A group of San Diegans organized the event held at the park next to Centro Cultural de la Raza, hoping to unite the city and advocate change."It hurts, it's going to take a while, we're not going to forget," Pat Palma said. She has friends and family in Texas and feared for their safety when the shots rang out August 3rd."Tried to locate everybody, it was hard, I finally did. Sunday I was just numb," she said."That person did not go to Walmart asking if you're a Democrat or a Republican or a Trump supporter or not. He went there to shoot brown people," Organizer Jessica Yanez Perez said.The victims range in age from 82-2-years-old.At the vigil, they held a prayer asking for support for the families experiencing grief, lit candles for those lost and had speakers who preached involvement to create change."This is something that touched close to home for a lot of us," Yanez Perez said El Paso and San Diego are the same city. She explained both cities are made up of the same people, "people of Mexican ethnicity, of immigrants, of people who cross the border to work."The organizers hope the crowd touched by the senseless killing can show unity, through more than the color of their skin, "what happens here, what can we do here, to prevent something like that and I think the biggest thing is coming together as a community reminding each other we are one we are San Diego." 1522

Their last minute pitches and speeches are happening this weekend at the Sheraton San Diego Hotel and Marina. Republican candidates, staff, and volunteers say they are ready to shake things up in Sacramento. “I will be the loyal opposition to the wayward liberals of the Legislature,” Lt. Governor candidate, Cole Harris said, at the candidate forum. “Jerry Brown has certainly left a mark in our state over the years,” Judge Steven Bailey said. The State Attorney General said Brown has not been the leader they had hoped for."We've had eight years of Jerry Brown,” Gubernatorial candidate, John Cox said. “Poverty has soared, the cost of living has soared, taxes have soared, so we're excited for the chance to change all of that."Republican Gubernatorial  candidates, John Cox of Rancho Santa Fe, and Travis Allen of Huntington Beach have until Sunday to pitch to the nearly 1,000 member GOP delegation in San Diego this weekend, to get the prized official party endorsement.They only get that if they win 60% of the votes cast at the convention tomorrow. With the endorsement, both men say the will be ready to fight head-on against Democratic frontrunner, Gavin Newsom. And if elected as Governor, both promised to rid both the controversial Gas tax increase the State's Sanctuary law. "These are the issues that affect every single Californian, regardless of political party,” Gubernatorial candidate, Travis Allen said. Allen said he has supported President Trump from the beginning.  While Cox did not vote for Trump in 2016, he eventually pledged his support of the President. San Diego (KGTV)- Tenants in Oak Park say they soon won't be able to pay their rent if it continues to go up. Some have seen two increases this year, and they're already living on a fixed income. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. The Senate Appropriations Committee will hear Assembly Bill 1482 Friday and decide whether or not to move it out of suspense file status for the rest of 2019. A criminal justice professor explained the protocols taught in the Police Academy, and what is considered appropriate and excessive.La Mesa Police used tear gas against riotous protestors rushing Police Headquarters on May 30, 2020."These are things that are designed to get people's attention, to shock them, to say get back," former El Cajon police officer and now criminal justice professor, Kevin LaChapelle said.If the violent protestors disperse, LaChapelle said these less-lethal weapons are serving their purpose. He said in the Police Academy officers are taught to face threats using the "Force +1" method."If somebody is presenting a particular level of force towards me, I can respond with that force and then one more level to basically control the situation."According to the National Institute of Justice, there are five basic levels of "use-of-force" to diffuse a situation.1. It begins with officer presence, in which there is no use of force.2. Then come verbal commands, such as an officer asking for identification or telling someone to 'Stop!'3. The next level is empty-hand control, where an officer could grab, hold a person.4. Then come the less-lethal methods, including a baton, taser, projectile, sound, or chemical sprays.5. The last resort is lethal force or the use of a firearm.LaChappelle said officers primarily use projectiles to control riots. Pepper bullets are normally deployed onto the ground, and when they skid, they emit an uncomfortable spray. Sound, light, or rubber bullets are aimed at or below a person's torso, which can cause bruises. The same go with beanbags, which can be filled with anything from styrofoam to harder materials."When people say, 'This is too uncomfortable, and I can't handle this. I'm going to stop. Neighbors were mixed on whether it will affect crime.Police and neighbors celebrated the new curfew Friday at City Heights Square Mini Park. Police said since January 2019 there's been 217 crimes reported within 1,500 feet of the park, ranging from assault to theft.READ RELATED: Neighbors celebrate nightly curfew at San Diego parksRonald Tieken said he spearheaded the initiative, putting together a survey that he said 50 seniors in the building bordering the park responded to. He said the curfew is the first step in turning the tide in the neighborhood.Other neighbors disagree."It's probably going to up the rate of crime in this neighborhood," Ephraim Denmon III said they just need more people who will stand up to crime to fill the park. He said that or hire a security guard."If grown folks are in a grown folks park then they should let grown folks be grown folks," he said arguing the curfew takes away from the neighbors surrounding the park."You have your low income and your seniors, the seniors spend most of their time out here after midnight...
