CHENGDU, Dec. 5 (Xinhua) -- A spreading grassland fire in a mountainous Tibetan region in southwest China proved deadly when it trapped soldiers and local residents trying to put out the blaze. By Sunday night, at least 22 have been killed and three severely burned, local officials said.The wild fire was raging through a grassland atop a plateau some six kilometers from the county government seat in Daofu County, Tibetan Autonomous Prefecture of Garze, Sichuan Province. About 500 mu (33.3 hectares) of the grassland has burned, while 200 mu (13 hectares) is still on fire, a source with local fire-fighters told Xinhua."The fire line stretches several kilometers long. As it darkens at night, most fire-fighters have retreated to the camps." Yang Hao, a senior local fire-fighting official told reporters. "However, we are still closely monitoring the situation."Prairie fire is seen in Daofu County in southwest China's Sichuan Province, Dec. 5, 2010. At least 22 people have been killed in the prairie fire.About 2,000 people have joined the fire-fighting efforts. Sichuan Governor Jiang Jufeng led a work-team to Daofu, some 580 kilometers from provincial capital Chengdu, late Sunday night. An emergency medical team is also the en route to Daofu from Chengdu.Local officials said the grassland fire broke out at noon on Sunday and was brought under control at about 3 p.m. However, gusting winds boosted the flames and trapped people fighting the fire.Of the 22 fatalities, 15 were soldiers, two were workers with the grassland administration while five others were local civilians, officials said. Three of the severely injured have been rushed to hospitals.Gusting winds ebbed anew late Sunday night, providing favorable conditions to put out the flames, fire-fighters said.

BEIJING, Dec. 22, (Xinhua) -- China has rejected the Vatican's criticism of a recent national congress of Chinese Catholics, blaming the Vatican for damaging relations between the two sides.A spokesperson for the State Administration for Religious Affairs (SARA) said Wednesday the Vatican's criticism was very imprudent and ungrounded.In a statement dated Dec. 17, the Vatican condemned the congress, which elected the new leadership of China's Catholic church, and accused China of violating religious freedom.The congress from Dec. 7 to 9 elected the heads and other senior members of the Chinese Catholic Patriotic Association (CCPA) and the Bishops' Conference of the Catholic Church in China (BCCCC).The spokesperson said the congress, which is held every five years to amend the CCPA's and BCCCC's constitutions, elect a new leadership and set future agenda, does not deal with Catholic doctrines or violate the fundamental Catholic faith, and "there is no question of getting recognition by any foreign organization or state."The spokesperson said China's religious freedom was protected by the Chinese Constitution, and it was a misinterpretation by the Vatican to declare the incompatibility of Catholic doctrine and the Chinese Catholic church's principle of independent self-governance.China's Constitution grants Chinese citizens freedom of religious beliefs, but requires independence of religious organizations and affairs in China from foreign influence.Under this constitutional provision, the Catholic church and other religions in China adhered to the principle of self-governance and self-support, the spokesperson said.The CCPA and the BCCCC endorsed this principle in their new constitutions adopted at the congress, according to the spokesperson."The BCCCC fulfills her Pastoral Mission at the Faith and Evangelization according to the power and authority of our Lord Jesus Christ and the Holy Spirit endowed upon His Disciples," said the BCCCC's constitution.On the dogma and moral teachings of the Church, the constitution said the BCCCC is "in union with the Successor of St. Peter, the Head of the community of the Disciples.""Has the Vatican not read the two constitutions? BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock.
