occupancy and for entrance screening.A staff person (or staff people if there is more than one pathway) wearing a cloth face covering is posted at the entryway but at least 6 feet from the nearest arriving or departing person to monitor use of face coverings and track occupancy of attendees/visitors.If attendees/visitors must wait in line prior to being seated or at any other point during their presence at the site, markings are used to demonstrate the required 6-foot distance between individuals. If applicable, aisles within the area used for indoor services are designated as oneway to support physical distancing.Podiums, platforms and other speaker areas have been reconfigured to allow at least 6 feet between speakers or celebrants.Staff have been instructed to maintain at least a 6-foot distance from each other in all areas of the site.Virtual access is offered to visitors who wish to participate in services or events but are at high risk if exposed to COVID-19."The ruling could have implications in San Diego County, where South Bay United Pentecostal Church has been arguing against the state's COVID-19 restrictions on worshipping indoors since May.Senior Pastor Arthur Hodges told ABC 10News on Saturday that he's hopeful a hearing will grant the church permission to reopen indoors."Because [Los Angeles County] is so much worse than [San Diego] with COVID, we are hopeful our county leaders here will follow suit as LA and/or we will receive a favorable court ruling ASAP that will open San Diego," Hodges said, adding they're prepared to go above and beyond current coronavirus precautions.According to Hodges, the Supreme Court voted down their initial lawsuit 5-4 in May.Hodges says they are still waiting on a ruling from Friday's hearing. 3615

LITTLETON, Colo. — A local woman says she entered the My Oreo Creation contest, her idea was picked as a finalist, yet she's never been acknowledged by Oreo as a winner.Taylor Young, of Lone Tree, submitted her idea for a cherry cola flavored Oreo last May. Shortly after submitting her idea, she received a note from Oreo and its parent company, Mondelez International, Inc., that read, "Dear Taylor Young, Thanks for sending us your idea. We thought it was so delicious, we turned it into this one-of-a-kind creation just for you. Straight from the wonder vault. Enjoy!"They also sent her a small packet with two cherry cola flavored Oreo cookies inside."It is pretty good,” Young said. “I tried it.”Young was on cloud nine. The contest states all finalists are awarded ,000. And it states the person who submits the winning flavor will win 0,000.“I, from what I can tell, was the first person to tweet that idea," Young said. But then, for Young, the contest turned sour. Oreo stopped communicating with her. Months went by and in December, she saw her cookie on store shelves.“I reached out to them and I said, 'I'm seeing that my cookie won," Young said.Oreo finally responded saying in part, cherry cola was already in development — so it wasn't her idea, it was theirs."That's not cool," Young said. "If they claim that they already had it in their back pocket, then they don't need to provide prizes to anyone."Oreo and its parent company did not respond to a request for comment. Young finds the whole thing to be disingenuous.“I'm old enough to realize that life isn't always fair,” Young said. “But, if there was a kid who came up with this - and their mom and dad submitted it and they saw it on the shelves, that's really sad. No one deserves that.” 1804

LOS ANGELES (CNS) - A parolee was charged Monday with murdering a 35-year-old research scientist, who was shot while sleeping in a tent during a camping trip in Malibu Creek State Park with his two young children last June, and trying to kill another eight people in the area over a period of two years.Anthony Rauda, 42, is facing one count of murder, 10 counts of attempted murder and five counts of second-degree burglary. He was scheduled to be arraigned Monday at the Van Nuys courthouse, but the hearing was postponed to Jan. 22. If convicted as charged, the transient faces a maximum sentence oflife in prison.Rauda is accused of shooting Irvine resident Tristan Thomas Beaudette while the Allergan scientist was in a tent with his daughters about 4:45 a.m. last June 22. The girls, then 2 and 4 years old, were uninjured and are among the attempted murder victims in the complaint. The defendant was arrested Oct. 10 after a series of large-scale manhunts in the area for a rifle-toting culprit suspected in multiple food heists in the Calabasas area. Deputies thought the burglaries might be linked to Beaudette's killing and Rauda was held without bail on suspicion of violating his parole.Prosecutors allege the defendant's attacks date back to at least November 2016, when he's accused of wounding a man