GUANGZHOU, Nov. 7 (Xinhua) -- Authorities in south China's Guangzhou, host city of the 2010 Asian Games, Saturday said it will cancel a newly-launched free public transportation service due to the enormous public response, which might pose a security threat to the Asian Games.The government earlier this month launched the color-coding scheme for vehicles, effectively grounding half of the city's 2.1 million private cars and those entering the city each day during the Asian Games.As a remedy, free public transport service was to be offered for 30 working days beginning November 1.The offer was met with unprecedented enthusiasm from Guangzhou residents. For days, subway trains were often crammed and stations were full as swarms of people lined up to take a free ride.Now, officials with Guangzhou's transportation authorities said they had to rescind the offer as more than 8 million passengers took the subway on an average day beginning November 1, a figure "much, much higher" than the subway system was designed to carry.Further, traffic controls were put into force 144 times during the week, which "seriously affects the normal security checks required for the Games" and causes "great inconvenience," officials said.Guangzhou authorities plan to roll back the free-day scheme on Nov. 8 and replace it with a cash subsidy program in which each household in Guangzhou will receive 150 yuan as a transportation subsidy from the government.The Asian Games are scheduled to begin on November 12, featuring 11,700 athletes competing in 42 sports.

BEIJING, Oct. 20 (Xinhua) -- Senior Chinese and U.S. officials vowed here Wednesday to boost cooperation in law enforcement and make joint efforts to improve bilateral ties.The pledge came when Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with visiting U.S. Attorney General Eric Holder at the Great Hall of the People in Beijing.Holder is the highest-ranking U.S. judical official to visit China since U.S. President Barack Obama took office in 2009.A sound relationship between China and the United States is not only in the interests of the two nations' peoples but also conducive to peace, stability and prosperity in the Asia-Pacific region and the world at large, said Zhou, who is also secretary of the Political and Legal Affairs Committee with the CPC Central Committee."We hope the United States will honor its commitments and think of and handle bilateral relations from a long-term and strategic perspective. BEIJING, Oct. 8 (Xinhua) -- The central parity rate of the yuan, China's currency Renminbi (RMB), jumped 181 basis points, or 0.27 percent, Friday to a new record high at 6.6830 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.Friday's central parity rate beat the previous record of 6.6936 on Sept. 29.The yuan has picked up its strength against the U.S. dollars and seen increased volatility in the trading days since the People's Bank of China (PBOC), the central bank, announced on June 19 this year to increase exchange rate flexibility.Based on Friday's central parity, the Chinese currency has strengthened against the U.S. dollar by 2.12 percent from the rate of 6.8275 per U.S. dollar that was set a day before the PBOC's pledge to increase flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate during trading each day.The PBOC released the yuan's central parity rates against a basket of currencies -- the U.S. dollar, the euro, the Japanese yen, the Hong Kong dollar, the British pound and the Malaysian Ringgit.The yuan's parity rate against the euro was set by the central bank at 9.2951 Friday, higher from 9.1329 on Sept. 30, the last trading day.The yuan's rate against 100 yen was 8.1040 Friday, compared with 7.9999 on Sept. 30.The Chinese currency fell 61 basis points against the British pound with the central parity rate being set at 10.6079 from 10.6018 on the previous trading day.The central parity of RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market in each business day.The central parity of RMB against the other five currencies is based on the central rate of RMB against the U.S. dollar of the same business day as well as the exchange rates of the five currencies against the U.S. dollar at 9 a.m. (0100 GMT) of the same business day in the international foreign exchange market.

BEIJING, Oct. 8 (Xinhua) -- China launched a large-scale tree-planting program against soil-erosion along the Three-Gorge Dam section of the country's largest Yangtze River Friday, with two launching ceremonies held in Beijing and Chongqing, simultaneously.The program is aimed to raise funds from individual and institutional donors for planting trees on 3.8 million mu (253,333 hectares) on the banks of the Yangtze River in Chongqing.Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), is the honorary chairman of the organizational committee of the program.Vice Premier Hui Liangyu and Chongqing Party chief Bo Xilai attended and addressed the ceremony in Beijing.Hui spoke highly of the tree-planting program, saying that it would be new probe for the bio-environmental protection of major rivers in the country as well as a new, great contribution to the afforestation and protection of the Yangtze River.The vice premier recognized that the Yangtze River is still facing severe bio-environmental deterioration and soil erosion, though notable achievements have been made in the afforestation efforts along the river in the past decades.In his speech, Bo pledged that Chongqing will take three to five years to increase the forest coverage in the dam area to 65 percent, from the present 22.2 percent. Currently, soil-erosion has covered over 20,000 square kilometers, about 50 percent of the total area, he noted.According to previous reports, Chongqing plans to raise over 10 billion yuan (1.5 billion U.S. dollars) from institutional and individual donors for the tree-planting program.

SHANGHAI, Oct. 7 (Xinhua) -- The Shanghai municipal government issued new rules Thursday limiting families to one new apartment purchase, as the nation tries to curb property speculation and soaring prices."One family in Shanghai, whether local or immigrant, can only buy one new home, including a second-hand one, for the time being," said a circular released by the municipal government.The new rule came into effect Thursday. The Chinese capital, Beijing, introduced the same measure on April 30.Shanghai authorities also ordered banks to suspend loans for third-home buyers and non-local buyers who could not prove they had paid personal income taxes or made social security contributions in the city for at least one year, the circular said.Local authorities would also start preparing for the introduction of a property tax, it said, without providing further details.A land-appreciation tax of 5 percent on the selling price would also be imposed on property developers if they sold residential buildings at an average price that was more than twice the average price of the previous year in the same area.Shanghai's new rules follow a series of measures announced by the Chinese central government in late September to check soaring property prices.The measures included the suspension of bank loans for third-home purchases in the near future and an adjustment in down payments for all home buyers.All home buyers will have to pay a down payment of at least 30 percent of the purchase price, according to the new rules.Previously, according to rules issued on April 17, only first-time buyers purchasing an apartment covering more than 90-square-meters had to pay a 30 percent down payment.On the same day, sources within several departments of the central government told Xinhua that property tax pilot programs will be stepped up and then extended across the entire country.
