VISTA, Calif. (KGTV) -- A Vista judge has dropped two charges against Gerardo Martinez Sr., a father arrested last week by San Diego County Sheriff's deputies. Martinez Sr. was facing two charges, felony resisting arrest, and lynching of an officer. The video surfaced last week. Martinez Sr. and his son, Gerardo Martinez Jr., arrested by five deputies. The family says the deputies used excessive force and that the two men were compliant and already in handcuffs. On Monday, the family demanded the department release body cam video and conduct an independent investigation. They also want to see the deputies involved prosecuted. The sheriff's department says they were called for a domestic dispute and that Martinez Jr. was armed with a knife. Deputies were also called to the home in late April for another incident involving Martinez Jr. The family's legal team did not address any questions about what lead up to the video but said Martinez Jr. has an issue with mental illness. They plan on filing civil lawsuits at the end of the week. The deputies in the video are on administrative duty as the investigation continues.   1186

Wall Street does not like the mixed messages coming out of the White House on trade.The Dow fell 600 points, or 2.4%, on Friday afternoon. The Nasdaq plunged 3%, while the S&P 500 retreated 2.4%.The Dow closed for the day down 588 points.Stocks had been trading higher earlier Friday, but the market turned sharply lower following conflicting messages coming out of the Trump administration about trade.While White House economic adviser Larry Kudlow sounded an optimistic note about China talks on CNBC, trade adviser Peter Navarro was simultaneously warning on CNN of higher tariffs if issues aren't resolved during the 90-day negotiating period."We've gotten a hodge-podge of mixed messages from people in the same administration," said Art Hogan, chief market strategist at B. Riley FBR. "We're not sure who we're supposed to listen to."Investors also received a softer jobs report on Friday. The Labor Department said the United States?added 155,000 jobs in November, missing expectations for a gain of 200,000. But the labor news did not trigger a selloff and some traders likely figured the slowdown in hiring will reduce pressure on the Federal Reserve to raise interest rates.Worries about the negative consequences of the trade war and hopes for progress have launched Wall Street on a wild ride of late. The US-China ceasefire sent stocks soaring on Monday. But doubts about the truce helped knock the Dow nearly 800 points into the red on Tuesday. And then the Dow plunged 785 points on Thursday before staging a huge comeback."It doesn't feel like much of a ceasefire," said Ed Yardeni, president of investment advisory Yardeni Research. 1697

VOLUSIA COUNTY, Fla. -- Michael Yager says he was outraged after learning his son, Jacob, bullied multiple classmates at New Smyrna Beach Middle School in Volusia County, Florida. "I figured I would teach him a lesson that would embarrass him and make him feel the way kids feel," he said.Wanting to teach his 13-year-old a lesson the frustrated father took an unorthodox approach. "I wrote the sign, I'm a bully. Honk if you hate bullies." Yager drove his son to nearby State Route 442 and parked him on a busy corner.His son had to hold the sign high."Embarrassed and kind of nervous," Jacob admitted.He says it did not take long for people to start honking.  Some even stopped to talk to father and son."I had Edgewater Police stop by, I had Volusia County Sheriffs. I had a good response from the neighborhood," Jacob's father said.But he acknowledged not everyone agrees with his parenting. "I had one woman come up and call me every name in the book. "How do you respond to parents who say putting your son out on the road is, in fact, bullying your own son?" he was asked."In my mind, I was doing the right thing, but I guess you cannot please everybody," Michael Yager said. A recent staggering statistic shows one out of every five students report being bullied. Jacob said he has learned a valuable lesson. "You never know what someone can be going through. Walmart recently introduced an app that is geared for employees to help consumers find products.The voice assistant app "Ask Sam" allows Sam's Club, which first developed it, and Walmart employees to look up prices, store maps, locate products, and emergency alerts, the company announced in a press release."While all associates go through emergency training, we wanted to provide managers with an additional way to quickly and effectively alert associates to emergency situations," said Walmart's Executive Vice President and Chief Product Officer Meng Chee in the statement. WASHINGTON — The federal government has restored access to Trusted Traveler Programs for New York state residents, the Department of Homeland Security announced Thursday.New Yorkers were banned from enrolling or re-enrolling in Global Entry and several other Trusted Traveler Programs in February in response to New York's "Green Light Law." The law allowed undocumented citizens the ability to get drivers' licenses and restricted federal immigration agencies from accessing Department of Motor Vehicle data.Trusted Traveler Programs affected included Global Entry, SENTRI, NEXUS and FAST, which facilitate the entry of pre-approved travelers into the U.S. using expedited lanes at airports and international borders. The ban did not affect the domestic TSA Pre-check.The statement from DHS released Thursday said the department will lift its ban on TTPs for New York residents because Gov. Andrew Cuomo and state legislators amended the law, allowing for the sharing of DMV records “as necessary for an individual seeking acceptance into a trusted traveler program, or to facilitate vehicle imports and/or exports,” according to DHS.The statement said New York continues to restrict sharing DMV records and information with U.S. Customs and Border Patrol and ICE "for other enforcement efforts."DHS said it is working with the Department of Justice to take further legal action against New York over those restrictions, as well as new criminal penalties for sharing info with CBP and ICE.“We appreciate the information sharing to CBP for the trusted travel program, which enables DHS to move forward and begin once again processing New York residents under the Trusted Travel Program," Acting DHS Secretary Chad Wolf said in a statement. "Nonetheless, local New York law continues to maintain provisions that undermine the security of the American people and purport to criminalize information sharing between law enforcement entities."Cuomo said Thursday the change to the law's verbiage was made back in April."After the Department of Homeland Security announced the ban on the Trusted Traveler Program for New York residents in February, I immediately met with President Trump at the White House to discuss what — to the extent that there were bonafide concerns — needed to be done to address the issue while still protecting the privacy of all New Yorkers. Subsequently the matter was dealt with in the state budget passed in April," Cuomo said.
