BEIJING, Dec. 22 (Xinhua) -- Chinese auditors found 142 million yuan (21 million U.S. dollars) were wrongly paid to central government departments as reimbursements of fake invoices in June this year, and now 68.31 percent of the funds, or 97.37 million yuan, had been recovered.The remaining fake invoices, valued at 45.03 million yuan, have been transferred to supervisory organs or judicial authorities for further investigation, according to a report submitted Wednesday to the 18th session of the Standing Committee of the 11th National People's Congress (NPC), running from Dec. 20 to 25.A total of 5,170 invoices were confirmed fake among the 29,363 "problematic" invoices by 56 central departments, says the report.According to the report, China's National Audit Office (NAO) had recovered 5.34 billion yuan of funds which were found embezzled in 2009, by the end of October this year.A total of 95 officials were arrested, prosecuted, or convicted in the process, and 1,103 received disciplinary punishments, says the report.

For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.

GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months.The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted.He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome.In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.
