BEIJING, Dec. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts to maintain steady and rapid economic growth and accelerate the transformation of the economic development pattern over the next five years.Li made the remarks Wednesday at a seminar on goals and policies of China's key 12th Five-year (2011-2015) Plan, according to a statement by the State Council, or China's Cabinet, on Thursday.At the seminar, the State Council solicited advice from senior officials of Tianjin Municipality, Jilin, Jiangsu, Henan, Yunnan and Gansu provinces, on the draft of the guidelines of the five-year plan.After listening to suggestions from provincial-level officials, Vice Premier Li said it is imperative for local governments to accelerate the transformation of the economic development pattern, while maintaining steady and rapid economic growth in the long term to benefit all Chinese people.As for the work next year, Li said local governments should more actively and prudently handle the relationship between keeping steady and rapid economic development, restructuring the economy and managing inflation expectations."More efforts should be provided to stabilize prices next year," he told the seminar.When planning goals and strategies for the development over the next five years, Li said, major indicators, such as the economic growth rates, should be defined "reasonably" and binding targets should be emphasized.Over the next five years, China will open wider to the outside world, expand its domestic consumption, push the reform of the income distribution system, create more jobs and improve its basic public service and social security system, he said.Li noted that local governments should work hard to allow residents' income growth to keep pace with the economic growth rate, and assure that laborers' wage hikes reflect productivity increases.

MOHE, Heilongjiang, Jan. 1 (Xinhua) -- An oil pipeline linking Russia's far east and northeast China began operating Saturday.At 11:50 a.m., Yao Wei, general manager of the Pipeline Branch of Petro China Co., Ltd. (PBPC), pushed a button in the China-Russia border county of Mohe, Heilongjiang Province, five hours after the crude oil began being pumped through the pipeline to the border, marking the official start of operations after a two-month trial.PBPC is the operator of the Chinese section of the pipeline.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China via Mohe and ends at China's northeastern city of Daqing. As 550,000 tonnes of crude oil had already traveled through the pipeline during the test run period, the Daqing terminal receives the oil 15 minutes after Yao pushed the button at Mohe."The operation of the China-Russia crude oil pipeline is the start of a new phase in China-Russia energy cooperation," Yao said at the launching ceremony.He noted that the pipeline would improve the nation's energy-imports structure and promote economic development.Sergey Tsyplakov, Russian trade representative in China, also said in early December that the completion of the pipeline project was a "milestone" for the development of both countries.Construction of the 1,000-km-long pipeline project, with 72 km within Russia and 927 km in China, started last year, and it will transport 15 million tonnes of crude oil from Russia to China annually between 2011 to 2030, according to the agreement signed between the two countries.This volume of oil means adding 8 billion U.S. dollars to the trade volume between China and Russia, and the import tariffs for China on the oil will be up to 10 billion yuan (1.5 billion U.S. dollars), according to the projection by Chinese customs officials based on the current international crude oil price.Yao said that after the oil arrives at Daqing's Linyuan Station it will enter the Pipeline Networks of Northeast China and be pumped to oil refineries in Dalian, Fushun and other cities.Luo Xuefeng, director with the entry-exit inspection and quarantine bureau of Mohe, said workers with the bureau would take daily oil samples to monitor the quality of the oil."So far, the pumped oil is qualified as regulated in the agreement," Luo said.The annual amount of oil shipped through the pipeline could increase, depending on the drilling capacity in Russia, said Tsyplakov.Further, Li Fuchuan, a researcher with the Chinese Academy of Social Sciences, said the operation of the oil pipeline would not only increase the crude trade, but also improve mutual trust between China and Russia, laying an economic foundation for the two countries' strategic partnership.Zhang Shibin, deputy manager of the PBPC Daqing branch, said although the operation has worked well during the trial period, measures need to be performed to prevent pipes from cracking in May."The pipe will face an 'important test' in May as snow and ice will melt at that time, bringing challenges to us. We will try to ensure its smooth operation," he said.

BEIJING, Dec. 26 (Xinhua) -- With a series of measures being adopted to curb price spikes, the Chinese government is confident of keeping prices at a reasonable level, Premier Wen Jiabao said Sunday morning."Inflation expectations are more dire than inflation itself," Wen said, urging people to remain confident and government agencies to act to stabilize prices.The premier made the remarks while answering a listener's question during a radio broadcast by China National Radio.The consumer price index (CPI), a main gauge of inflation, rose to a 28-month high of 5.1 percent year on year in November, according to government statistics.Food price rises contributed to 74 percent of the CPI growth for the month.Wen said the country had a good agricultural supply base which gave the government confidence that it could stabilize prices.In a bid to control inflation, the government has also increased the bank reserve requirement ratio six times and lifted interest rates twice this year, he added.Further, authorities have introduced a package of measures including cutting fees for transportation of agriculture products and intensifying the crackdown on food price speculation.The overall price level, especially of major consumer goods, has now begun to drop, Wen said.

  

BEIJING, Dec. 12 (Xinhua) -- China seeks a win-win partnership featuring equality and mutual trust with the United States, as the two countries' interests are deeply correlated in the era of globalization, Chinese Foreign Minister Yang Jiechi said."Relations between China and the United States should be cooperative and win-win and not a zero-sum game," Yang said in an interview in Beijing Friday.Applauding the two countries' consensus to build a positive, cooperative and comprehensive bilateral relationship in the 21st century, Yang said China and the U.S. should boost mutual understanding and learn to trust and respect one another.Mutual understanding is the basis for cooperation and a precondition for avoiding misjudgments, Yang said, adding that China's peaceful development is not only in the interests of the Chinese people but also for the whole world.To strengthen mutual trust, the two sides should learn to respect each other's core concerns and eliminate outdated ways of thinking, said the foreign minister.China adheres to peaceful development and the opening-up strategy that highlights mutual benefit and win-win cooperation, Yang said.China and the United States should respect each other's social system and cultural tradition, and realize that the two countries are at different stages of social development, Yang said.The two countries should properly handle frictions and disputes through dialogue on equal footing, he said.Yang said the bilateral ties have not been without any dispute but "generally, the Chinese-U.S. relations have grown at a steady pace.""We urge the U.S. side to abide by the three Sino-U.S. joint communiques and the U.S.-China Joint Statement. We also urge the U.S. to respect China's sovereignty and territorial integrity and to not interfere in China's internal affairs," he said.Yang also said China and the United States should improve cooperation to boost their economy and benefit the two peoples."Protectionism, trade wars and currency wars will only be detrimental to both sides and cause trouble for bilateral ties," he added.

"This is a tribute to the Chinese people," he added.The U.S. leader also expressed his satisfaction with the reaching of dozens of deals between the two sides that will increase U.S. exports "by more than 45 billion U.S. dollars."Hu, who unfurled his first state visit to the United States Tuesday since Obama took office in 2009, just concluded his eighth meeting with Obama before the press conference.Before the talks, a grand welcome ceremony for President Hu was held at the White House.Hu said at the ceremony that his visit is aimed at increasing mutual trust, enhancing friendship, deepening cooperation and pushing forward the positive, cooperative and comprehensive China-U.S. relationship for the 21st century.
