BORREGO SPRINGS, Calif. (KGTV) - California State Parks are preparing for wildflower blooms across the state. The unpredictable and rare occurrences attract thousands of people to the parks. Some of the most beautiful blooms take place in desert landscapes. These rare blooms occur when precipitation levels in the areas are high, combined with years-long drought that eliminate grasses and weeds that take up nutrients. These conditions cause wildflowers to thrive. Vibrant wildflowers can already be seen sprouting from the typically barren brown soil in Anza-Borrego Desert State Park.“This area is just a mosaic of a painter’s colors," said Danny McCamish, Senior Environmental Scientist for the Colorado Desert District and Anza-Borrego State Park.RELATED: Photos: Gorgeous spring bloom carpets Anza Borrego desert"The early October, November rains started that germination process early this year, and so as the December, January, and February rains came in, all of the area was ripe to go off like this."Cooler temperatures are also a factor in prolonging the bloom, which the region has been experiencing thanks to snow in the mountains. McCamish says during the 2017 'super bloom' word of the beauty spread fast on social media, drawing in 6,000 to 7,000 cars a day.He says the rush of visitors overwhelmed the small town of Borrego Springs but that this year they're more prepared. Restaurants are planning to offer to-go meals and rangers will set up pop-up visitor centers to spread out where visitors go.McCamish recommends people check out other parts of the 700,000-acre region, including Ocotillo Wells State Vehicular Recreation Area.And if you plan to spend the night figure out lodging ahead of time, whether that be a hotel or camping.In addition to the flowers, visitors can enjoy nature on a bike. BALTIMORE (AP) — Baltimore on Wednesday filed a federal lawsuit against the Trump administration alleging that "unlawful" efforts altering a State Department policy are restricting visa applicants and deterring law-abiding immigrants from claiming public assistance.In its lawsuit, Baltimore asserts the U.S. State Department earlier this year quietly expanded its definition of "public charge" — someone the United States deems likely to be primarily dependent on government aid. It says the change is not only frightening legally entitled immigrants from applying for public programs but impeding otherwise eligible immigrants from entering the country in the first place.The lawsuit says the changes allow consular officers to consider whether green card applicants or their relatives, including U.S. citizens, ever benefited from non-cash benefits such as housing vouchers, subsidized school lunches or free vaccinations. Federal law has long required those seeking green cards to prove they won't be a burden — or a "public charge" — but new rules detail a broad range of public programs that could disqualify them.Maryland's biggest city asserts that immigrants are already fearful of using government programs that they or their families need. It notes that African immigrants' participation in the federal Head Start program has "virtually ceased" in Baltimore so far this school year.Mayor Catherine Pugh said her city is "known for embracing immigrants" and said the Trump administration's creation of "additional obstacles to those seeking to live in Baltimore" is un-American and a perversion of national ideals."We are determined to resist this latest attempt to deprive our immigrant communities of basic services," Pugh said in Baltimore, which is among the U.S. cities that have been trying to reverse population loss with various immigrant-friendly measures.The State Department did not immediately respond to an email seeking comment about Baltimore's lawsuit, which calls for the policy change to be declared unconstitutional and for the public charge provision to return to the old definition.Baltimore's lawsuit, filed in Maryland's U.S. District Court, was done in collaboration with the Democracy Forward Foundation, a group with Democratic party ties.Anne Harkavy, the Washington-based organization's director, portrays the State Department's public charge policy as "yet another example of the Trump administration's disturbing hostility toward people born in other countries and their families."Meanwhile, the U.S. Department of Homeland Security wants to redefine a "public charge" as someone who is likely to receive public benefits at any time. And the definition has been broadened to include SNAP or food assistance, Medicaid, housing assistance or subsidies for Medicare Part D. Refugees or asylum seekers would be exempt.That proposal published on Homeland Security's website has already appeared in the Federal Register and has triggered a 60-day public comment period before taking effect. Broadcaster Al Michaels will not be calling Sunday's game against the Cleveland Browns and New York Giants and will be replaced by Mike Tirico due to "COVID-19 safety protocols."According to a press release, NBCUniversal said they pulled Michaels from working the game because he wasn't cleared to work "in accordance with NBCUniversal COVID-19 safety protocols."In the statement, Michaels said "feels great" and had "no symptoms." (KGTV) -- Sweetwater Bike Park in Bonita is the first of its kind for San Diego County parks, and it was a long time in the making."As an organization, we have been advocating for over 10 years for this type of park in the county, so we're thrilled," says Susie Murphy, the Executive Director of the San Diego Mountain Biking Association.The park opened in January, and riders of all ages and levels showed up on two wheels."On opening day, I like to say the youngest rider was seventeen months old, and the oldest was seventy-four. It's for all ages, from tiny kids on their Strider bikes, up to teenagers from the neighborhood on their BMX bikes," Murphy says.And Murphy says she loves the design of the park. It comes with jumps, two flow trails, and a skills zone."Every day it puts a smile on my face," Murphy says. Unfortunately, soon after the park opened, it had to be shut down due to the COVID-19 pandemic. "We did not know what to expect, it was definitely a disappointment," added Murphy.The park was closed for a couple of months, but is now back open for business, but with a few rule changes."Right now we're only letting fifty people come in at a time," says Park Ranger Adair Flores. "They are required to wear a mask when they come in and they do have to stay six feet apart from each other.
