In another sign of the times for retail, Lowe's is closing 51 North American stores.The home improvement chain said Monday that locations are underperforming and the decision will help the hardware chain focus on its most profitable stores and "improve the overall health of its store portfolio."Lowe's (LOW) is shutting down 20 stores in the U.S. and 31 in Canada. The company said that a "majority" of the shuttered stores are within 10 miles of another Lowe's location.The stores will be closed before Feb. 1, 2019. The company will try to find jobs at nearby stores for its employees affected by the closings."We believe our people are the foundation of our business and essential to our future growth," said CEO Marvin R. Ellison.Lowe's is struggling to keep up with its larger rival Home Depot. Ellison, who joined the company in May, has already made some big strategic decisions, including closing all of its Orchard Supply Hardware stores and slashing inventory at its Lowe's stores.The company cut its sales and profit outlook for the year. In a scene reminiscent to what played out in Minneapolis on Memorial Day, Oklahoma City Police released video of a May 2019 incident of a man dying while in police custody.Body worn camera video was released to the public this week.The video shows as officers attempted to place him in handcuffs, Derrick Scott told officers multiple times “I can’t breathe,” a line that George Floyd used moments before he died in Minneapolis. One of the officers responded to Scott, “I don’t care.”The video shows officers struggling to place Scott in handcuffs.Unlike in the Floyd incident, the only video available from last May’s incident was from body camera footage.The May 2019 incident began on a call of a black man carrying a gun. After police arrived, officers talked to Scott. The body cam footage then showed officers chasing a fleeing Scott.Officers caught up to him and tackled Scott. Two officers straddled Scott until a third officer arrived and told Scott to stop resisting.It took all three officers to bring Scott into custody. An officer continued to hold a knee against Scott’s leg.Scott then didn’t say anything for four minutes, which prompted officers to call for EMTs. Scott died an hour later. An official autopsy stated that Scott had a collapsed lung at the time of his death, but did not give the manner for his death.The officers were cleared of wrongdoing. 1380

(KGTV) — Though it stands nearly 20-feet tall, The Spirit of Imperial Beach eludes some residents.  The 18-foot tall statue of a bronze surfer holding a longboard at his side stands tall just north of Imperial Beach Pier. At the foot of the statue, two children building sandcastles.The statue, designed by artist A. Wasil, was dedicated on Jan. 3, 2009, and aims to honor the IB community's cherished surfing and sandcastle history.Many consider IB one of the birthplaces of surfing.SURFINGImperial Beach has continued to provide both challenging and easy-going waves for surfers. Not only those who take to the waves, but those who design and shape boards have called IB home.According to the city, pioneers of surfing came to the Tijuana Sloughs as early as 1937 to shape their sport. While at times the waters in IB close to Mexico are in no condition to swim, the city remains proud of its place in surfing history.Not only does the statue commemorate surfing culture, but IB's outdoor surfboard museum also honors 25 prominent surfboard shapers, nine of which are local.SAND CASTLESSandcastles played a prominent role at Imperial Beach for more than 30 years. Castles, sea animals, and more were carefully crafted on the shoreline during the U.S. Open Sandcastle Competition.The event was canceled in 2011, due to increasing costs and a lack of volunteers.This gave rise to IB's Sun & Sea Festival, which has given a home for sand sculptors to continue their creative work. 1554

  

IMPERIAL BEACH, Calif. (KGTV) - Early Sunday morning, 63,000 gallons of sewage spilled into Tijuana River. A representative with U.S. Section of the International Boundary and Water Commission tells 10News the spill came from the potable water Planetary Aquaduct around 4:30 am. They say Pump Station CILA was unable to divert water from this event and a trans-boundary flow of approximately 63,000 gallons occurred at around 4:30 am. The transboundary flow contained treated and untreated wastewater in addition to storm water runoff and groundwater that has made its way to the Tijuana River. Pump Station continues to operate and no transboundary flows are currently present. 686

  

IMPERIAL BEACH, Calif. (KGTV) - Organizers of the Imperial Beach Sun and Sea Festival say they're ready to go this year, despite a recent sewage spill from Tijuana."It's always on my mind," says Co-Chair Shirley Nakawatase. "I think it's an ongoing situation that we have at the beach."Nakawatase says the spill shouldn't impact the festival, because they only use ocean water for the sandcastle competition. If the water is considered unsafe, they can use fresh water purchased from Cal-Am."We're going to request daily testing to make sure the bacteria count is low," she says, noting that testing will begin on the Monday before the festival.A recent sewage spill dumped 3.5 million gallons of sewage into the ocean south of Imperial Beach, prompting a full closure of the coast in the area. So far this year, Imperial Beach has lost 50 days of beach time because of sewage-contaminated water.RELATED: Imperial Beach Coastline closed due to runoffThe Sun and Sea Festival brings thousands to Imperial Beach every summer for a day of sandcastle competition, concerts, food and more.This year's festival will be on July 13th. "If you spend the whole day at the beach and give people a memory, that takes you away from some of the craziness.
