PRETORIA, March 30 (Xinhua) -- Top Chinese political advisor Jia Qinglin on Tuesday discussed with South African President Jacob Zuma on seeking stronger bilateral relations and coordinating the two countries' stances on climate change.Jia first extended the warm greetings and good wishes of Chinese President Hu Jintao to Zuma, who in return conveyed his greetings to Hu. XIANGNING, Shanxi, April 5 (Xinhua) –- Nine miners trapped under the flooded Wangjialing coal mine in north China's Shanxi Province were taken out of the shaft Monday morning miraculously to safety, after 179 hours underground.The survivors were immediately sent to a nearby hospital for medical treatment. Their blood pressure and heart rates remained normal after having being trapped in the shaft for one week.One of the survivors, named Li Guoyu, 38, had a lucid mind and told doctors that he comes from central China's Henan Province. XIANGNING, Shanxi, March 31 (Xinhua) -- The water level dropped Tuesday in a flooded coal mine in north China's Shanxi Province, where 153 people were trapped, as rescue efforts entered the third day.But there was still no communication with the trapped although almost 1,000 rescuers have been racing the clock to pump out water and trying to reach them.By 6 p.m. Tuesday, the water level in the shaft had dropped by 15 cm, and a total of 15,000 cubic meters of water had been pumped out of the pit, the rescue headquarters said late Tuesday.Rescuers send drainage pipes down to the shaft at the site of the flooding accident of Wangjialing Coal Mine, sitting astride Xiangning County of Linfen City and Hejin City of Yuncheng City, north China's Shanxi Province, on March 30, 2010.Currently, six pumps are being used to pump up to 645 cubic meters of water per hour.Altogether 261 workers were in the pit of Wangjialing Coal Mine, which was under construction, when underground water gushed in at about 1:40 p.m. Sunday. Although 108 were lifted safely to the ground, 153 others were trapped in the shaft.The mine, which straddles Xiangning County, of Linfen City, and Hejin City, of Yuncheng City, covers about 180 square kilometers.The mining zone was estimated to have more than 2.3 billion tonnes of coal reserves, including 1.04 billion tonnes of proven reserves, according to the company's official website.The mine, affiliated with the state-owned Huajin Coking Coal Co. Ltd., is a major project approved by the provincial government. It is expected to produce 6 million tonnes of coal annually once in operation.

BEIJING, June 3 (Xinhua) -- A draft regulation on the protection of water resources and ecological environment of the Taihu Lake, the third largest freshwater lake in China, was made public Wednesday to solicit opinions.According to the draft posted on the website of the State Council's Legislative Affairs Office, www.chinalaw.gov.cn, local authorities must readjust their economic structure and eliminate outdated industries with high water consumption and pollution.Recycled paper-making companies with a yearly output of less than 50,000 tonnes, as well as other pollutant-discharging companies with backward production capacities, and those do not operate in accordance with national industrial policies or meet discharge standards, could no longer operate near the Taihu Lake, the draft said.Taihu has been plagued by algae due to severe industrial pollution in recent years. In 2007, an algae outbreak forced local water plants to stop household water supplies in Wuxi City, Jiangsu Province.The draft said local government would set discharge limits and annual pollution reduction plans for all polluters near the lake.Establishment of new chemical and pharmaceutical enterprises and projects, sewage outlets, garbage recycling facilities, golf courses, floating restaurants, poultry and livestock farms should not be allowed near the lake, the draft regulation said.It also banned storage and transportation of toxic materials, and the sales and use of laundry detergent containing phosphorus near the Lake, and demanded limited use of fertilizer and pesticide.Those who violate the draft regulation would face administrative punishment, in addition to fines ranging from 10,000 yuan (1,464 U.S. dollars) to 500,000 yuan or one to three times of the money involved in their illegal activities, and would have to pay for government efforts to undo the damages they have caused, the draft said.The public is invited to comment on the draft regulation any time before June 30 via online postings, email or letters.
