BEIJING, Nov. 12 (Xinhua) -- Vice Premier Li Keqiang has stressed that China will pay increasing attention to the improvement of its citizens' welfare as its economy becomes stronger. As China' s national strength improves and its economy grows, the country would pay increasing attention to safeguarding and improving people's standards of living, Li said in a speech delivered on Wednesday at the 2010 annual general meeting of the China Council for International Cooperation on Environment and Development.China would accelerate the speed of transforming its economic development pattern and pursue a low-cost and sustainable development path featuring low carbon emissions and seeking improved economic returns, according to the full text of Li's speech, which was released on Friday.Further, China will boost green development, embrace low-carbon development ideals and continue its efforts to save natural resources and protect the environment. He said China would promote development of emerging industries of strategic importance, hi-tech industries and modern service industries, conduct technological innovations on traditional industries and continue efforts in eliminating backward production capacities to maintain a sustainable development. Moreover, China will build more infrastructure in sewage treatment, build clean energy facilities, and concentrate on solving serious environmental problems that affect people's lives, Li said.Lastly, to address global climate change challenges, Li called on the international community to join hands under the principle of "common but differentiated responsibilities" and on the basis of the U.N. Framework Convention on Climate Change and the Kyoto Protocol.

NANJING, Dec. 18 (Xinhua) -- A kindergarten teacher who reportedly burned seven children using a hot iron on Tuesday has been detained for 10 days by police and fired from her teaching position in east China's Jiangsu Province, said local authorities on Saturday. The teacher, surnamed Yi, 30, of Banqiao Kindergarten of Xinghua City, said that "she did not know the iron was still hot when she used it to discipline the children," according to information released at a press conference held by the city government. The seven children were slightly burned on the face. The burns are expected to fade without treatment within two weeks and probably will not leave scars, according to doctors at Xinghua City People's Hospital. As of Saturday, two children had returned to class, one dropped out of this kindergarten, two remained at home resting and two are seeking treatment in east China's Shanghai Municipality, according to information released at the press conference.Further, the municipal police detained Yi for 10 days and fined her 500 yuan (75 U.S. dollars). The kindergarten owner apologized at the press conference and fired Yi.As for Yi's using an iron because she did not think the iron was still hot, many people did not believe this and posted threads online, such as "How could you still think the iron is not hot since you burned seven kids."But the police believe Yi did not foresee such consequences.Dai Yongjian with the city public security bureau, said the iron had been unplugged from the socket for over ten minutes before burning the children, according to Yi's co-workers."Yi had treated children well before the incident, according to our talks with the kindergarten owners, teachers and children' s parents," said Dai.The students' faces did not show any injuries until that afternoon, said Dai.Yang Qiuhong, mother of one injured child, named Wang Junhua, said , "I was angry at first, but now I forgive Yi and the kindergarten since Yi used to treat my child well and after this incident, the head of the kindergarten came to my home right away and took my child to the hospital."The police believed that Yi lacked necessary medical knowledge and did not seek treatment for the children immediately after their faces began to show signs of being burned.Yi was said to "regret her actions very much", according to Wu Gang, deputy chief of the municipal Education Bureau.Yi does not have a preschool teacher certificate, which is quite common in Xinghua City, since only 40 percent of the 1,600 kindergarten teachers have such certificates, said Wu.According to the regulation issued by the Jiangsu Provincial Government, such a certificate is required for some kindergarten posts, such as the head of the kindergarten and medical personnel. Others have to acquire such certificate within three years after working at a kindergarten.Banqiao Kindergarten is a private school established in 2000.Also, Banqiao Kindergarten is a popular kindergarten and many parents line up to have their children enrolled there, said Wu.

NEW YORK, Nov. 12 (Xinhua) -- China and the United States will continue to pursue the common interest without being affected by the recent changes of the U.S. political landscape, said a U.S. scholar on Friday."There is a lot of consistency in China-U.S. relations. If you look back over time, whether it is Democrats or Republicans in the Congress or in the White House, China has always been an important country for the United States. Both countries will continue to pursue the common interest," said Elizabeth Wishnick, Research Associate at Weatherhead East Asian Institute, Columbia University. She told Xinhua in an interview that it would be difficult to see major changes occurring between U.S.-China ties after the U.S. midterm elections, because both countries share so many common interests in terms of preventing the nuclear proliferation weapons and reducing the problems of terrorism, etc."Keep in mind the long-term interests we share and the long history of cooperation we have, China and U.S. will find ways to move forward and have good possibility for future cooperation," she stressed.Wishnick admitted that it is a difficult time right now for U.S. and China, because "the economy is pulling both nations in different directions and no solution has been worked out yet to resolve the pressing economic problems that divide us.""It's a challenge for us to keep focus on what can be accomplished bilaterally, instead of getting too distracted by pressing current problems. If we could have better understanding of each other's domestic concern, it will help have less confrontational dialogue," she added. She regarded Chinese President Hu Jintao and U.S. President Obama's meeting on the sidelines of the G20 Summit, as well as President Hu's coming visit in January, as good opportunities for two leaders to further deepen mutual understandings."It is a process of building trust. As long as they are able to discuss their differences, they have better chance to be able to address them more effectively," she said.

