SAN DIEGO (KGTV) — The new community plan for Kearny Mesa, given final approval by the City Council earlier this week, takes effect Friday. Several properties are being rezoned with 27,000 new housing units planned for those parcels.“My vision is that within five years, you’ll be able to live on Convoy, enjoy the restaurants and the shops that are on Convoy, and work in a job in Kearny Mesa, all in one community," City Councilmember Chris Cate, who represents the area, told ABC 10News ahead of the final vote.Cate says the city is trying to encourage a"live-work" village concept for many San Diego neighborhoods, especially those that are major job centers, such as Kearny Mesa. The idea is that by creating housing and recreational possibilities in the same communities where people work, they will have to commute less. That has numerous benefits across the city, including less traffic and car pollution.It is anticipated that many of the new projects will replace aging strip malls whose parking lots remain vacant much of the time. Cate hopes the areas around Convoy St., Clairemont Mesa Blvd., and Aero Dr. will become similar to the feel of Little Italy.Because parameters have already been set for how many homes will go onto each affected parcel, as well as other necessities such as pathways, street improvements, and parks, there will not be the same drawn-out approval process that has been seen with other recent attempts at development. Cate says that means developers who acquire the land will be able to move quickly, as long as their design stays within the parameters of the community plan. “They already have an understanding of what these projects will look like, what’s required of them, where different pathways or parks will go. SAN DIEGO (KGTV) -- The man accused of killing his wife in their City Heights apartment appeared in court Tuesday. Bail was set at million at the arraignment for Abdiaziz Kerow, 45, who was arrested in Panama on March 20 and extradited to San Diego.Kerow is accused of killing his 36-year-old wife, Muna Salad Kuri. Kuri’s sister found the victim’s body in a bed in the couple’s home on the 4000 block of Van Dyke Avenue on March 4. Hundreds of Kuri's family members as well as members of the community attended the arraignment. So many people showed up, the courtroom was unable to accommodate the crowd. The victim's sister, Amiina Salad said her sister was "sweet, humble, she's funny. She's always there for you, no matter what happens, she's there."Salad also had a message for Kerow. "My sister is in heaven. SAN DIEGO (KGTV) -- The California Department of Public Health made a quiet announcement late Monday night that could be a welcoming relief for families all over the state looking for outdoor activities amid the pandemic.Health officials are allowing counties to reopen outdoor playgrounds located in parks, campgrounds, and other publicly accessible locations.But guidance is firm and strict as the state continues to battle the deadly coronavirus pandemic."COVID-19 continues to pose a severe risk to communities and requires all people in California to follow necessary precautions and to adapt the way they live and function in light of this ongoing risk," state health officials said.At the top of the list of requirements is the rule on face coverings. "Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use," officials said.Other rules include a 30-minute limit on visits when others are present, no eating or drinking in playgrounds, and elderly persons and others with underlying medical conditions should avoid playground when others are present."This guidance does not apply to indoor playgrounds or family entertainment centers," the state said.San Diego County has not yet issued a timeline for when the caution tape wrapped around local playgrounds since March will finally come down.Last Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. San Diego Mayor Kevin Faulconer tweeted his support for the letter.A recent report from the American Academy of Pediatrics reinforced guidelines that say kids 3-5 years old should get three hours of physical activity every day. However, if the playground operator permits, the childcare, school or other program may reserve a time for the exclusive use of the playground by the program. SAN DIEGO (KGTV) -- The Chicano Federation of San Diego County distributed hundreds of COVID-19 prevention kits in Barrio Logan to help prevent the spread of the disease in one of the county's hardest hit communities.The Chicano Federation partnered up with several local business to help provide over 500 kits to residents. Kits include children and adult face masks, disinfectant wipes, hand sanitizer, and thermometers.According to our ABC 10News heat map, Barrio Logan's zip codes have reported some of the highest number of coronavirus cases in San Diego County. Data from local health officials shows Latinos and Hispanics make up over 60 percent of the number of positive cases in San Diego County."We think it's important to send the message that it's really important to stay alert, stay aware, to still follow the county and state messaging around COVID-19 including wearing masks and physical distancing," said Nancy Maldonado, President and CEO of The Chicano Federation of San Diego County. 1012

SAN DIEGO (KGTV) -- The city of San Diego has turned to two community leaders to assist with gang prevention and improve communication between police and the community.Mayor Kevin Faulconer on Tuesday announced the hiring of Rev. Gerald Brown to oversee police-community relations, and Pastor Jesus Sandoval to lead its commission on gang prevention."At age 16 I had been shot and stabbed, didn't think I would make it to 18," said Sandoval, once in a gang himself. "Since then I've been dedicating my life to helping other people."Brown will take over the Citizens Advisory Board on Police-Community relations, which meets monthly at various locations in the city. He said he is already working on arranging for clergy to spend 10 hours a month with police.Brown also wants to make himself accessible to the community and says he will bring concerns directly to the chief of police. "Really focus on how do we bring communities together? How do we bridge that gap, especially when working with African American community and law enforcement, find ways we can seek peace," he said. But some say the city needs to do more. Kate Yavenditti is a member of Women Occupy San Diego, which is seeking more police oversight. She said she has been attending the police-community relations meetings for about two years and hasn't seen many results.She said she would like the groups to be more than just advisory."So they can send recommendations up to the mayor and the mayor doesn't have to make any changes, and that's pretty much what's been happening," she said.The police-community relations board next meets 6 p.m. Monday at the Taylor Branch Library in Pacific Beach.    1706
