SAN DIEGO (KGTV) - San Diego lifeguards towed the remains of a beached whale from Blacks Beach to Fiesta Island Monday, hours after two whales were spotted off Orange County.Lifeguards found the grey whale on the shore about 11 a.m. It was towed from the Torrey Pines area to Mission Bay and arrived at 3:30 p.m.Experts with the National Marine Fisheries will perform a necropsy to determine why the whale died.The discovery came within an hour of a rare sighting in Seal Beach in Orange County.Two whales appeared to be stuck in one spot between a sandbar and the shoreline, near the end of the San Gabriel River Trail.Witnesses called California Department of Fish and Wildlife officials to check on the animals, KABC reported. 752

SAN DIEGO (KGTV) - San Diego Police announced Friday the arrest of a man suspected of sexually assaulting a woman in East Village.Gary Cushinberry, 51, dragged the woman into some bushes near 13th Street and Island Avenue about 11:30 p.m. on November 5, police said. After the assault, Cushinberry ran west toward Island Avenue, police said.The woman had been walking alone to her car when she was attacked.The San Diego Police Department’s Sex Crimes Unit released a composite sketch of the suspect the following day. Through tips and leads, investigators identified Cushinberry as the suspect.Police found Cushinberry Friday morning in the 200 block of 17th Street. He was arrested on several sex assault charges and taken to San Diego County Central Jail.Officers also confirmed that Cushinberry had an outstanding warrant for theft in Allen County, Indiana.Police are asking anyone with information to call the SDPD Sex Crimes Unit at 619-531-2210. 975

They need to get out of Tijuana because it's just crazy for us,” said Candace Sanchez, a Tijuana resident.On the US side, those with family south of the border are concerned with what the future holds. “It worries me that the border might get closed. I mean it's like uh what's going on? SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov.