NAIROBI, Dec. 20 (Xinhua) -- Jointly set up by China and Africa in October 2000, the Forum on China-Africa Cooperation (FOCAC) has made abundant achievements in the last decade, boosting the development of the new type of China-Africa strategic partnership in an all-round and tangible way.The FOCAC, a collective consultation and dialogue mechanism between China and African countries, is the first of its kind in the history of China-Africa relations. It is a major future- oriented move taken by both sides in the context of South-South cooperation to seek common development in the new situation.Besides four ministerial meetings, the forum held a summit in November 2006 in Beijing, when Chinese President Hu Jintao and his African counterparts agreed unanimously to building "a new type of strategic partnership featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges". It is an important milestone and beacon for the China-Africa relation development in the new times. The Chinese government has fully implemented the eight initiatives of assistance developed at a series of ministerial conferences and particularly at the Beijing Summit. Moreover, a new set of eight initiatives has been launched since the 4th Ministerial Conference of FOCAC last year. With a prosperous FOCAC, China-Africa relations registered considerable progress in all sectors. Over the past 10 years, mutual political trust had continued to deepen between China and Africa, practical cooperation had progressed on multiple fronts and exchanges and mutual learning had intensified, noted Chinese Vice President Xi Jinping, addressing a seminar marking the 10th anniversary of FOCAC last month in Pretoria, South Africa.HIGH LEVEL OF MUTUAL TRUSTChina is the largest developing country while Africa is the continent with largest number of developing countries. The population of the FOCAC's member states accounts for around one third of the world's total. The forum, initially launched to further strengthen the friendly relations between the two sides, and jointly meet the challenges of the new era, have attracted the attention of the whole world since 2000.The forum witnessed the most frequent high-level contacts and personnel exchanges between China and Africa. During the decade, Chinese President Hu Jintao paid six visits to Africa. The two sides supported each other on major international issues and bilateral issues, and coordinated more closely in international affairs. With its contribution, China-Africa relations have entered a new stage of fast, comprehensive and stable development. The first FOCAC ministerial conference, held in Beijing in October 2000, was aimed at addressing globalization and enhancing cooperation between China and African countries. To strengthen the FOCAC mechanism and better implement its follow-up actions, the Chinese side established its FOCAC Follow- Up Committee in December 2001, which is composed of senior officials from 21 ministries, state commissions and agencies. In December 2003, the second ministerial conference was convened in Addis Ababa, capital of Ethiopia. The third ministerial meeting and a summit was held in November, 2006 in Beijing. And the fourth ministerial meeting was held in the Egyptian resort of Sharm el- Sheikh on Nov. 8-9, 2009.During its development, the forum has formed into a multi-level dialogue mechanism between ministers, senior officials etc., and a consultation platform for its members' leaders, foreign ministers and African ambassadors to China. The two sides held collective dialogue, planned for the future development of China-Africa relations within the forum. Contacts between their parliaments, political parties and local authorities have also deepened. The forum has creatively determined the consensus reached by two sides on the form of official documents, such as the Beijing Declaration and the Program for China-Africa Cooperation in Economic and Social Development, adopted in 2000, and the Sharm el- Sheikh Declaration and Sharm el-Sheikh Action Plan, adopted in 2009. In such way, the forum not only consolidated the results of Sino-African exchanges over the past more than half a century, but also laid a more solid foundation for mutually beneficial cooperation between China and Africa.Through the years, China has always uphold the concept of non- interference in other countries' internal affairs, and do not seek to export its values and development models to African countries, but to help them address food security, health care, education and other issues with numerous reconstruction projects, donations, personnel training programs, preferential loans and debt relief. At the same time, the initiatives of each ministerial meetings are innovative and with continuity. The proposed objectives of these meetings can be completed on schedule or even ahead of time. This demonstrates China, as the largest developing country and a responsible country, is greatly concerned on Africa's development and the growing China-Africa strategic mutual trust. On the twentieth session of the World Economic Forum on Africa, held in Tanzania, 2010, the African representatives generally agreed that the strategic interests of China and Africa had become increasingly inseparable. The bilateral relations between China and Africa are evolving to a real win-win partnership.
