An accused serial killer, known as the “Golden State Killer,” is expected to plead guilty Monday in person, in a university ballroom.Joseph James DeAngelo was arrested in April 2018 at his home near Sacramento, California. He is accused of heinous crimes, including rape and murder, in almost a dozen California counties in both Southern and Northern California during the 1970s to 80s.DeAngelo is expected to plead guilty at Monday’s hearing to 13 counts of murder, 13 counts of kidnapping and admit responsibility for another 60+ rapes and other crimes. As part of the plea deal announced earlier this month, DeAngelo would be sentenced to life in prison without the possibility of parole in August. Victims and victims' families are not expected to make comments on Monday. They will get a chance to make victim impact statements later this summer.Monday’s hearing will be held in the Sacramento State University Union Ballroom, a large room that can hold roughly 2,000 people for a reception, according the university’s website. An attempt by officials in Paris to tackle public urination by installing open air urinals, or "uritrottoirs," has outraged some residents of the French capital.The new urinals, housed in flower boxes, aren't subtle -- they're fully exposed on street corners, painted bright red, and have nearby signs advertising their presence.One in particular, located near the Notre Dame cathedral, has drawn attention for its view of the River Seine.The "intelligent urinals," which have a straw layer that eliminates odor, were installed in areas where public urination is a problem, according to a statement from city officials.Officials say the urinals are eco-friendly -- they will harness nutrients in waste to produce compost for parks and gardens. According to the statement, one year of a person's urine holds enough nitrogen, phosphorous, and potassium to fertilize 400 square meters of wheat.However, these features have done little to calm the ire of local residents, who have written to the town hall in protest."I think installing a urinal in the streets of Paris for those who don't respect their surroundings is a good idea, but in my opinion, this model is not attractive at all, and where it's been set up is not appropriate at all," one man told reporters.Another resident complained, "it is definitely a desirable and historic neighborhood, but seeing people urinating right in front of your door is not the nicest thing."Ariel Weil, mayor of the 4th district of Paris, tweeted in defense of the urinals on Monday, calling them "an invention of genius." American broadcaster Hugh Downs has died at the age of 99. The Downs family says Hugh died peacefully on Wednesday at his Scottsdale, Arizona home and was surrounded by family. Downs was born in Akron, Ohio on February 14, 1921.He had a career which spanned more than 60 years. Notably, Downs was a co-host on NBC's Today from 1962-1971, later he hosted 20/20 on ABC from 1978-1999 and announced for Tonight Starring Jack Paar.He also hosted the game show Concentration from 1958-1969. ANDERSON, Ind. -- A mother and stepfather in Indiana are accused of locking their children in a basement without food, water or a place to go to the bathroom.Connie and her husband Javier Campos were arrested over the weekend and charged with four counts of neglect of a dependent. The investigation began back in November 2017 when a 13-year-old boy ran away from home and was found at a local hotel. At the time, the investigator contacted the Department of Child Services because he believed the children may be in need of services. According to court documents, the couple had four children living in their home ages 13, 11, 10 and 8.The children told investigators that their mother and step-father would lock three of them in the basement of their home any time the adults would leave the house or go to bed.The children described using a bucket and bottle if they needed to go to the bathroom or holding it until morning.  “You go before, hold it or it sucks to be you,” the 13-year-old child told investigators.Each of the children had a bed in their upstairs bedrooms, according to court documents, but they were only there “in case CPS came then they would think we sleep there.” 1217

AMPA, Fla. — Tampa police have charged a mother with first-degree murder after police say she drowned her daughter in the Hillsborough River, killing her.Shakayla Denson, 26, has been arrested and charged with first-degree felony murder and aggravated child abuse in the death of 4-year-old Je'Hyrah Daniels. She also faces a charge of grand theft auto.Denson made a first appearance in court on Friday morning.  A judge set no bond on the charges of murder and child abuse.Tampa Police officers responded around 4:06 p.m. local time Thursday after receiving reports of a woman who drowned a child in the river just north of the Columbus Drive bridge. The dive team also responded to the scene where they pulled Je'Hyrah from the water around 4:30 p.m. She was discovered approximately 75 feet from the shore. Emergency services rushed her to St. Joseph's Hospital where she was pronounced dead.  Police say Denson was located walking nearby when they took her into custody. Investigators say Denson had just stolen a car - a grey Nissan Altima - from a nearby auto repair shop. She parked the car on Rome Avenue just north of Aileen Street. Witness AccountsAccording to an arrest affidavit released Friday morning, two witnesses said Denson "forcefully pushed Je'Hyrah into the back seat of the Nissan Altima." One of the witnesses attempted to stop Denson from leaving but was struck by the Altima as she left. Two other witnesses told police they saw Denson near Aileen St W and Rome Avenue N where she "forcefully removed Je'Hyrah from the back seat of the Altima by the arm." They said as Denson pulled Je'Hyrah she was "screaming loudly and not cooperating." Denson then went into the Hillsborough River while holding both of Je'Hyrah's arm until the water reached her shoulders.Vicki Walker lives on the 3rd floor of the Dockside Condos in Tampa, directly facing where police say Je'Hyrah was drowned.She told said that she never saw the child, but spotted a woman walking out of water not long before police arrived.“Which was very odd, I’ve lived here for years, I’ve never seen anybody in the river," she said.Walker took a photo of the woman in the river.Walker says that the woman was by herself and that she watched her walk out of the river onto the bank, where she says the woman sat for a while.“There’s a part of me that’s like ‘oh my gosh, why didn’t I run over there? Why didn’t I talk to this person?