sleeping in a hammock in the area of the state park. Less than a week later, Rauda allegedly fired into the sleeping area of a parked vehicle.Four days before Beaudette was killed by a single gunshot wound to the head, authorities allege Rauda shot at a Tesla on La Virgenes Road. He was carrying a rifle when he was arrested in a ravine about a mile-and-a-half north of Mulholland Highway west of Las Virgenes Road in the MalibuCanyon area, after deputies combing the area spotted fresh bootprints and tracked him down, according to the sheriff's department. The arrest came amid a renewed search effort after an early morning burglary at the Agoura Hills/Calabasas Community Center, where someone smashed a vending machine and stole food. Investigators quickly linked the break-in to eight other burglaries over the past two years.Authorities alleged Rauda was captured on surveillance video in one of those crimes carrying a rifle and wearing what deputies called ``tactical gear.''The suspect in all of the heists stole food, deputies said, suggesting the man was living off the grid in the wilderness, carrying out the burglaries when he needed sustenance. On Oct. 2, sheriff's officials conducted a large-scale manhunt in the area, but failed to turn up a suspect. Some residents reported hearing gunfire that night.Four days later, a maintenance worker in the Tapia Park area about a mile south of the Malibu Creek State Park campground ``encountered a person who matched the description of the armed commercial burglar,'' Sgt. Matthew Dunn of the Malibu/Lost Hills sheriff's station said then. Dunn said the man asked the park worker for a ride out of the canyon ``because he said there were so many police in the area.''Rauda was sentenced Dec. 13 to six months in jail for gun and ammunition violations, a sentence set to run consecutively with an earlier 160- day sentence for violating parole or violation, according to the Los Angeles County District Attorney's Office.Rauda has seven prior convictions for weapons violations dating back to 2006, according to the criminal complaint. Then-Sheriff Jim McDonnell said at the time of Rauda's arrest that he also had a history of committing burglaries.Investigators limited information on Beaudette's death, saying it could taint the investigation. The lack of answers to their questions led to confusion and rumors among locals, especially in Monte Nido, a neighborhood just southeast of the entrance of Malibu Creek State Park where some residents said they feared using the park's hiking trails. The Sheriff's Department issued a statement Monday morning saying that investigators believe Rauda acted alone. ``No similar crimes have been reported in the area since (his arrest),'' according to the department. At a July news conference announcing ,000 in reward money provided by Beaudette's employer and others for tips about his death, his widow described her husband as a ``devoted husband and father whose life revolved around'' his family.``We met when we were teenagers, grew up together, married, and had two amazing and beautiful daughters,'' Erica Wu said. ``In everything that hedid, Tristan was kind, selfless, and giving, and had a natural ability to connect with just about anyone. We supported each other as we pursued our careers while balancing what truly mattered most -- spending time with our girls and living life to the fullest. I may never understand why our time together was cut short, but we had an incredible journey and I am so grateful for every day I had with him.''Wu, who was studying for an exam and didn't make the camping trip, said Beaudette ``rejoiced in sharing his love for the outdoors with the girls and believed that campgrounds were the definition of a sanctuary where people could feel safe and secure.'' 5133

LONDON (AP) — British Prime Minister Boris Johnson says Christmas gatherings can’t go ahead and non-essential shops must close in London and much of southern England as he imposed a new, higher level of coronavirus restrictions to curb sharply spreading infections. Johnson said the capital and other areas in southern England will move to an even stricter Tier 4 alert category that requires non-essential shops, hairdressers and indoor leisure venues to close after the end of business hours Saturday. Johnson also said that a planned five-day easing of socializing rules that would allow up to three households to meet in “Christmas bubbles” will be canceled for Tier 4 areas. In the rest of England, people will be allowed to meet in Christmas bubbles for just one day instead of five, as the government originally planned.“It is with a very heavy heart that I must tell you we cannot proceed with Christmas as planned,” Johnson said.A fast-moving new variant of the coronavirus that is more than 70% more transmissible than existing strains appears to be driving the rapid spread in London and southern England, Johnson said. London now has the highest infection rates in England.“There’s no evidence to suggest it is more lethal or causes more severe illness,” he stressed, or that vaccines will be less effective against it.England’s chief medical officer, Chris Whitty, said the U.K. has alerted the World Health Organization that the new variant identified this week appears to be accelerating the spread of COVID-19. The government’s scientific advisers came to that conclusion based on preliminary modelling figures, and they are continuing to analyze the available data, he said. 1699

