SANTEE — A group of Santee residents trying to gather enough signatures to force a public vote on the recently approved Fanita Ranch development say they are facing intimidation from the developer.Meanwhile, the developer says the signature gatherers are the ones acting unethically.The Santee group, called Preserve Wild Santee, has until election day to gather signatures from 3,500 registered city voters to force the Santee City Council to either rescind approval of the development, or send it to a public vote.On Sept. 23, the council voted 4-1 to approve the project, which calls for roughly 3,000 new homes, 80,000 square-feet of retail space, a school, a farm and public trails. Proponents say the project would provide homes to help with the county's severe housing crisis, while opponents say it would create too much traffic and increase wildfire danger.The homes would start in the 0,000s and could be available as soon as mid-2022."We're for reasonable growth and in the right places and in the right locations, not in an extreme fire hazard location," said Santee resident Janet Garvin, one of the signature gatherers.Garvin said, however, that people who come to sign the forms are being heckled by a project supportes, funded by developer HomeFed. On Monday, Santee Councilman Stephen Houlahan, the lone no-vote on the project, confronted HomeFed's workers on camera at a strip mall."It seemed like a very, very strong coincidence that there was two women volunteering here, and they were surrounded by three men in a very intimidating posture," he said.Houlahan also said the HomeFed workers have also promised to follow signature gatherers across Santee to try to stop them from getting more supporters.But Jeff O'Connor, vice president of HomeFed, stood by the workers. He said they have been respectful, and are there to correct misinformation he says the signature gatherers about the project - namely about the improvements promised to Highway 52, and when it comes to tax increases. While there could be a Melo Roos fee on homeowners, O'Connor said there will be no tax increase on the general Santee population."They're being professional, they're getting the facts out, they're being courteous," he said. SAN YSIDRO, Calif. -- A quick conversation with a customer is now a rare interaction for border town business owner Sunil Gakhreja.“There is no business. You’ve been in here for 20 minutes and no one’s come in, no one’s even crossed by in front of us,” said Gakhreja.The Department of Homeland Security banned all non-essential travel between the United States and Mexico because of COVID-19.For business owners in the small border town of San Ysidro, about 20 minutes south of San Diego, this closure is suffocating their livelihood.“When they close the border, economically, it affects us a lot. That’s our main bread and butter,” said Gakhreja.The San Ysidro Chamber of Commerce said 95% of the customers in the stores cross the border from Mexico into the U.S. to shop.The chamber reports now that border crossings are restricted—businesses are losing .8 million per day.Gakhreja is no exception. He was forced to lay off the entire staff at his perfume shop.“It’s only me and my wife working. That’s how we can survive.”The family’s entire livelihood hangs on the success of one strip mall on San Ysidro Boulevard. They just opened a pizza shop next door named for Gakhreja’s mother Maya.It’s a tribute he’s desperately trying to keep alive.“We put everything— our soul in there, our money, every single penny we have. I don’t want to let it go down, in any way,” he said.Sunil has been in the United States for more than two decades after immigrating from India.He said this city gave him the chance for a different life than he had growing up.“This country has given me everything,” said Gakhreja. “I am here because of this community. This border town has given me everything: the ability to buy my house, to run my business, I couldn’t be more blessed, but I don’t want to give up my hope. I want to hold on to that last breath that we have.”The San Ysidro Chamber of Commerce is handing out PPE to help small businesses hold on. Packages of hand sanitizer, masks, face shields and gloves will go out to any business that needs it.“Being safe, PPE, distancing ourselves, wearing our masks, that’s the way to protect ourselves,” said Jason Wells of the San Ysidro Chamber of Commerce. “Not being xenophobic and doing things like closing the border.”Gakrehja said this street on the border can’t wait too much longer.“You’re going to lose jobs, people will go into depression, this is our American dream,” he said.Gakrehja is just hoping lawmakers see one thing: in times of turmoil—keeping people apart can cause great pain.“We have to understand we are a great nation, but at this time we need other people’s help too,” he said.The border closure is extended until July 22, 2020. The accident happened about 2:30 p.m. at Woodland Parkway and Rock Springs Road. "Witnesses observed two 12 year old male Woodland Parkway Middle School students run westbound into a marked crosswalk against a solid red signal light and red crosswalk signal," deputies said.The 38-year-old male driver of a white Nissan could not avoid hitting the first boy, while the second narrowly avoided being struck, according to deputies. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198