LOS ANGELES (CNS) - Major League Baseball lashed out Wednesday at Los Angeles Dodgers third baseman Justin Turner, who was pulled from the team's championship- clinching World Series game due to a positive COVID-19 test, but left isolation to celebrate with the team, sometimes without a mask on.According to a statement issued by the league, Turner was placed into isolation during Tuesday night's game in Texas "for the safety of those around him.""However, following the Dodgers' victory, it is clear that Turner chose to disregard the agreed-upon joint protocols and the instructions he was given regarding the safety and protection of others," according to MLB. "While a desire to celebrate is understandable, Turner's decision to leave isolation and enter the field was wrong and put everyone he came in contact with at risk. When MLB Security raised the matter of being on the field with Turner, he emphatically refused to comply."According to the league, additional COVID-19 tests were performed Tuesday night on the Dodgers, and both the Dodgers and Tampa Bay Rays were tested again Wednesday morning. It was unclear when the teams will be permitted to leave Texas, with the league stating, "their travel back to their home cities will be determined after being approved by the appropriate authorities."The Los Angeles County Department of Public Health did not immediately respond to a request for comment on whether the agency was working with the team or might require the team to isolate or quarantine upon their return. The MLB Commissioner's Office has begun a "full investigation into this matter."Turner joined the championship celebration on the field at Globe Life Field in Arlington, Texas, including holding the Commissioner's Trophy, kissing his wife Kourtney and sitting next to manager Dave Roberts for a team picture, all without a mask.Turner has been with the Dodgers since 2014 and is a free agent. He will turn 36 on Nov. 23.After the game, Turner tweeted, "Thanks to everyone reaching out! I feel great, no symptoms at all. Just experienced every emotion you can possibly imagine. Can't believe I couldn't be out there to celebrate with my guys! So proud of this team & unbelievably happy for the City of LA. #WorldSeriesChamps."Asked on Tuesday night about Turner's presence on the field despite a positive coronavirus test, Dodgers President of Baseball Operations Andrew Friedman said, "From his standpoint, him having a chance to take a picture with the trophy was incredibly meaningful to him. It's hard for me to say specifically about the on-field because I didn't see everything that happened or didn't."Friedman acknowledged that the team's travel plans were up in the air."Subsequent tests we're going to take are really important to figure out what we do and to make sure that any of us that are potentially positive don't spread it to other people," he said Tuesday night. "Obviously from our standpoint, that contact tracing (figuring) out who's been around him and the tests are all going to be incredibly important from this point forward. Before we are to interact with other people I think it is important for us all to clear the requisite testing hurdles before we do that."Turner was removed from the game before the start of the eighth inning, then was "quarantined in a doctor's office off to the side," Friedman said.Ken Rosenthal, a reporter on Fox's Major League Baseball telecasts, tweeted that the result from a coronavirus test Turner took Monday came back in the second inning.Turner's test from Tuesday "was then expedited, and when it came back positive, he was removed from the game," Rosenthal tweeted. The team issued a statement Wednesday that did not mention Turner or his positive test, but acknowledged that the coronavirus pandemic will eliminate any chance of a victory parade."This season was everything we believed it could be. It was just missing one thing: the best fans in baseball," according to the team. "While the wait for a World Championship is finally over, a celebration worthy of our great fans and the city of Los Angeles will unfortunately have to wait until it is safe to do so. We can't wait to celebrate together." 4211
